Evaldas Nekrašius. The Freedom Party Dilemma

  "Founded less than two years ago, the Freedom Party entered the Seimas with unexpectedly easy access. However, overcoming the first obstacle course proved difficult. The long-announced draft law on partnership has not yet been finally agreed with the partners, and it seems that some conservatives and liberals will not vote for it. Ratification of the Istanbul Convention has been postponed until the autumn. An amendment to the Code of Administrative Offenses providing for liability for hate speech has proposed but has been withdrawn immediately. It will be difficult for the Freedom Party to keep its election promises. Coalition partners are reluctant to unconditionally support Freedom Party initiatives that do not have wider public support. These are quite chaotic and, most importantly, not considered further. Even the procedure for submitting amendments to the law is ill-considered. The impression is that the Freedom Party sometimes shoots itself in the legs. It is impossible to follow the principle of "all or nothing" in the ruling coalition. 

It seems to ignore the basic rules of the political, especially coalition, game. It is impossible to follow the principle of "all or nothing" in the ruling coalition. Public doubts about the sustainability of the coalition stem from the fact that Freedom Party politicians, even after becoming parliamentarians, continue to follow this radical principle and are still in a hurry - "here and now". The party's initiatives have received many critical words. But more painful are probably the results of a recent population survey. A poll conducted by Vilmorus on April 8-17 showed that the Freedom Party is now supported by only 4 percent of voters. At the same time, it became clear that Aušrinė Armonaitė, the leader of the party leading the Ministry of Economy and Innovation, and Evelina Dobrovolska, the Minister of Justice, are the worst evaluated of all the ministers. For 4 percent the party does not seem to be too worried, as in the pre-election poll of Vilmorus she had received only 2%, although she subsequently collected 9. 

In the election, the leader's assessment is of greater concern. One can guess how somewhat windy her appearance, which was a plus during the election campaign, became a minus to the Ministers. It did not help to divide left and right, not fulfilled, promises and a strange interest in announcing and commenting on the government's pending decisions. The Freedom Party also has more serious problems that will not go away even after the end of the pandemic, forcing it to respond to a rapidly changing situation and change political decisions. 

Those problems are not so much political as ideological. The party has so far failed to define its ideological identity at least a little more precisely, to explain what separates it from the Liberal Movement, and to refine its political profile. The challenges for the Lithuanian Freedom Party are little different from those faced by similar parties and movements in other parts of the world. The members of the party do not seem to realize their seriousness. 

 The party participated in the Seimas elections with a fairly comprehensive program. In concrete terms, it surpasses the programs of other parties and looks quite solid. The program touches on many issues and topics - from the expansion of the kindergarten network (very relevant for young parents) to the constant review of state functions. However, very little attention is paid to the ideological identity of the new party - only one page out of 163. True, it is the first and is called “Why the Freedom Party?” A curious person will learn from it if he did not know until now that the Freedom Party is a liberal party. This should not be in the slightest doubt, as the authors of the program emphasize that party members take the initiative to "develop a policy based on liberal values", are convinced that "the core value of liberalism is individual freedom", see that Lithuanian politics "lacks liberal ideas" and calls on you to "become a part of Lithuania's liberal breakthrough". The word "liberal" and its derivative - "liberalism" are used 5 times on the page. 

We will not find the words "left" or "New Left" in it and the other 162. And yet the place of the Freedom Party in the Lithuanian political spectrum cannot be understood without discussing the relationship between the party's attitudes and the ideas of the New Left. I am not referring to the Left-95 initiative, which quickly faded in Lithuania, but to the New Left in Western Europe and North America. The dilemma of the Freedom Party mentioned in the title of the text is the necessity to choose between liberalism and the New Left, to choose one way or another of the party's ideological and political development.

 In case of liberalism, everything seems clear. But why the New Left? The most concise answer is this: the Freedom Party’s recent political initiatives are from the political repertoire of the New Left and are little different from the New Left initiatives in the US, France or Spain. 

It is not uncommon to hear that the New Left is a movement that was most active in the 20th century in the seventies and eighties, but this is not true or, more precisely, not the whole truth. In fact, at that time, he was born and spread his wings very quickly. There was less talk about the New Left later, but its ideas developed further. Participants in the movement withdrew from the streets and squares where noisy demonstrations took place before the Vietnam War and the waves of the Student Revolution rolled over, and moved to other spaces. Students returned to the auditoriums. 

Still, many former demonstrators did not abandon previously cherished ideals after graduating. Graduates of elite universities occupied high positions and the movement gradually overwhelmed or almost overwhelmed universities and the media. In the past, it controlled only public spaces - and that’s only for a very short time. Everyone knows that the media is the fourth power. But, from a social point of view, universities are probably even more important - they tend to have the views not only of journalists, but also of other influential opinion leaders and decision-makers, as well as politicians. 

So what is the New Left? This is the name of a movement that is not based on a cohesive, systematic political philosophy. He is guided by ideas of different origins - socialist, anarchist, feminist, postmodern. The movement also lacks organizational unity, as different participants are concerned about different issues, some about the democratization of universities, others about discrimination against women, racial, ethnic and other minorities, and others about drug decriminalization. Still, despite the diversity of currents and ideas, it must be acknowledged that one thinker made a particularly strong influence on the movement. This is Karl Marx, who is also a source of inspiration for the Socialists, Social Democrats and Communists (Old Left). This fact explains why the movement is referred to as the New Left. 

The second feature of the New Left is opposition to neoliberalism. Neoliberalism is in favor of a free market, economic deregulation and a 'small', non-spending state. From Marx, directly or indirectly, and through intermediaries, the New Left has taken the view that the relationship between oppressors (exploiters) and the oppressed (exploited) determines other social relations. This approach New Left modified. Oppressors have become discriminatory and victims have become discriminated. This technical term is, in fact, rarely used in a social context. It is best, from the New Left’s point of view, to talk about the rapists and their victims.  

Marx was convinced that there must be a fierce class struggle between the oppressors and the oppressed. From the New Left’s perspective, class struggle is not the driving force behind history. The very concept of two-class struggle, with the rapid growth and strengthening of the third, the middle, loses its basis. 

Rather, we need to fight discrimination. Women, sexual, ethnic and other minorities are discriminated against. The biggest anti-discrimination women, the fourth wave of feminists, emphasize that discrimination can and is be based on gender, both biological and so-called social, sexual orientation, race, class, in the sense of any stratification unit, (ie the social stratum), nationality, religion, disability, physical appearance, even height or weight. 

 There have long time been no more influential communist parties in Western Europe (there were none in North America), and the Social Democrats are also slowly losing supporters. The decline in the influence of the old left is not so much driven by the mistakes of leaders as by technological advances. As a result, its working class is shrinking and its social significance, the traditional support of the old left, is shrinking. The influence of the new left, on the other hand, is growing, although it is more pronounced not in parliaments, which have few representatives, but in the academic and media spheres. 

One of the most important goals of the multicolored New Left is the protection of so-called "socially vulnerable" groups. Protection is understood as the elimination of all forms of discrimination.

I am not going to look at all the New Left initiatives and their potential benefits. I will highlight just two features of the New Left provisions. First, they are all inspired by the progressivism inherent in the Old Left as well. Its essence is this: new is better than old. Conventional, common behaviors and ways of thinking, i. y. so-called stereotypes are bad. They need to be fought, overcome and changed. How? Well, - will answer the support of the New Left - it is not so important, most importantly - to avoid the old.

But the other attitude of the New Left is more discouraging - to treat all its opponents who do not agree with its doctrines and attitudes not as opponents with different views, but as backward and wicked. 

This attitude is taken over from the Old Revolutionary Left, from whose point of view, morality is only what serves the revolution. 

The New Left is not preparing for a proletarian revolution, but is persistently pursuing what it calls, often without thinking too much. From the New Left’s point of view, morality is only what serves progress. To think that women do not have a place in the tank units or in the boxing ring, can, from the New Left's point of view, only a hopeless backward people. Those who think that women must be gentle and caring and men must be bold and determined think stereotypically. And only the backward of the mind can not be fascinated by this year's extremely fashionable, although not this year's Unisex style was invented, especially the dresses offered to men. 

Perhaps the most famous conservatist theorist after Edmund Burke and Michael Oakshott, Briton Roger Scruton, could not find a permanent job at university at the end of his life - it was unacceptable to students and, unfortunately, even rectors not only because the author of many books occasionally wrote about wine and tobacco pleasures, and because of the fierce criticism of the gods of the New Left - Antonio Gramsci, Louis Althusser, Jean-Paul Sartre, Michel Foucault and Slavoj Žižek. Scruton demolished the idols of the New Left, so he behaved blasphemously, and what else, and he although was elevated to knighthood by the Queen, could not forgive him. 

Remember the story in a TV interview with Meghan Markle? Just a day after the interview, a journalist from a country that is very proud of democracy was fired just because he dared to publicly question the truth of her story. In fact, Meghan Markle really lied in explaining why little Archie is not a prince. But the bosses didn't care - after all, Meghan is a three-time victim for a large audience: (1) a woman, (2) an African-American, and (3) not a noble. 

Only the last villain can question the correctness of the story of the victim of discrimination. 

These two examples should suffice to understand what I mean when I say that the New Left in the West today controls - at least in part - areas that it did not control during the Student Revolution. 

What is the impact of these ideas on the Freedom Party? Since the texts of other laws promised by this party are still being drafted or harmonized, and it seems inappropriate to analyze a leaked working project, I will discuss an attempt to ban hate speech. At the initiative of the Freedom Party, or perhaps the Minister of Justice Evelina Dobrovolska, a draft amendment to the Code of Administrative Offenses was recently submitted to the Seimas.

 It is proposed to add an article to this Code providing for an administrative fine for anyone who “publicly mocks, on grounds of age, sex, sexual orientation, gender identity, disability, race, color, nationality, citizenship, language, origin, ethnic origin, social status, religion, beliefs or views". 

In the face of a lot of noise, the amendment was withdrawn a day later after acknowledging that it had been rushed and promising to publicly consider it before submitting a new draft to the Seimas. 

 The main obstacles to this project are: (1) a ban on "mocking" beliefs and views, and (2) the use of the police to persecute dissidents. 

What is a particularly offensive mockery to one, especially the reprimanded, will be a reasonable, well-deserved critique for the other. Is the statement "only a stupid can think so" a mockery, or rather a formula for disagreement? Also, it must be not forgotten that one of the definitions of hate speech sounds like this: it is a language that is hated by the government. In a democracy, dissidents, even those who criticize the views of the Minister of Justice, cannot be persecuted. 

Looking at any screen for a long time, sooner or later you will see the smiling Aušrinė Armonaitė, with the answer to the first question of an ordinary interlocutor, which begins with the words "I am a liberal-minded person ..." However, there are people of different views in the Freedom Party. Their views should probably be described as closer to those of the New Left than to the Liberals. In fact, sometimes it is not very clear which ideas - liberal or New Left in the party are taking the lead. After all, calls to ban hate speech, to decriminalize drugs, to legalize partnerships not only for heterosexuals but also for homosexuals, to ratify the Istanbul Convention are standard (barely "stereotypical")  the New Left's demands , elsewhere they were made much earlier, some of which were even met. 

Perhaps only the intention to use the police to supervise prohibitions and punish perpetrators immediately, here and now, without any judges and lawyers, is an original Lithuanian effort to apply the experience of the police state to ensuring freedom in conditions of democracy. 

After all, in the USA or France, demonstrators usually consider police officers not as friends, but as enemies.  It was a very gross political mistake of the Freedom Party to start parliamentary activities by offering other people to shut up, to punish them for their beliefs and views. I think that in order not to do this any more, the party should probably pay more attention to the development of the ideas of classical liberalism, first and foremost to the problems of establishing and protecting universal human rights, and not to discrimination against minorities. 

The most important thing in defending the rights of socially vulnerable groups is not to violate fundamental and, most importantly, freedom of expression. The Lithuanian Freedom Party stands out from the European context in that its two founders and most influential politicians - Aušrinė Armonaitė and Remigijus Šimašius - are former members of the Liberal Movement and not of any Old Left Party. In the eyes of many voters of the Freedom Party, this party is another Lithuanian form of expression of liberalist ideas. Therefore, not only voters, but also politicians were not particularly surprised by the coalition of the TS-LKD, the Liberal Movement and the Freedom Party. These parties seemed to be related, as in recent years the TS-LKD has evolved in the direction of liberalism, and the attitudes of the Freedom Party have taken shape in the environment of liberal ideas. 

However, I think that in the near future the Freedom Party will still have to choose between drawing new ideas from a source of liberalism that has not yet been exhausted, or continuing to follow exclusively the New Left's repertoire, which, as we have seen, is difficult to reconcile with the liberal views. The future of the Freedom Party, the coalition and, in part, even Lithuania will depend on the solution of this dilemma."

To the Emeritus Professor, our esteemed author, perhaps we should forgive the naive hopes to turn the Lithuanian New Left into real, not false, liberals. Nothing will happen. Rich and powerful in the West adopted the New Left ideas to hide their backwardness. Our monkeys, Šimašius and Armonaitė are aping the same, hoping rich and powerful will pay them to promote these lies.

 

Evaldas Nekrašas. Laisvės partijos dilema

"Įsikūrusi prieš nepilnus dvejus metus Laisvės partija netikėtai lengvai pateko į Seimą. Partijai tapus valdančiosios koalicijos nare, jos lyderė Aušrinė Armonaitė išsirinko sau, jos galva, eikliausią žirgą – Ekonomikos ir inovacijų ministeriją. Beliko, regis, tik spustelėti jį pentinais ir pasileisti šuoliais.

Tačiau įveikti pirmąjį kliūčių ruožą pasirodė nelengva. Seniai anonsuoto partnerystės įstatymo projektas su partneriais dar galutinai nesuderintas ir, regis, dalis konservatorių ir liberalų už jį nebalsuos. Rudeniui atidėta Stambulo konvencijos ratifikacija. Administracinių nusižengimų kodekso pataisa, numatanti atsakomybę už neapykantos kalbą, pateikta, bet iškart atsiimta. Tesėti rinkiminius pažadus Laisvės partijai bus sunku.

Koalicijos partneriai nelinkę besąlygiškai remti platesnio visuomenės palaikymo neturinčių Laisvės partijos iniciatyvų. Šios gan chaotiškos ir, svarbiausia, plačiau nesvarstytos. Netgi įstatymų pataisų teikimo tvarka neapgalvota. Susidaro įspūdis, kad Laisvės partija kai kada šaudo pati sau į kojas.  

Atrodo, kad jie ignoruoja pamatines politinio, ypač koalicinio, žaidimo taisykles. Valdančioje koalicijoje vadovautis principu „viskas arba nieko“ neįmanoma. Viešai reiškiamos abejonės dėl to, ar koalicija tvari, kyla būtent iš to, kad Laisvės partijos politikai, net ir tapę parlamentarais, toliau vadovaujasi šiuo radikalų principu ir dar skubina – „čia ir dabar“.

Partijos iniciatyvos susilaukė ne vieno kritiško žodžio. Bet skaudesni turbūt yra neseniai paskelbti gyventojų apklausos rezultatai. Balandžio 8-17 „Vilmorus“ atlikta apklausa parodė, kad Laisvės partiją dabar remia tik 4 proc. rinkėjų. Kartu paaiškėjo, kad iš visų ministrų gyventojai prasčiausiai vertina Ekonomikos ir inovacijų ministerijai vadovaujančią partijos lyderę Aušrinę Armonaitę bei teisingumo ministrę Eveliną Dobrovolską.

Dėl 4 proc. partija, regis, per daug nesijaudina, nes priešrinkiminėje „Vilmorus“ apklausoje ji buvo gavusi tik 2 proc., nors po to rinkimuose surinko 9. Didesnį susirūpinimą kelia lyderės vertinimas. Galima spėti, kad kiek vėjavaikiška jos išvaizda, buvusi pliusu rinkiminės kampanijos metu, tapo minusu ministrei. Nepadėjo ir į kairę bei dešinę dalinti, bet nevykdyti, pažadai ir keistas pomėgis anonsuoti ir komentuoti dar nepriimtus vyriausybės sprendimus.

Laisvės partija turi ir rimtesnių problemų, kurios niekur nedings net ir pasibaigus pandemijai, verčiančiai reaguoti į sparčiai kintančią situaciją ir keisti politinius sprendimus. Tos problemos yra ne tiek politinės, kiek ideologinės. Partija iki šiol nesugebėjo bent kiek tiksliau apibrėžti savo idėjinės tapatybės, paaiškinti, kas ją skiria nuo Liberalų sąjūdžio, ir išgryninti savo politinį profilį.

Iššūkiai lietuviškajai Laisvės partijai mažai tesiskiria nuo tų, su kuriais susiduria panašios partijos ir judėjimai kitose pasaulio šalyse. Jų rimtumo partijos nariai, regis, nesuvokia.

Seimo rinkimuose partija dalyvavo su gan išsamia programa. Konkretumu ji pranoksta kitų partijų programas ir atrodo gan solidžiai. Programoje paliečiama daugybė klausimų ir temų – nuo darželių tinklo plėtimo (labai aktualu jauniems tėvams) iki nuolatinės valstybės funkcijų peržiūros. Tačiau idėjinei naujosios partijos tapatybei dėmesio skiriama itin nedaug – vos vienas puslapis iš 163.

Tiesa, jis yra pirmasis ir vadinasi „Kodėl Laisvės partija?“ Iš jo smalsuolis sužinos, jei iki šiol nežinojo, kad Laisvės partija yra liberalios pakraipos partija.

Dėl to neturėtų kilti nė menkiausios abejonės, nes programos autoriai pabrėžia, kad partijos nariai imasi iniciatyvos „kurti liberaliomis vertybėmis grįstą politiką“, yra įsitikinę, kad „kertinė liberalizmo vertybė yra individo laisvė“, mato, kad Lietuvos politikoje „trūksta liberalių idėjų“ ir ragina Jus „tapti liberalaus Lietuvos proveržio dalimi“.

Žodis „liberalus“ ir jo vedinys – „liberalizmas“ puslapyje pavartotas 5 kartus. Žodžių „kairė“ ar „Naujoji kairė“ jame ir kituose 162 nerasime. Ir vis dėlto Laisvės partijos vietos Lietuvos politiniame spektre neįmanoma suprasti neaptarus partijos nuostatų santykio su Naujosios kairės idėjomis. Turiu galvoje ne Lietuvoje greitai užgesusią iniciatyvą „Kairė-95“, o Naująją kairę Vakarų Europoje ir Šiaurės Amerikoje.

Teksto antraštėje minima Laisvės partijos dilema yra būtinybė pasirinkti tarp liberalizmo ir Naujosios kairės, rinktis vienokį ar kitokį partijos idėjinės ir politinės raidos kelią.

Dėl liberalizmo viskas lyg ir aišku. Bet kodėl Naujoji kairė? Pats glausčiausias atsakymas toks: Laisvės partijos pastarojo meto politinės iniciatyvos yra iš Naujosios kairės politinio repertuaro ir nedaug tesiskiria nuo Naujosios kairės iniciatyvų JAV, Prancūzijoje ar Ispanijoje.

Neretai galima išgirsti, kad Naujoji kairė yra judėjimas, kuris aktyviausiai reiškėsi XX a. septintajame ir aštuntajame dešimtmetyje, bet tai nėra tiesa ar, tiksliau, nėra visa tiesa. Iš tikrųjų tuo metu jis užgimė ir labai greit išskleidė sparnus. Vėliau apie Naująją kairę kalbėta mažiau, bet jos idėjos plėtotos toliau.

Judėjimo dalyviai pasitraukė iš gatvių ir aikščių, kuriose vyko triukšmingos demonstracijos prieš Vietnamo karą ir ritosi Studentų revoliucijos bangos, ir persikėlė į kitas erdves.

Studentai grįžo į auditorijas. Vis tik daug buvusių demonstrantų baigę mokslus neatsisakė anksčiau puoselėtų idealų. Elitinių universitetų absolventai užėmė aukštas pozicijas ir judėjimas pamažu užvaldė ar beveik užvaldė universitetus ir žiniasklaidą. Anksčiau jis kontroliavo tik viešąsias erdves – ir tai tik labai trumpą laiką.

Kad žiniasklaida yra ketvirtoji valdžia, visi žino. Bet, socialiniu požiūriu, universitetai turbūt net svarbesni – būtent juose paprastai susiklosto ne tik žurnalistų, bet ir kitų įtakingų viešosios nuomonės formuotojų ir sprendimų priėmėjų, taip pat ir politikų, pažiūros.

Taigi, kas yra Naujoji kairė? Taip įvardijamas judėjimas, kuris nesiremia darnia, sisteminga politine filosofija. Jis vadovaujasi skirtingos kilmės idėjomis – socialistinėmis, anarchistinėmis, feministinėmis, postmodernistinėmis.

Judėjimui trūksta ir organizacinės vienybės, nes skirtingiems jo dalyviams rūpi skirtingos problemos – vieniems universitetų demokratizacija, kitiems – moterų, rasinių, etninių ir kitų mažumų diskriminacija, tretiems – narkotikų dekriminalizacija. Vis tik, nepaisant srovių ir idėjų įvairovės, tenka pripažinti, kad vienas mąstytojas padarė judėjimui ypač didelę įtaką.

Tai – Karlas Marksas, kuris yra įkvėpimo šaltinis taip pat ir socialistams, socialdemokratams bei komunistams (Senajai kairei). Šis faktas paaiškina, kodėl judėjimas yra įvardijamas kaip Naujoji kairė. 

Antrasis bruožas, būdingas Naujajai kairei, yra opozicija neoliberalizmui, pasisakančiam už laisvąją rinką, ekonomikos dereguliaciją ir „mažą“, neišlaidaujančią valstybę. 

 Iš Markso tiesiogiai ar netiesiogiai, o per tarpininkus, Naujoji kairė perėmė požiūrį, kad engėjų (eksploatatorių), ir engiamųjų (eksploatuojamųjų) santykiai lemia kitus socialinius santykius.

Markso požiūrį Naujoji kairė, tiesa, kiek modifikavo. Eksploatuojamieji pavirto diskriminuojamaisiais, o eksploatatoriai – diskriminatoriais. Šis technikos terminas socialiniame kontekste vartojamas, tiesa, retai. Geriausia, Naujosios kairės požiūriu, kalbėti apie prievartautojus ir jų aukas.

Marksas buvo įsitikinęs, kad tarp engėjų ir engiamųjų turi vykti nuožmi klasių kova.

Naujosios kairės požiūriu, klasių kova nėra istorijos varomoji jėga. Pati dviejų klasių kovos koncepcija, sparčiai augant ir stiprėjant trečiajai, viduriniajai, netenka pagrindo. Kovoti reikia veikiau su diskriminacija.

Diskriminuojamos yra moterys, seksualinės, tautinės ir kitokios mažumos. Didžiausios kovotojos su diskriminacija – ketvirtosios bangos feministės – pabrėžia, kad diskriminacijos pagrindas gali būti ir būna lytis – tiek biologinė (sex), tiek vadinamoji socialinė (gender), seksualinė orientacija, rasė, klasė (bet kokio stratifikacijos vieneto, t. y. socialinio sluoksnio, prasme), tautybė, religija, neįgalumas, fizinė išvaizda, netgi ūgis ar svoris.

Vakarų Europoje jau senokai neliko įtakingesnių komunistų partijų (Šiaurės Amerikoje jų ir nebuvo), o socialdemokratai taip pat pamažu praranda šalininkus. Senosios kairės įtakos mažėjimą lemia ne tiek lyderių klaidos, kiek technologijų pažanga. Dėl jos darbininkų klasė traukiasi ir mąžta jos – tradicinės senųjų kairiųjų atramos – socialinė reikšmė.

Naujosios kairės įtaka, priešingai, auga, nors ryškiau ji reiškiasi ne parlamentuose, kuriuose turi nedaug atstovų, o akademinėje ir medijų sferoje.

Vienas svarbiausių margaspalvės Naujosios kairės tikslų yra vadinamųjų „socialiai pažeidžiamų“ grupių apsauga. Apsauga suprantama kaip visų diskriminacijos formų panaikinimas.

Nesiruošiu nagrinėti visų Naujosios kairės iniciatyvų ir galimos jų naudos. Pabrėžiu tiktai du Naujosios kairės nuostatų ypatumus. Pirma, visas jas įkvepia progresyvizmas, būdingas ir Senajai kairei. Jo esmė tokia: nauja geriau už seną. Įprastiniai, paplitę elgesio ir mąstymo būdai, t. y. vadinamieji stereotipai, yra blogi. Su jais būtina kovoti, įveikti ir keisti. Kuo? Na, – atsakys tūlas Naujosios kairės šalininkas, – tai ne taip jau ir svarbu, svarbiausia – vengti senų.

Vargu, ar visada vadovautis tokia nuostata protinga: kai kada nauja blogiau už sena. Bet labiau atgrasi kita Naujosios kairės nuostata – visus savo oponentus, nesutinkančius su jos doktrinomis ir nuostatomis, traktuoti ne kaip kitokias pažiūras turinčius oponentus, o kaip atsilikėlius ir nedorėlius. Ši nuostata perimta iš Senosios revoliucinės kairės, kurios požiūriu, moralu tik tai, kas tarnauja revoliucijai. 

Naujoji kairė proletarinei revoliucijai nesiruošia, bet atkakliai siekia to, ką vadina, dažnai per daug nesusimąstydama, pažanga. Naujosios kairės požiūriu, moralu tik tai, kas tarnauja pažangai.

Manyti, kad moterims ne vieta tankų daliniuose ar bokso ringe, gali, Naujosios kairės požiūriu, tik beviltiškas atsilikėlis. Ydingai, stereotipiškai esą mąsto ir tas, kas mano, kad moterys turi būti švelnios ir rūpestingos, o vyrai – drąsūs ir ryžtingi. Ir tik proto atsilikėlio gali nežavėti šiemet itin madingas, nors ne šiemet išrastas „Unisex“ stilius, ypač vyrams siūlomos suknelės.

Bene žymiausias po Edmundo Burke‘o ir Michaelo Oakshotto konservatizmo teoretikas britas Rogeris Scrutonas gyvenimo pabaigoje negalėjo rasti nuolatinio darbo universitete – studentams ir, deja, net rektoriams jis buvo nepriimtinas ne todėl, kad daugybės knygų autorius retsykiais rašė taip pat ir apie vyno bei tabako teikiamus malonumus, o todėl, kad aršiai kritikavo Naujosios kairės dievaičius – Antonio Gramsci, Louis Althusserį, Jeaną-Paulį Sartre‘ą, Michelį Foucault ir Slavojų Žižeką. Scrutonas griovė Naujosios kairės stabus, taigi elgėsi šventvagiškai, ir ko jau ko, o šito karalienės į riterius pakeltam filosofijos profesoriui Naujoji kairė negalėjo atleisti.

Istoriją su Meghan Markle televizijos interviu prisimenate? Praėjus vos dienai po interviu demokratija labai besididžiuojančios šalies žurnalistas buvo išmestas iš darbo vien todėl, kad išdrįso viešai suabejoti jos pasakojimo teisingumu. Tiesą sakant, ji išties melavo aiškindama, kodėl mažasis Archie nėra princas. Bet bosui rūpėjo ne tai – juk didelei publikos daliai Meghan yra tris kartus auka: (1) moteris, (2) afroamerikietė ir (3) nekilminga. Diskriminacijos aukos pasakojimo teisingumu gali abejoti tik paskutinis niekšas.

Šių dviejų pavyzdžių turėtų pakakti norint suprasti, ką turiu galvoje teigdamas, kad Naujoji kairė Vakaruose šiandien kontroliuoja – bent iš dalies – teritorijas, kurių nekontroliavo Studentų revoliucijos laikais.

Koks jos idėjų poveikis Laisvės partijai? Kadangi kitų šios partijos žadėtų įstatymų tekstai vis dar rengiami ar derinami, o analizuoti nutekintą darbinį projektą lyg ir nedera, aptarsiu bandymą uždrausti neapykantos kalbą.

Laisvės partijos, o gal veikiau teisingumo ministrės Evelinos Dobrovolskos iniciatyva, Seimui neseniai buvo pateiktas Administracinių nusižengimų kodekso pataisos projektas. Siūlyta šį kodeksą papildyti straipsniu, numatančiu skirti administracinę baudą kiekvienam, kas „viešai tyčiosis dėl amžiaus, lyties, seksualinės orientacijos, lytinės tapatybės, neįgalumo, rasės, odos spalvos, tautybės, pilietybės, kalbos, kilmės, etninės kilmės, socialinės padėties, tikėjimo, įsitikimų ar pažiūrų“.

Kilus dideliam triukšmui, pataisa po dienos buvo atsiimta pripažinus, jog buvo paskubėta, ir pažadėjus prieš pateikiant Seimui naują projektą, jį viešai apsvarstyti. 

Labiausiai šiame projekte kliūva du dalykai: (1) draudimas „tyčiotis“ iš įsitikinimų ir pažiūrų ir (2) policijos pasitelkimas kitaminčių persekiojimui.

Tai, kas vienam, ypač peikiamajam, yra itin užgaulus tyčiojimasis, kitam bus pagrįsta, pelnyta kritika. Ar pareiškimas „taip galvoti gali tik kretinas“ yra tyčiojimas, ar veikiau nepritarimo formulė? Be to, reikia užmiršti, kad vienas iš neapykantos kalbos apibrėžimų skamba taip: tai kalba, kurios neapkenčia valdžia. Demokratinėje valstybėje kitaminčiai, net ir kritikuojantys teisingumo ministrės pažiūras, negali būti persekiojami.

Ilgiau pažvelgęs į bet kurį ekraną anksčiau ar vėliau išvysi besišypsančią Aušrinę Armonaitę, atsakymą į pirmąjį eilinio pašnekovo klausimą pradedančią žodžiais „Aš kaip liberalių pažiūrų žmogus...“ Manau, kad tokiu žmogumi ji save ir laiko, o gal net yra.

Tačiau Laisvės partijoje yra ir kitokių pažiūrų žmonių. Jų pažiūras turbūt derėtų apibūdinti kaip artimesnes ne liberalioms, o Naujosios kairės pažiūroms. Tiesą sakant, kartais nelabai aišku, kurios idėjos – liberalios ar Naujosios kairės partijoje ima viršų.

Juk raginimai uždrausti neapykantos kalbą, dekriminalizuoti narkotikus, įteisinti ne tik heteroseksualių, bet ir homoseksualių asmenų partnerystę, ratifikuoti Stambulo konvenciją yra standartiniai (vos neparašiau „stereotipiniai“), kitose šalyse daug anksčiau kelti Naujosios kairės reikalavimai, kurių dalis buvo net patenkinti.

Gal tik ketinimas pasitelkti policiją draudimų priežiūrai ir kaltininkų baudimui iškart, čia ir dabar, be jokių teisėjų ir advokatų, yra originali lietuviška pastanga policinės valstybės patirtį pritaikyti laisvės užtikrinimui demokratijos sąlygomis. 

Mat JAV ar Prancūzijoje demonstrantai policininkus paprastai laiko ne draugais, o priešais. 

Pradėti parlamentinę veiklą nuo siūlymo kitaminčiams užčiaupti burną, bausti juos už jų įsitikinimus ir pažiūras, buvo itin grubi politinė Laisvės partijos klaida.

Manau, kad siekiant jų daugiau nedaryti, partijai turbūt derėtų daugiau dėmesio skirti klasikinio liberalizmo idėjų plėtotei, pirmiausia visuotinų, universalių žmogaus teisių įtvirtinimo ir apsaugos problemoms, o ne mažumų diskriminacijai. Svarbiausia ginant socialiai pažeidžiamų grupių teises nepažeisti pamatinės ir pačios svarbiausios – žodžio laisvės.

Lietuviškoji Laisvės partija išsiskiria iš europinio konteksto tuo, kad du jos įkūrėjai ir įtakingiausi politikai – Aušrinė Armonaitė ir Remigijus Šimašius – yra buvę Liberalų sąjūdžio, o ne kokios nors Senosios kairės partijos nariai.

Daugelio Laisvės partijos rinkėjų akyse ši partija yra dar viena lietuviška liberalizmo idėjų raiškos forma.

Todėl ne tik rinkėjus, bet ir politikus ne itin stebino TS-LKD, Liberalų sąjūdžio ir Laisvės partijos koalicija. Atrodė, kad šios partijos yra giminingos, nes pastaraisiais metais TS-LKD evoliucionavo liberalizmo kryptimi, o Laisvės partijos nuostatos formavosi juk liberalių idėjų terpėje.

Tačiau, manau, Laisvės partijai netolimoje ateityje vis tik teks pasirinkti – ar semtis naujų sumanymų iš dar tikrai neišsemto liberalizmo idėjų šaltinio, ar ir toliau vadovautis išimtinai Naujosios kairės repertuaru, kuris, kaip matėme, sunkiai suderinamas su liberaliuoju. Nuo šios dilemos sprendimo priklausys Laisvės partijos, koalicijos, o iš dalies gal net ir Lietuvos ateitis."

 Eneritui profesoriui, gerbiamam mūsų autoriui, gal ir atleistinos naivios viltys paversti Lietuvos Naująją kairę tikrais, o ne melagingais, liberalais. Nieko nebus. Turtingi ir galingi Vakaruose perėmė Naujųjų kairiųjų idėjas, kad paslėptų savo atsilikimą. Mūsų beždžionės, Šimašius ir Armonaitė, mėgdžioja tą patį, tikėdamiesi, kad turtingi ir galingi mokės jiems už šių melų propagavimą.

Ko galima ir ko negalima sužinoti iš gydytojo Kinijoje, pradėjusio plačiai naudoti kaukes

 "1910 m. pabaigoje Kinijos šiaurės rytuose pasiekė mirtinas maras, kuris pasiekė didžiulį Harbino miestą. Dešimtys tūkstančių žmonių atsikosėjo krauju; jų oda tapo violetinė. Jie visi mirė. Šis protrūkis nukreipė Čingo vyriausybę į problemos spiralę: jie nežinojo, kokia liga sukelia šias mirtis, jau nekalbant apie tai, kaip ją suvaldyti. Taigi jie atvedė vieną iš tuo metu geriausiai apmokytų gydytojų Azijoje dr. Wu Lien-Teh. Atlikęs skrodimus, daktaras Wu rado Yersinia pestis - bakteriją, panašią į tą, kuri Vakaruose sukėlė buboninį marą. Jis pripažino Mandžiūrijos marą kaip kvėpavimo takų ligą ir paragino visus, ypač sveikatos priežiūros specialistus ir teisėsaugą, dėvėti kaukes. 

Kinijos valdžia, atsižvelgdama į jo raginimą, įvedė kaukes ir griežtai uždarė į karantinus su policiją. Praėjus keturiems mėnesiams po šio gydytojo iškvietimo, maras baigėsi. Nors Vakarų šalyse dažnai nepastebima, dr. Wu pasaulio istorijoje pripažįstamas visuomenės sveikatos pradininku, padedančiu pakeisti kvėpavimo takų ligos, plintančios lašeliais,  galinčios 20-ojo amžiaus pradžioje nuniokoti Kiniją, o galbūt išplitusios toli už jos ribų, eigą. 

 Be kaukių, pareigūnai vykdė griežtą sanitarinį kordoną - dar vieną metodą, kuris buvo sukurtas bent jau 1800 m., kai Prancūzijos pareigūnai siekė suvaldyti geltonosios karštinės plitimą. Kelionės buvo ribojamos, vyriausybės pareigūnams buvo nurodyta nušauti visus, bandančius pabėgti, o policijos pareigūnai ėjo nuo durų prie durų, ieškodami, kas mirė nuo maro. Praėjusiais metais atkartodama kai kuriuos iš šių būdų kovodama su Covidu, Kinija griežtai apribojo keliones aplink Wuhaną, o žmonėms reikėjo valdžios leidimo palikti savo namus.

Nors to laikmečio kinai laikėsi šių strategijų, JAV ir kitų Vakarų šalių visuomenės sveikatos specialistai stengėsi priversti žmones jų klausytis per Covid-19 pandemiją. Kinija taip pat anksti susidūrė su iššūkiais, tačiau šalies institucinė atmintis nuo ankstesnių virusinių protrūkių padėjo perlaužti bangą. Kai daugelis amerikiečių atsisako kaukių, stengiasi atkurti normalumą tose vietose, kur infekcijos rizika išlieka didelė, ir dvejoja skiepytis, kai kurie visuomenės sveikatos ekspertai atkreipė dėmesį į daktaro Wu sėkmę, ieškodami pamokų, kaip elgtis ne tik su Covid, bet ir su būsimomis epidemijomis. 

 Medicinos istorikų teigimu, daktarui Wu greičiausiai padėjo tai, kad jis padarė kaukes pigias ir prieinamas. Panašus požiūris buvo taikomas per koronaviruso pandemiją Honkonge, kai kiekvienam gyventojui buvo siūloma nemokama, daugkartinio naudojimo kaukė, o kioskai jas viešai platino. Šalims, kurios teikė didelę paramą savo piliečiams, kad šios pandemijos metu būtų laikomasi visuomenės sveikatos reikalavimų, paprastai sekėsi geriau, nei vietovėms, kurios tokias pačias priemones palikdavo asmenims, sakė dr. White'as iš Johns Hopkinso. Ir kuo labiau pigios ir prieinamos visuomenės sveikatos priemonės bus priimtos, tuo didesnė tikimybė, kad jos bus naudojamos, sakė Kyle'as Legleiteris, Kolorado sveikatos fondo vyresnysis politikos propagavimo direktorius." 

What Can and Can’t Be Learned From a Doctor in China Who Pioneered Masks

"In late 1910, a deadly plague started spreading in the northeast reaches of China, reaching the large city of Harbin. Tens of thousands of people coughed up blood; their skin pruned and turned purple. They all died.

This outbreak sent the Qing government into a tailspin: They didn’t know what illness was causing these deaths, let alone how to control it. So they brought in one of the best trained doctors in Asia at the time, Dr. Wu Lien-Teh. After performing autopsies, Dr. Wu found Yersinia pestis, a bacterium similar to the one that had caused bubonic plague in the West. He recognized Manchuria’s plague as a respiratory disease and urged everyone, especially health care professionals and law enforcement, to wear masks.

Chinese authorities, heeding his call, coupled masking with stringent lockdowns enforced by the police. Four months after the doctor was summoned, the plague ended. Although often overlooked in Western countries, Dr. Wu is recognized in world history as a pioneer of public health, helping to change the course of a respiratory disease spread by droplets that could have devastated China in the early 20th century, and perhaps spread far beyond its borders.

In addition to masks, officials enforced a strict cordon sanitaire, another method that dates back at least to the 1800s when French officials sought to contain the spread of Yellow Fever. Travel was restricted, government officers were instructed to shoot anyone trying to escape, and police officers went door to door, looking for anyone who had died from plague. In an echo of some of these techniques last year during the fight against Covid, China strictly curtailed transportation around Wuhan, and people needed permission from authorities to leave their homes.

While the Chinese of that era complied with these strategies, public health professionals in the United States and other Western countries have struggled to get people to listen to them during the Covid-19 pandemic. China, too, ran into challenges early on, but the country’s institutional memory from previous viral outbreaks helped turn the tide. And as many Americans abandon masking, push to restore normality in places where risks of infection remain high and hesitate to get vaccinated, some public health experts have looked to Dr. Wu’s success, seeking lessons on handling not only Covid, but also future epidemics.

A factor that likely helped Dr. Wu, medical historians say, is that he made masks affordable and accessible. A similar approach was used during the coronavirus pandemic in Hong Kong, which offered every resident a free, reusable mask and put kiosks in public to distribute them.

Countries that have provided significant support to their citizens to comply with public health mandates during this pandemic have generally fared better than places that left the same measures up to individuals, Dr. White of Johns Hopkins said.

And the more affordable and accessible public health measures are to adopt, the more likely they are to be adopted, said Kyle Legleiter, the senior director of policy advocacy at The Colorado Health Foundation."

JAV senatas svarsto 120 milijardų dolerių investicijas į mokslą kovai su Kinija

 „Senate kyla didžiulė prgrama, kuri, siekdama stiprinti pažangiausių technologijų mokslinius tyrimus, išleis 120 milijardų dolerių į sparčiai besivystančias mokslo naujoves, nes Kongrese vis stiprėja skubos jausmas, siekiant sustiprinti JAV galimybes konkuruoti su Kinija. Įstatymų esmė yra investicija į tautos mokslinius tyrimus ir plėtrą besiformuojančių mokslų ir gamybos srityje tokiu mastu, kokio jos šalininkai sako nematę nuo Šaltojo karo. 

Senatas pirmadienį balsavo už 86 prieš 11, kad projektas būtų pažengtas per procedūrinę kliūtį, demokratams ir respublikonams vieningai palaikant, o šį mėnesį laukiama balsavimo dėl patvirtinimo kartu su susijusių Kinijos reikalų tvarkymo įstatymų dalimi. Beveik 600 puslapių projektas greitai perkeltas per Senatą, ką paskatino didėjantis abiejų partijų susirūpinimas dėl Pekino svorio kritinėse tiekimo grandinėse. Koronaviruso pandemija atskleidė Kinijos dominavimo riziką, nes sveikatos priežiūros darbuotojai susidūrė su medicinos tiekimo trūkumu, o pasaulinis puslaidininkių trūkumas uždarė Amerikos automobilių gamyklas ir sulėtino plataus vartojimo elektronikos gabenimą. 

Niujorko demokrato ir daugumos lyderio senatorių Chucko Schumerio ir Indianos respublikono Toddo Youngo vadovaujamas įstatymo projektas yra teisėkūros paketo, kurį p. Schumeris vasario mėnesį paprašė pagrindinių komitetų pirmininkų, kurio tikslas yra perkalibuoti tautos santykius su Kinija ir Amerikos darbo vietų stiprinimą. Dviejų partijų projektų rinkinys būtų reikšmingiausias žingsnis, kurį Kongresas rimtai svarstė per daugelį metų, siekdamas sustiprinti tautos konkurencingumą su Pekinu. "Jei mes laimėsime kitą šimtmetį, JAV turi atrasti kitas novatoriškas technologijas", - sakė p. Schumeris. „Dabar mes turime galimybę nustatyti savo šalį kelyje į naujovišką, užaugintą ir konkurencingą pasaulį XXI amžiaus kylančiose pramonės šakose, o tai turi didelių padarinių mūsų ekonominiam ir nacionaliniam saugumui. Jei mes nevadovausime mokslo ir inovacijų srityje, atsiliksime gerokai “.  

Pagal teisės aktus numatoma skirti 120 milijardų dolerių naujų technologijų, įskaitant puslaidininkius, dirbtinį intelektą ir robotiką, tyrimams paremti ir išplėsti. 

Tai apims 10 milijardų JAV dolerių, skirtų sukurti 10 technologijų centrų, kurie sujungtų gamybos centrus ir mokslinių tyrimų universitetus visoje Jungtinėse Valstijose, siekiant išsklaidyti investicijas, o ne remtis jau sukurtais abiejų pakrančių technikos centrais. Tikslas yra nustatyti, kad Jungtinės Valstijos būtų pirmaujančios besiformuojančių technologijų srityje, tuo pačiu stiprindamos šalies gamybos pajėgumus ir kurdamos mokslininkų ir mokinių bendruomenę, kad tai įgyvendintų. Šis tikslas suvienijo universitetus, pramonės grupes ir nacionalines laboratorijas “.

USA Senate Weighs Investing $120 Billion in Science to Counter China

 "WASHINGTON — An expansive bill that would pour $120 billion into jump-starting scientific innovation by strengthening research into cutting-edge technologies is barreling through the Senate, amid a rising sense of urgency in Congress to bolster the United States’ ability to compete with China.

At the heart of the sprawling legislation, known as the Endless Frontier Act, is an investment in the nation’s research and development into emerging sciences and manufacturing on a scale that its proponents say has not been seen since the Cold War. The Senate voted 86 to 11 on Monday to advance the bill past a procedural hurdle, with Democrats and Republicans united in support, and a vote to approve, along with a tranche of related China bills, is expected this month.

The nearly 600-page bill has moved swiftly through the Senate, powered by intensifying concerns in both parties about Beijing’s chokehold on critical supply chains. The coronavirus pandemic has exposed the risks of China’s dominance, as health care workers have confronted medical supply shortages and a global semiconductor shortage has shut American automobile factories and slowed shipments of consumer electronics.

The bill, led by Senators Chuck Schumer, Democrat of New York and the majority leader, and Todd Young, Republican of Indiana, is the spine of a package of legislation Mr. Schumer requested in February from the chairmen of key committees, aimed at recalibrating the nation’s relationship with China and shoring up American jobs. Taken together, the array of bipartisan bills would amount to the most significant step Congress has seriously considered in years to enhance the nation’s competitiveness with Beijing.

“If we’re going to win the next century, the United States needs to be the one discovering the next groundbreaking technologies,” Mr. Schumer said. “We have the opportunity now to set our country on a path to outinnovate, outproduce and outcompete the world in emerging industries of the 21st century, with profound consequences for our economic and national security. If we don’t lead in science and innovation, we will fall way behind.” In the main, it is supposed to be about outcompeting, outinnovating, outgrowing Communist China.

The legislation would provide $120 billion to support and expand research into new technologies, including semiconductors, artificial intelligence, and robotics.

It would include $10 billion for the creation of 10 technology hubs to connect manufacturing hubs and research universities across the United States in an effort to scatter investments, rather than building onto already established tech behemoths on the two coasts.

The goal is to position the United States to be on the forefront of emerging technologies while strengthening the nation’s manufacturing capacity and building a pipeline of researchers and apprentices to carry it out, an aim that has united universities, industry groups and national laboratories — all of which stand to benefit — around the legislation."
