“Some, like Stephen Walt at Harvard, argue that it was the offer of a path toward NATO membership extended to Ukraine in 2008. Walt pointed me to the memo the U.S. ambassador to Moscow at the time, William Burns, sent to Washington that year, warning that “Ukrainian entry into NATO is the brightest of all red lines for the Russian elite (not just Putin).”
“From knuckle-draggers in the dark recesses of the Kremlin to Putin’s sharpest liberal critics, I have yet to find anyone who views Ukraine in NATO as anything other than a direct challenge to Russian interests,” Burns wrote.” [1]
