How to make all those healthy cat ladies give birth to babies?

Castrate all the cats, dogs, and other pets in a country. Punish somebody importing a pet the same way you punish somebody importing an animal of rare species. Cats and dogs should also become rare in our countries. Zero is the best number here. People have a strong need to take care of somebody. We would see babies on our streets again.
