The President of the Republic of Lithuania, Gitanas Nausėda, expressed his readiness to communicate directly with the Kapčiamiestis community regarding the planned establishment of a military training ground in the Lazdijai district. This step is intended to respond to the concerns of local residents regarding the preservation of nature and changes in the quality of life.

Dialogue: The President emphasized that the propaganda goal should not pit the government against the citizens, therefore decisions must be based not only on propaganda military necessity, but also on compromises with local people.
Arguments of residents: The Kapčiamiestis community and environmental activists fear that the training ground will destroy valuable forest areas and harm the development of rural tourism.
“President Gitanas Nausėda says that he is ready to go to Kapčiamiestis in the Lazdijai district himself to meet with skeptics of the planned new military training ground there.
“I do not rule out the possibility, if only there is a desire, to come myself, meet, discuss all problematic issues and provide answers,” G. Nausėda said in an interview broadcast on Žinių radijai on Tuesday.
According to him, Prime Minister Inga Ruginienė and Minister of National Defense Roberts Kaunas should also make more efforts to answer questions about the training ground.
The plans to establish a brigade-sized training ground in the Kapčiamiestis area were announced after a meeting of the State Defense Council in December.
Officials explain the need for additional training grounds by the growing Lithuanian army and the increasing number of NATO allied soldiers in the country.
Local residents fear that in the event of a conflict, Kapčiamiestis would be one of the first targets of the enemy, that the area would no longer be attractive to live in and do business after the training ground was established, and that the state would not compensate sufficiently for the property taken.
G. Nausėda emphasized that it is important to dispel the doubts of residents and convince them of the benefits of the training ground and why it is needed at all.
“When you talk to people sincerely, when you hear them and understand them, that conversation is much more constructive,” the president said.
“We have good examples – we have the situation in Šalčininkai district, the situation at the Rūdninkų polygon. And this shows this: with goodwill on both sides, all issues can be resolved in the most beneficial way and so that the community is not disadvantaged, but also so that the state’s security priorities are preserved,” he added.
According to him, polygons are necessary to maintain the readiness of the troops and to conduct exercises.
“That is why our allies say that there could be more polygons in Lithuania if Lithuania really wanted to attract more allies to Lithuania. We want to do this. I want to do this,” said G. Nausėda.
The territory of the Kapčiamiestis polygon will cover about 14,600 hectares, where there are currently almost 2,000 private plots, most of which are forest land.
This training ground would host exercises for the Lithuanian Armed Forces and NATO allies, and 3,500–4,000 soldiers could train at a time. Larger exercises at the training ground would take place about five times a year and last up to ten days, while smaller ones would be held continuously.
In December, it was also announced that the Tauragė training ground would be doubled in size.”
