“In the near future, all organizations that use artificial
intelligence (AI) tools to solve their tasks will be required to follow the
European Union AI regulation (EU AI act) adopted in 2024 and ensure risk
management of the information processed by it, as well as other requirements.
The IBM watsonx.governance module has already been adapted for organizations to
operate in accordance with the EU AI regulation and solve related tasks. On
December 10, IBM, together with UAB S2P and Arrow, is organizing a free event
in Vilnius, where they will introduce the latest AI technologies and the
requirements of the EU AI regulation.
Why AI is a concern
“It is natural that businesses are also increasingly using
AI, for example, to plan marketing campaigns or manage production lines.
However, there is an area where AI is not yet so widely
used. These are activities that use confidential personal-level data. Many
organizations would be happy to use AI tools more widely if they felt more
secure about the appropriate use of this data: what if that data were used to
create an AI knowledge base and presented to other users as facts to support
decisions,” asks Dalius Butrimas, director of S2P, a company that has been
providing business analytics (BI), planning/budgeting and AI solutions and their
implementation for more than 15 years.
“The fact that AI operates on the cloud principle does not
add trust. After all, the organization’s primary data must be uploaded to AI
servers operating in the cloud, and the physical location of the servers is not
in Lithuania. For the public sector, which operates with sensitive data, such
as a person’s name, surname, personal identification number, amounts of taxes
paid, etc., it is important that the data is stored in Lithuanian state data
centers. Naturally, the provision of this data to AI operating on the cloud
principle causes a feeling of anxiety,” says the head of S2P.
AI tools bite state institutions and companies
D. Butrimas points out that Lithuania already has state data
centers that provide services on the cloud principle. It is especially
important that they are located in Lithuania and the security of the
information systems operating in them is taken care of at the state level.
Therefore, the question arises: is it possible to install AI tools in these
cloud centers that, based on the data already available there, would provide
useful insights or automate a number of processes for public sector
organizations?
"In fact, such AI tools already exist. For example, the
IBM AI module Watsonx.ai from the international corporation provides the
opportunity to install it in state cloud centers or even on servers owned by a
larger organization.
Yes, processing AI algorithms requires a lot of resources.
It is difficult to even say what amount of resources are used to process Chat
GPT requests, - explains the head of S2P. - However, it turns out that this
problem is also being solved. After all, the need for resources is directly
related to the set of tasks being solved, i.e. if we set the task for AI to provide
answers to all the world's questions, then obtaining answers will require
enormous resources.
However, if we dedicate AI only to specialized tasks in a
certain area, which will be related only to the organization's activities, the
need for resources decreases drastically and becomes affordable even for
individual larger companies."
IBM Watsonx.ai enables companies and organizations to use AI
within their company, just like any information system or registry that stores
sensitive data. IBM Watsonx.ai is being developed specifically with an eye on
companies and organizations, so that they can safely use all the benefits of AI
and feel secure about the use of data.

Lithuanian companies will share their experience in using AI
solutions
The above-mentioned solutions are already used in Lithuania.
S2P, together with the National Education Agency, used AI to
perform automated analysis of unstructured school evaluation reports. There are
huge amounts of various useful information in reports prepared by auditors,
managers or other specialists. Due to their large volume (there may be
thousands or even hundreds of thousands of printed pages), it is impossible for
a person to process all the information and assess it qualitatively. AI helped
to systematize information, identify common indicators and perform their
assessment. AI provides an opportunity to review primary sources of information
(documents) and verify the validity of the established assessment. AI opens up
opportunities to analyze information available on social networks and the
Internet. Decisions made by managers – whether they are company managers or
ministers – based on comprehensive analysis are likely to be accurate and
effective.
The benefits, tools and experience of using AI solutions
will be discussed in more detail at a free event on December 10. IBM, together
with S2P and Arrow, is organizing a working breakfast to introduce the latest
AI technologies. At the event, a representative of the State Enterprise
Lithuanian Airports will present the advantages of the newly implemented
planning and budgeting system, a representative of the State Enterprise
Registers Centre will share their work experience with the IBM Knowledge catalog,
and IBM representatives will comment in more detail on the nuances of EU AI
regulation and how they can be addressed with IBM watsonx.governance.
