"The European Commission has just announced a coordinated
action plan on artificial intelligence. OpenAI has just criticized Brussels for
overly restrictive regulations that are hindering AI development. Now the EU is
responding by stepping on the gas.
As the European Commission states in its press release, the
new strategy has a simple goal - "to make the European Union a global
leader in the development and implementation of artificial intelligence".
However, until now, the EU has been the region that, among other things,
implemented very restrictive regulations, and has withdrawn from the global AI
race. Today, China and the USA are leading the way in this field. Can Europe
join this competition again?
What to do to beat America in AI?
The so-called AI Continent Action
Plan, which has just been announced, has set five pillars on which Brussels
wants to build the region's technological strength.
It is about investment in
infrastructure,
use of data,
but also sectoral implementations,
development of competences,
and above all simplification of
regulations.
These are exactly the same goals that OpenAI announced just
yesterday. The company, one of the leaders of the AI industry in the world,
is on a European tour, during which it is convincing decision-makers to relax
the AI Act and implement projects that will allow the EU to compete in the
global technological race. "We call on the EU to reset and rethink its
approach to regulating AI," OpenAI appealed. Chris Lehane, Vice President
of OpenAI, came to Poland with such a mission. But Poland is the first country
on his list.
The EC has clearly read the voices coming from experts and
now declares that the Old Continent must use the opportunities offered by AI as
effectively as possible. Poland, which has taken over the presidency of the EU
Council, believes that the announced plan has the potential to strengthen the
competitiveness and technological sovereignty of the EU. Will our continent
gain the chance to become a global leader in the field of responsible,
innovative and inclusive artificial intelligence?
- The priority of the Polish presidency of the EU is to
accelerate investments and strengthen the development of AI. I am very pleased
that the European Commission has worked out a plan with us, which is the next
stage in building the "AI Continent" - comments Deputy Minister of
Digital Affairs Dariusz Standerski. The government wants to involve entrepreneurs,
scientists and non-governmental organizations in the work on building European
AI power.
And what are the specifics of the AI Continent Action
Plan? The EC announces new investments in computing infrastructure, including
as part of a network of AI factories and planned gigafactories that combine huge
computing power with low-emission data centers. New supercomputers will be
built, and the private sector is to receive incentives to invest in the cloud
and the so-called edge infrastructure. The idea is to enable companies and
researchers to freely use the resources necessary to train and implement AI
models.
The European Union is focusing on data
In Q2 2025, the EC will also present
a new "Data Union Strategy" - this aims to facilitate access to
high-quality data (interoperable, structured, available across borders).
Moreover, the idea is for the so-called Data Laboratories, established at AI
Factories, to combine the needs of AI creators with sectoral resources. Common
cloud software is to facilitate the management of data spaces. In addition, the
planned Apply AI Strategy is to accelerate the adaptation of AI in strategic
sectors: from industry to administration. The European Digital Innovation
Centres will be transformed into AI Experience Centres, offering support in
implementing solutions tailored to specific industries, while initiatives such
as GenAI4EU and RAISE will support generative models and breakthrough
applications in science.
However, talents are to be the key to
success. As part of the Skills Union, the EC is investing in their development:
the AI Skills Academy is being established, scholarships, study programs and
internships in the field of artificial intelligence will be launched. Another
priority is to facilitate the migration of highly qualified specialists and the
return of European talent. Innovation Centers will offer courses for employees
of small and medium-sized enterprises and start-ups.
However, getting off the ground will not be possible without
legal action. Hence the idea to simplify the rules for companies in the EU and
ensure a predictable regulatory environment, while maintaining space for
innovation. The regulations are to be transparent, hence - after the AI Act
enters into force - a number of tools are planned to support its
implementation: contact points or national regulatory sandboxes."
By voluntarily giving up cheap Russian energy, we will not
build competitive data centers.
The communists also had a plan to catch up and overtake
America. They talked a lot about it and beautifully. We all know how that
ended.
