Estonia denies Politico's accusations of stealing compensation to Ukraine

    "Politico announced in its publication on Tuesday that Estonia is receiving criticism from diplomats and officials of the European Union (EU) countries for allegedly improperly using European peace instruments to modernize its weapons. However, Estonian officials reject the accusations and say that the information spread is incorrect.

 

     The report is supplemented by a comment from an Estonian official.

 

     Following Russia's war against Ukraine, the EU established a common fund called the European Peace Facility (EPF) to reimburse member states for equipment and weapons donated to Ukraine.

 

     According to Politico, there has been growing tension in the EU recently over how much money goes into this fund and how it is used. Several EU diplomats and officials spoke anonymously to Politico about internal discussions.

 

     Most of the blame, according to Politico, has fallen on Estonia, which is said to be misusing a fund into which member states pay contributions based on the size of their economies to modernize its aging military.

 

     Declassified data from the EU's Department of Foreign Affairs and Defense (EFSD), allegedly seen by Politico, shows that the six countries based their reimbursement requests on the cost of acquiring new weapons, rather than the actual current value of the equipment sent to Ukraine. 

 

These are Finland (which, according to EFAS, demanded 100% of the purchase price), Lithuania (93%), Estonia (91%), France (71%) and Sweden (26%). At the top of the list, measured in absolute numbers, is Estonia, which requested more than 160 million. EUR for previous donations to Ukraine, for which it has already been compensated 134 million. Eur.

 

     Diplomats from other member states, according to Politico, described the practice as sacrilegious behavior by Estonia. Several EU diplomats told Politico that Kaja Kallas, the prime minister of Estonia, has often called on the EU to provide more military support to Ukraine, but at the same time she has generously supported her own military.

 

     He denies the allegations

 

     Kusti Salmas, Secretary General of the Ministry of Defense of Estonia, was outraged by the information that appeared in the publication.

 

     "It's clear we're dealing with a malicious attack, Politico is publishing lies, trying to drive a wedge between EU allies to slow down support for Ukraine." Everything is done according to the rules, and the absolute amounts presented by Politico are high, because we sent a huge aid package, sometimes exceeding what other Western countries have provided," K. Salmas told Estonia's ERR on Tuesday.

 

     K. Salmas indicated that Estonia received more than 150 million EUR from ETP., and Ukraine was granted more than 400 million EUR from ETP  value support expressed in replacement value.

 

     "We are talking about less than half of the nominal recovery value that we got back," explained K. Salmas.

 

     He added that the publication is based on information provided to him anonymously, which could have been provided by countries hostile to Western support for Ukraine.

 

     Martin Herem, Lieutenant General of the Estonian Armed Forces, also said that the claims in the Politico text were not true.

 

     According to Mr. Herem, Estonia behaved exactly as the EU told it to. Mr Harem said the article was "bullying, malicious, jealous talk mixed with false information".

 

     "If anyone says that what we sent to Ukraine is old junk, I'll sue them or point the finger at them," Herem said.

 

     He noted that some of the aid to Ukraine was obsolete in terms of production, but still operational.

 

     "By helping Ukraine with EU funds, we are also improving our weaponry, that's true. But when we gave aid, we didn't think the EU would pay for it. It was handed over even before the EU made such a decision at all," noted M. Herem.

 

     Arvydas Anušauskas, the Minister of National Defense of Lithuania, claims that the information provided in the text of "Politico" regarding Lithuania's request for reimbursement of expenses is also inaccurate.

 

     "Lithuania strictly follows the methodology agreed by the EU member states on how to assess the value of the support transferred to Ukraine. It is currently agreed on until 2022. partial reimbursement of the support provided in July 2023-2027, as well as negotiations on the reimbursement of further support packages. According to the agreement of the parties, the specific figures of the returned support are not made public, but so far it has been agreed that Lithuania will recover about one-fifth (20%) of the value of the military support provided to Ukraine and will use them both for further support to Ukraine and for the restoration of its transferred stocks", - commenting on the published material in "Politico",  A. Anušauskas said in his Facebook account.      In turn, "Politico" stated in the text that neither Estonian, nor Lithuanian, nor Finnish officials commented on "Politico's" information."
