50,000 Repeated “the March of 10,000”. Wait for Second Alexander the Great Now: How 50,000 People Surged into a Spanish Exclave in Africa

 

The March of the Ten Thousand was an epic 401–399 BC military retreat of Greek mercenaries stranded deep inside the Persian Empire, famously chronicled in Xenophon's Anabasis. The core elements include Cyrus the Younger, the Battle of Cunaxa, and Xenophon.

The Expedition and Betrayal

           Cyrus the Younger hired roughly 10,000 Greek hoplites and mercenaries to take the Persian throne from his brother, Artaxerxes II.

           Battle of Cunaxa (401 BC) ended with a Greek tactical victory, but Cyrus was killed in the center of the fray, leaving the army without a sponsor or purpose deep in enemy territory.

           The Trap snapped when Persian leadership deceitfully captured and executed the top Greek generals during a truce.

The Arduous Retreat

           New Leadership emerged as the demoralized Greeks held an assembly and elected new officers, including the Athenian soldier and philosopher Xenophon.

           The Route spanned roughly 1,500 to 1,700 miles northward across modern-day Iraq and Turkey toward the Black Sea.

           Hostile Terrains forced the men to fight their way through freezing mountain ranges, arid plains, and aggressive local tribes like the Carduchians while constantly harassed by Persian cavalry.

 

This march with skill and organization inspired Alexander the Great's later invasion and victories.

 

“On Thursday, tens of thousands of Moroccans broke into Ceuta, a Spanish territory that neighbors Morocco. By Friday evening, most of them had left, hungry and disappointed.

 

Like so many others in Morocco, Mohammed Ahmidho saw on his social media feeds early Thursday that the heavily guarded border his country shared with the Spanish territory of Ceuta was open.

 

Soon enough, he joined a crowd in the tens of thousands, many of whom were astonished to see Moroccan police urge them, as he recalled, to “come to Spain.” Some climbed over the fence, as he did, or dove through holes in the chain-link, or swam across the maritime border. Some wore wet-suits, sometimes kicking with flippers, or floated to the Spanish coast in orange life preservers, pink inflatable doughnuts around their waists. At least 60 people died in the mayhem.

 

“A lot of people came,” said Mr. Ahmidho, 37. “A lot.”

 

He was among roughly 50,000 people who crossed the border into a Spanish town of only 84,000 residents on Thursday and early Friday, according to the Spanish interior ministry. That was a more intense surge than in any equivalent period during the peak of the European migration crisis in 2015.

 

By Friday morning, the city looked like the emergency that Europe has been trying to avoid since that era of mass migration 11 years ago, the last time so many non-Europeans surged into European-held territory, upended the continent’s politics and spurred the rise of its anti-immigrant right.

 

As the city’s residents hunkered down and shuttered their stores, groups of mostly young men with nowhere to go filled squares and avenues, condominium courtyards, hilltop overlooks and bridge underpasses. Some took dips in waters patrolled by a Spanish naval ship or waded through a band of floating detritus — plastic bags and water bottles — caught in the current. Others marched across a beach littered with the things their fellow arrivals had carried: single shoes, a shed wet-suit, mobile phone cases, an I.D. card from Casablanca.

 

Spanish soldiers, many of whom had been mobilized on Thursday to deal with the crisis, stood on nearby tanks. They watched the migrants drink water from beach showers, each shaped like vertical surfboards and branded with the slogan, “Ceuta, where you feel the emotions.”

 

Nearby, young teens laughed under the whirl of patrol helicopters as they tried out the exercise equipment at a beach playground. Mr. Ahmidho wore a pink bathing suit and stood bare-chested, his black T-shirt slung over his shoulder. The soles of his feet were cut, he said, from clambering over rocks near the border.

 

His voyage had been a disappointment, he said. Like so many, he had come to find work, only to find soldiers and policemen harrying him to leave. “There’s no water, there’s no food, there’s no place to sleep,” he said. “There’s nothing.”

 

As the migrants took over the streets, residents mostly stayed hidden in their homes, keeping their shops and businesses closed.

 

Emerging briefly, Francisco Pérez, 68, rushed his grandchildren into car seats as the migrants walked around him. He said his granddaughter had asked why they couldn’t go to the beach, and why there were “so many Moroccans.” The locals, he said, were “scared” and furious with the Spanish government, which, he said, had abandoned them.

 

Pedro Sánchez, the Spanish prime minister, tried to avert such reactions by rushing to Ceuta on Friday morning to show his support for its citizens and also to condemn the influx as a “violation of Spain’s territorial integrity.”

 

For Mr. Sánchez’s right-wing critics — both at home, around Europe and throughout the world, including at the White House — the surge of migrants was an indictment of his pro-immigration policies. His government allowed more than one million migrants illegally living in Spain to apply for legal residency this year — a move that his opponents said had helped to entice the migrants this week.

 

To opponents of immigration, the footage of migrants sweeping into the tiny Spanish territory amounted to Exhibit A for their case. Ceuta, all of a sudden, became an international emblem for the perils of unchecked illegal immigration.

 

In response, Mr. Sánchez blamed human traffickers for misleading the migrants about how easy it would be to claim asylum in Spain — and noted that, despite his migrant-friendly policies, Spain has attracted fewer illegal migrants in recent years than in some European neighbors.

 

It is still unclear why so many people came to Ceuta. Many of the Moroccans who wandered around Ceuta on Friday wondered if the doors hadn’t opened because of some unknown plan by Morocco, which has been accused of using immigrant flows in the past for political pressure.

 

“I don’t know why they let us through,” said Ajoub el-Arrot, 24, who said he heard about the open border on social media. “Maybe they had some political reason. They opened the border and let everyone go by.”

 

He added, “When there are political problems, Morocco opens the doors and tells us to go.”

 

Douae Tabit, 19, who also said she heard about the unchecked crossing on social media, said it went “viral” and passed by word of mouth, attracting people from all around Morocco. Fluent in English, French and Spanish, she said she worked as a nurse and photographer and spontaneously decided to take advantage of the opportunity.

 

She climbed over a fence and swam to the Spanish shore, she said, but she had expected something more welcoming: No one had food, water or a place to sleep. Still, she said, “I’m not going back.“

 

Many seemed not to know exactly what they were doing there.

 

Young men, shirtless or in soccer jerseys, marched barefoot or sometimes in a single sandal, as if in an aimless parade. One teenager gently knocked on the grate of a closed food market while others hovered longingly around the city’s locked supermarkets.

 

As Friday morning turned to afternoon and the harsh sun burned away the clouds, men sought shade wherever they could. One group gathered under a hulking statue of Hercules near the port terminal. Others leaned against gas station pumps or reclined under the tents of abandoned stalls that had been raised for a local food fair. Still more looked in trash bins for food, or begged passers-by for water. One woman fainted by a Zara store.

 

Sulayman Ahmed, 15, a resident of Ceuta who is of Moroccan descent, said he couldn’t believe that Morocco was letting so many people through.

 

“They have to put more resources to stop people from coming,” he said, complaining that the appearances of politicians at the border, including that of Mr. Sánchez, amounted to “theater.”

 

As the day progressed, it became clear many of the migrants were leaving. By the boardwalk, they hovered around Spanish soldiers who had hooked a mobile phone to stereos that played messages in Arabic telling them to go home. Other Spanish soldiers and police officers threatened the migrants, waving their sticks to push them back to the border. In town, a roving band of young Spanish men chased down and intimidated Moroccan stragglers.

 

Even as a sprinkling of late arrivals waded through the water, a mass return was underway.

 

By 6 p.m., 48,300 people had gone back across the border, according to Spain’s interior ministry. They crossed into a small beach between the countries’ border fences, its sands strewed with clothes and plastic bags, as Spanish soldiers yelled for migrants to keep moving out of Ceuta. Then they walked past iron gates topped with barbed wire and floodlights, back into Morocco.

 

Mr. Ahmidho moved in the long line, deeply disappointed with his adventure across the border.” [1]

Ponas Fiodorovas iš Kijevo turėtų būti teisiamas ir likusį gyvenimą praleisti izoliuotas, kad atgrasytų kitus nuo bandymo įvykdyti tą patį siaubingą nusikaltimą. Daugiau jokio kavos gurkšnojimo jam Kijeve.

„A drone that autonomously chooses targets with no radio connection to a pilot, has been tested in conflict, ousted minister Fedorov from Kyiv said, but has not been mass produced.

 

Military conflict, he said, was heading toward “the robotization of the front line” and remote piloting of drones that would remove soldiers from danger. A next stage would be autonomous systems attacking targets, evolving then into “autonomous drones fighting autonomous drones powered by artificial intelligence.”

 

His push to remove humans from weaponry use is at odds with the Red Cross and other groups that support a human role in interpreting the Geneva Conventions and other laws of war that govern who can lawfully be killed in combat.“ [1]

 

Mr. Fedorov from Kyiv should be tried in court of law and spend rest of his life isolated to discourage others from attempting the same horrible crime. No more sipping coffee for him in Kyiv.

Per šešis mėnesius ji sumažino savo elektros sąskaitą maždaug 77 USD. Nors tai nėra didelė suma, ji džiaugiasi, kad sugebėjo sutaupyti pinigų, kuriems jai nereikėjo daug pastangų.

 

„Aš tiesiog labai vertinau idėją, kad galiu ką nors padaryti, kad sumažintume net kelis dolerius savo energijos sąskaitai ir tiesiog tapčiau šiek tiek draugiškesnė aplinkai“, – sakė 35 metų ponia Jackson.

 

Milijonai amerikiečių, susirūpinę dėl didėjančių energijos kainų, netrukus gali pasekti jos pėdomis, nes valstijos pradės leisti namų savininkams ir nuomininkams jungti saulės baterijas balkonuose, kiemuose ir kitose vietose. Įjungiamos sistemos yra daug mažesnės ir pigesnės, nei stogų konstrukcijos – kai kurios kainuoja vos kelis šimtus dolerių už plokštę. Valstijose, kuriose leidžiama jas naudoti, leidimų nereikia, ir žmonės dažnai gali jas įsirengti patys.

 

Juta praėjusiais metais tapo pirmąja valstija, legalizavusia į elektros tinklą jungiamas saulės energijos sistemas. Kai ji miesto rotušėje aptarė į elektros tinklą jungiamas saulės energijos sistemas, ji sakė, kad „visi pradėjo ploti“.

 

Žinoma, namų saulės baterijos egzistuoja jau daugelį metų. Tačiau įprastos stogų sistemos gali kainuoti net 36 000 USD, o daugelyje Amerikos miestų ir miestelių reikiamų leidimų gavimas gali užtrukti mėnesius. Pastaraisiais metais tokios sistemos taip pat prarado finansinį patrauklumą, nes valstijos, elektros energijos tiekimo įmonių raginimu, sumažino sąskaitų kreditus, kuriuos namų savininkai gali gauti iš perteklinės elektros energijos, kurią jų baterijos siunčia į tinklą.

Jis perspėjo, kad žmonės turėtų vengti nesertifikuotų gaminių, nes jie gali sukelti elektros smūgį arba sugadinti elektros įrangą ir sukelti gaisrus.

 

 

Kol kas kai kurie amerikiečiai naudojasi miglota sertifikavimo aplinka ir perka internetu kištukines sistemas savo namams, daugiabučiams ir butams.

 

 

San Francisko įlankos rajone Alexas Ottobonis, gyvenantis daugiabutyje, nusipirko dvi plokštes, nors žinojo, kad Kalifornija dar nepriėmė įstatymo dėl saulės energijos įjungimo į elektros tinklą. Kabančios iš jo balkono plokštės pagamina pakankamai elektros energijos, kad sutaupytų jam 5–7 dolerius per mėnesį, o sąskaita, kuri paprastai siekia apie 400 dolerių, bet žiemą siekia net 680 dolerių.

 

 

„Man nepatinka būti priklausomam nuo savo komunalinių paslaugų“, – sakė 32 metų p. Ottobonis, dirbantis programinės įrangos srityje. Jis pridūrė, kad jo elektros energijos tiekimo paslauga nėra patikima ir „kasmet tiesiog brangsta“.

 

 

Vidutinis gyvenamųjų namų elektros energijos tarifas Jungtinėse Valstijose balandžio mėnesį, palyginti su praėjusiais metais, buvo 7 proc. didesnis. Tačiau tarifai nuolat kyla jau kelerius metus, ir dauguma pramonės ekspertų tikisi, kad išlaidos ir toliau didės. Komunalinių paslaugų įmonės skiria lėšų savo sistemų atnaujinimui, kad patenkintų duomenų centrų elektros energijos paklausą ir kompensuotų per pastaruosius kelis dešimtmečius atidėtą techninę priežiūrą.

 

Energetikos ekspertai teigia, kad šią vasarą sąskaitos už elektrą gali išaugti net 10,5 proc. Nacionalinė energetikos pagalbos direktorių asociacija, atstovaujanti valstijų vyriausybėms siekiant gauti federalinį finansavimą, praėjusį mėnesį perspėjo, kad šiais metais vienas iš šešių JAV namų ūkių vėluoja apmokėti sąskaitas už elektrą.

 

Keletas įmonių pradėjo aptarnauti tokius žmones kaip p. Ottoboni ir p. Jackson.

 

Kalifornijos ne pelno siekianti grupė „Bright Saver“ neseniai pradėjo pardavinėti įkraunamus saulės energijos rinkinius už savikainą, o tai reiškia, kad organizacija iš pardavimo negauna pelno. Jos tikslas – išplėsti prieigą prie saulės energijos sistemų ir paskatinti kitas įmones mažinti savo kainas. Jos dviejų skydelių, 360 vatų sistema yra maždaug pakankamai didelė, kad maitintų šaldytuvą, ir parduodama už 414,17 USD.

 

 

Šios sistemos yra per mažos, kad keltų kokią nors riziką saugai, teigė organizacijos bendraįkūrėja Cora Stryker. Nepaisant to, Meino, Niujorko ir Vermonto įstatymai reikalauja šių sistemų sertifikavimo dėl griežtesnės šių valstijų politikos.

 

 

„Žinome, kad žmonės jų nori – jie jų nori dabar“, – sakė ponia Stryker. „Elektros kainos kyla, ir žmonės tikrai nerimauja dėl klimato kaitos.“

 

 

„EcoFlow“ ir „Craftstrom“ parduoda didesnes sistemas už 1 300–2 600 USD. „EcoFlow“ siunčia į adresus Jutoje ir Merilande, kurios priėmė įstatymus, leidžiančius naudoti saulės energiją iš elektros tinklo, o „Craftstrom“ parduoda visose 50 valstijų, pasinaudodama sertifikavimo standartais. Abi bendrovės teigė, kad planuoja siekti visiško sertifikavimo iš „UL Solutions“.

 

 

„Craftstrom“ įkūrėjas ir generalinis direktorius Stephanas Schereris teigė, kad per pastaruosius metus pardavimai išaugo 50 procentų, nes valstijos įstatymų leidėjai priėmė įstatymus dėl įkraunamų saulės energijos sistemų. Pasak jo, bendrovė planuoja parduoti tūkstančius vienetų per metus.

 

Įkraunamos saulės energijos sistemos nukreipia vienos ar kelių plokščių generuojamą nuolatinę srovę į keitiklį, kuris ją paverčia kintamąja srove. Keitiklis, savo ruožtu, įjungiamas į sieninį lizdą, per kurį perduoda energiją prietaisams, lemputėms ar bet kam kitam, kas naudoja elektrą.

 

Vokietija pirmą kartą leido gyventojams įsirengti įkraunamas saulės energijos sistemas 2024 m. spalį. Per pirmuosius tris mėnesius savo sistemas užregistravo apie 800 000 žmonių, o pirkėjai dabar gali jas atsiimti IKEA parduotuvėje toje šalyje. Tačiau Amerikos elektros sistema pakankamai skiriasi nuo Vokietijos, kad ten parduodamų plokščių čia negalima naudoti.

 

Jungtinių Valstijų komunalinių paslaugų vadovai išreiškė susirūpinimą, kad sistemų pagaminta elektra gali būti grąžinta į elektros tinklą ir kelti pavojų linijų montuotojams, dirbantiems prie elektros linijų, kurios, jų manymu, neperduoda elektros.

 

Pedro J. Pizarro, „Edison International“, komunalinių paslaugų įmonės „Southern California Edison“ patronuojančios bendrovės, prezidentas ir generalinis direktorius, teigė, kad jis remia į elektros tinklą jungiamų saulės baterijų technologijos idėją, tačiau jo įmonė prieštarauja Kalifornijos įstatymų leidžiamosios valdžios priimtam įstatymui, kuriuo būtų įteisintos tokios sistemos. Jis teigė, kad įstatymo projektas nepakankamai apsaugo komunalinių paslaugų darbuotojus.

Tačiau įmonės, parduodančios į elektros tinklą jungiamas sistemas, teigia, kad saugos rizika yra minimali arba jos visai nėra. Ponas Schereris iš „Craftstrom“ teigė, kad jo įmonės sistemos nesukels šoko elektros darbuotojams, nes jos automatiškai išsijungia per vieną sekundę nutrūkus elektros tiekimui ar nutrūkus tinklui.

 

Ponas Boyce'as iš „UL Solutions“ teigė, kad jo įmonė sertifikuos saulės baterijas tik tuo atveju, jei jos nekels pavojaus vartotojams ar komunalinių paslaugų darbuotojams.

 

Į elektros tinklą jungiamų saulės baterijų technologijos šalininkai teigia, kad saugos problemos netrukus bus išspręstos ir kad daugiau valstijų turėtų ją legalizuoti, kad padėtų žmonėms, susiduriantiems su didėjančiomis energijos kainomis. „Visos šalies politikai traukiasi į priekį, norėdami ką nors nuveikti dėl energijos prieinamumo“, – sakė Bernadette Del Chiaro, vyresnioji viceprezidentė Aplinkosaugos darbo grupėje, ne pelno siekiančioje organizacijoje, orientuotoje į sveikatą ir saugą. „Štai atsakymas iš karto.“ [1]

What Are the Common Problems with Plug-In Solar Panels That Are Starting to Sprout in U.S. Backyards


“Ten U.S. states have legalized systems that can be plugged into standard wall outlets. The technology typically does not require permits or electricians.

 

After watching a YouTube video about solar panels that can be plugged into a regular electrical outlet, Melani Jackson plopped four panels in the backyard of her Salt Lake City home.

 

In the six months since, she has lowered her electricity bill by about $77 in total. While that’s not a large sum, she is happy to have banked those savings, which required little effort on her part.

 

“I just really appreciated the idea of being able to do something to cut even just a few dollars off my energy bill plus just become a little bit more environmentally friendly,” Ms. Jackson, 35, said.

 

Millions of Americans worried about rising energy costs might soon follow in her footsteps as states start allowing homeowners and renters to plug in solar panels on balconies, in backyards and other places. Plug-in systems are much smaller and cheaper than rooftop build-outs — some costing just a few hundred dollars a panel. Permits are not required in the states that allow their use, and people can often install them on their own.

 

Utah became the first state to legalize plug-in solar systems last year. Nine others, including New Jersey, Virginia and Colorado, have joined it, and lawmakers in California, Massachusetts, New York, Pennsylvania and several other states are considering doing so.

 

Colorado enacted one of the broadest plug-in solar laws this year. The sponsor of the bill, State Representative Lesley Smith, a Democrat, said she had first seen the technology during a trip to Germany, which has pioneered its use. When she discussed plug-in solar systems at a town hall, she said, “everyone started clapping.”

 

Home solar panels have, of course, been around for many years. But conventional rooftop systems can cost as much as $36,000, and in many American cities and towns it can take months to obtain the required permits. Such systems have also lost financial appeal in recent years because states, at the urging of electric utility companies, have reduced the bill credits that homeowners can earn from the excess electricity their panels send to the grid.

 

Plug-in systems get around many of the hassles of conventional rooftop solar. But despite the enthusiasm for the technology, no plug-in solar system has yet been certified as safe to use in the United States. States that have passed laws allowing the systems to be sold require them to be certified by organizations like UL Solutions, a company that tests, validates and sets standards for various products.

 

The result is a gap growing between enthusiasm for plug-in solar and the availability of a product that has been proven safe.

 

UL Solutions soon expects to certify at least one of the plug-in solar systems for use in the United States, said Kenneth Boyce, the company’s vice president of engineering. He warned that people should avoid uncertified products, because they could cause electrical shocks or damage electrical equipment and start fires.

 

For now, some Americans are exploiting a murky certification landscape and shopping online for plug-in systems for their homes, condominiums and apartments.

 

In the San Francisco Bay Area, Alex Ottoboni, who lives in a condominium, bought two panels even though he knew that California had not yet passed a plug-in solar law. Hanging from his balcony, the panels generate enough electricity to save him $5 to $7 a month on a bill that typically runs about $400 but has reached as high as $680 in winter.

 

“I don’t like having to be reliant on my utility,” said Mr. Ottoboni, 32, who works in software. He added that his electricity service was not reliable and “just getting more expensive every year.”

 

The average residential electricity rate in the United States in April was up 7 percent from a year earlier, according to the Energy Information Administration. But rates have been steadily rising for several years, and most industry experts expect costs to continue increasing. Utility companies are spending to upgrade their systems to keep up with electricity demand from data centers and to make up for maintenance that was deferred over the past several decades.

 

Energy experts say power bills this summer could rise as much as 10.5 percent. The National Energy Assistance Directors Association, which represents state governments in securing federal money, warned last month that one in six U.S. households had fallen behind on its electric bills this year.

 

A handful of companies have begun catering to people like Mr. Ottoboni and Ms. Jackson.

 

Bright Saver, a California nonprofit group, recently began selling plug-in solar kits at cost, meaning the organization makes no profit on the sales. Its goal is to expand access to solar systems and push other companies to drive down their prices. Its two-panel, 360-watt system is roughly big enough to power a refrigerator and sells for $414.17.

 

Those systems are too small to pose any safety risks, said Cora Stryker, a co-founder of the organization. Even so, the laws in Maine, New York and Vermont require certification of those systems because of the more stringent policies in those states.

 

“We know people want these — they want them now,” Ms. Stryker said. “Electricity prices are skyrocketing, and people are really worried about climate change.”

 

EcoFlow and Craftstrom sell larger systems for $1,300 to $2,600. EcoFlow ships to addresses in Utah and Maryland, which have passed laws allowing plug-in solar, and Craftstrom sells to all 50 states, capitalizing on certification standards. Both companies have said they plan to seek full certification from UL Solutions.

 

Stephan Scherer, founder and chief executive of Craftstrom, said sales had increased 50 percent in the past year as state lawmakers passed legislation for plug-in solar systems. The company is on track to sell thousands of units a year, he said.

 

Plug-in solar systems route the direct current generated by one or a few panels to an inverter, which converts it to alternating current. The inverter, in turn, is plugged into a wall socket through which it transmits energy to appliances, lightbulbs or anything else that is using electricity.

 

Germany first allowed residents to install plug-in solar in October 2024. Some 800,000 people registered their systems in the first three months, and buyers can now pick them up at IKEA in that country. But the American electrical system is different enough from Germany’s that panels sold there cannot be used here.

 

Utility executives in the United States have expressed concerns that electricity produced by the systems might feed back into the power grid, posing a danger to linemen working on power lines that they believed were not carrying electricity.

 

Pedro J. Pizarro, president and chief executive of Edison International, the parent company of the utility Southern California Edison, said that he supported the idea of the plug-in solar technology but that his company opposed legislation introduced in the California Legislature to legalize such systems. He said the bill did not go far enough in protecting utility workers.

 

“It has to be safe, not only for consumers but for our workers,” Mr. Pizarro said. “It shouldn’t receive unfair subsidies. Beyond that, though, we’re all for it.”

 

But companies that sell plug-in systems argue that safety risks are minimal or nonexistent. Mr. Scherer of Craftstrom said his company’s systems would not shock electrical workers because they shut off automatically within one second of a power disruption or grid outage.

 

Mr. Boyce of UL Solutions said his company would certify panels only if they did not pose a risk to consumers or utility workers.

 

Backers of plug-in solar technology say that the safety issues will soon be resolved and that more states ought to legalize it to help people with rising energy costs.

 

“Politicians all over the country are wringing their hands, wanting to do something about energy affordability,” said Bernadette Del Chiaro, a senior vice president at the Environmental Working Group, a nonprofit organization focused on health and safety. “Here is an immediate answer.”” [1]
