Does the European Union need to borrow so big amount of money?

The European Union wants to borrow to help our communities cope with the challenges posed by coronavirus. Everything seems to be very beautiful. But to this seemingly vital distribution of money is attached the requirement for Poland not to dismiss old judges appointed during the Communist era, and for Hungary to allow the propaganda apparatus hired by billionaire Soros to operate. You hear, these things are just as important. If they are as important as the fight against the coronavirus crisis, then maybe the same fight is not very important either? Maybe European Union doesn't need to borrow after all?
