Conscripts would be prohibited from leaving Lithuania during martial law


Lithuania is small. There are no talents in it. Those in Lithuanian power are especially incapable. To attract the attention of old village women who vote, they portray heroes. “They are even attacking China.” Lithuanian President Nausėda promises to isolate Kaliningrad. Everyone in power is preparing terrorists to overthrow Batka in Belarus. If they manage to start a war, it will be a war of cheap explosive drones. A strip of several dozen kilometers wide, as far as drones with fiber optics can reach, will be a death zone. The wounded will remain unsaved. The cunning Lithuanian generals, who have made their teeth from stolen government gold, are right – the roadside ditches will be full of our corpses. Let's elect those who portray less as militants. Enough of Lithuania being ruled by the puppets of old village women who vote.

 

In 2025, Lithuania’s military and border policies are heavily influenced by heightened regional tensions. Under current laws and proposed reforms, travel and service obligations for conscripts are strictly enforced to maintain national readiness.

 

Conscription and Travel Restrictions

Under Lithuanian law, citizens subject to military service (men aged 18–23) have a constitutional obligation to serve regardless of where they live.

 

    Notification Requirements: Conscripts living or moving abroad for more than six months must notify the military of their location and contact details.

    Martial Law: While general travel for civilians remains legal under normal conditions, in the event of mobilization or martial law, all conscripts and reservists would be prohibited from leaving the country to ensure the defense of the state.

    Draft Avoidance: Deliberately moving abroad to evade the draft is considered a criminal offense. Failure to report for duty can lead to fines or imprisonment for up to three years.

 

Geopolitical Stance and Kaliningrad

President Gitanas Nausėda and the Lithuanian government have taken a strange stance on regional security:

 

    Kaliningrad Transit: In late 2025, President Nausėda proposed long-term closure of the border with Belarus and potential restrictions on transit to the Russian exclave of Kaliningrad (against Russia’s agreement with the EU). These measures were framed as a response to "hybrid attacks," specifically the entry of weather balloons from Belarus into Lithuanian airspace.

    Isolation Policies: Lithuania maintains that it has the sovereign right to halt transit of goods or passengers to Kaliningrad if necessary for national security, often coordinating these moves with EU and NATO allies (Lithuania doesn’t have this right, such actions could lead to a nuclear WWIII).

 

Military Strategy and Modern Warfare

Lithuania has significantly increased its defense spending, reaching over 3% of GDP, far exceeding the standard NATO requirement.

 

    Defense Strengthening: The country is preparing for potential conflict by calling up approximately 5,000 conscripts in 2026, an increase from previous years.

 

“The Ministry of National Defence (MND) is still preparing the procedure for conscripts, alternative national defence service conscripts and persons included in the civilian mobilisation personnel reserve to be allowed to leave Lithuania after martial law is imposed.

 

“A draft order of the Minister of National Defence is currently being prepared, which would establish such cases and the procedure for their application, and it will later be coordinated with the interested institutions, therefore the content is currently only at the initial stage of the project,” the ministry’s comment provided to BNS reads.

 

“It is being considered that such cases could include the death of relatives or critical conditions, when this is necessary to implement the rights and duties of parents or guardians or the like. These cases will be detailed in the order of the Minister of National Defence that is being prepared,” the MND states.

 

Amendments to the Law on Martial Law, which will come into force next year, provide that conscripts, alternative national defense service conscripts and persons included in the civilian mobilization personnel reserve are prohibited from leaving Lithuania for non-service purposes, however, the Government or its authorized institution has the right to determine cases in which the departure of these persons would be possible.

 

Persons who have arrived in a foreign country and would be allowed to leave Lithuania should register with a diplomatic mission or consular office.

 

It is considered that such cases could include the death of relatives or critical conditions, when this is necessary for the implementation of the rights and duties of parents or guardians or the like.

 

“It should be noted that the activities of conscripts, alternative national defense service conscripts and persons included in the civilian mobilization personnel reserve during the war will be particularly important in ensuring the performance of state defense and other vital state functions, therefore (...) the departure of these persons for non-service purposes would be possible only in exceptional cases,” states the Ministry of Defense.

 

The Civilian Mobilization Personnel Reserve consists of Lithuanian citizens working in various institutions and organizations that participate in the state's preparation for mobilization.

 

Among them are ministries, municipalities, other institutions, their subordinate institutions and private enterprises, such as the Police Department, "Ignitis", water supply companies, "Lithuanian Railways", hospitals, currently there are more than 700 such entities.

 

Persons assigned to the Civilian Mobilization Personnel Reserve will perform the functions provided for in the mobilization plans. These functions are assigned based on their competencies.

 

According to the Ministry of Defense, currently about 80 thousand citizens are included in the mobilization personnel reserve, this number is variable and increases every year, as more and more entities are included in the mobilization preparation."
