security ambitiously. What could Lithuania achieve with increased defense
funding? "Verslo tribūna" asked defense experts, reserve colonels
Vaidotas Malinionis and Saulius Guzevičius, what 4% of GDP for defense would
mean for the country's military capability and security.

Malinionis, if up to 3% of GDP was allocated to defense, in the event of a
threat, Lithuania would be able to defend itself for up to 3 days, if it had 4%
of GDP financing, until it received help from its allies, Lithuania would be
able to defend itself four times longer - up to 12 days. He emphasizes that
finances are needed proportionately for all areas of defense: both regular
military forces and reserve development.

defense
"NATO
countries in Europe are not ready to fight a war of attrition with Russia,
i.e. a long war that is based on attrition and its main principles are will and
logistics. Business, realizing the
extent of the threats and their reality, took the initiative to allocate 4% of
GDP to defense."

reminds that Poland has already allocated such a part of its GDP to national
defense, and as a border state, Lithuania must also keep up.
"In order
for the money to be used as rationally as possible, we need to think about the
defense of the region and increasing interaction - negotiations with the Baltic
and Scandinavian countries, Poland. By the way, representatives of the defense
parliaments of these countries and Germany recently met to discuss current
issues. Therefore, when it comes to increasing defense funding, very pragmatic
and intelligent steps are needed, it is necessary to use NATO's
opportunities", says V. Malionis.
S. Guzevičius
agrees that the defense budget increased by 1 percentage point from the GDP
would even increase the ability to withstand an enemy attack by 4 times.
The army needs to
be raised regularly
"There are
many reasons why we need to increase the defense budget, but the first is that
in 30 years we have not had adequate funding for it, and at times it has been
woeful. For example, after Russia and Sakartvelo (Georgia) in 2008 war it was
cut to 0.87% of GDP. So, since we didn't allocate enough funds for defense or
didn't buy what was most needed, now we have to urgently increase the
budget", says S. Guzevičius.
According to him,
it is very important to say what we will buy with the additional money for
defense, because that would be the motivation for increasing defense funding.
Citizens would then clearly understand what is needed for the security of
themselves, military units, and the country's strategic facilities. He pays
particular attention to air defense, robotics solutions, air and land and water
drones.

Malinionis, it is necessary to develop both the regular forces and the reserve
in parallel, because they do not function effectively without each other.
"It is
necessary to finance the defense capabilities on a regular basis, because with
the army, as with the vegetable harvest, if we water and fertilize abundantly
only in the fall, and not throughout the growing season, we will not have a
harvest. The increased funding of the military began only in 2014. And it is
necessary that the raising of the army takes place consistently and regularly
with adequate financing, otherwise no harvest, i.e. we will not develop
adequate capacities, V. Malionis speaks in allegories. - Therefore, the "4
percent" initiative is very important, but it is no less important that
there is continuity of such funding that would allow defense capabilities to
develop."
We are already at
war
According to S.
Guzevičius, it is very important not to go astray and concentrate on acquiring
something alone, it is necessary to fill the biggest gaps in the defense
system.
"It is
necessary to develop everything by distributing the defense budget
proportionally according to certain formulas. For the time being, the situation
of air defense is particularly apprehensive, and by allocating the desired
budget, we would be able to provide ourselves with short and medium-range air defense
that would protect citizens, military
units, and strategic objects. It is understandable that we will not be able to
provide for everything at once, so it must be a continuous process with
adequate financing, - S. Guzevičius agrees with his colleague. - By the way,
news from the Ministry of National Defense signals that things are moving in
very good directions."
V. Malinionis
emphasizes that when planning purchases, it is first necessary to assess real
threats, secondly, the terms during which the desired equipment and machinery
can be purchased, and thirdly, "what are our critical priorities in
developing defense capabilities".
"All
politicians must understand that we are already at war in four dimensions:
informational, diplomatic, economic, cyber, and only the fifth - military, as
in Ukraine, is still untouched," V. Malionis points out. - Unfortunately,
democracy is a very poor organization for preparing for war and waging war,
because discussions cost an enormous amount of precious time, and time in war
is the main resource. Politicians need to work together more to find faster
solutions and achieve a common goal. We all need to become more aware."
Let's show that
we are "spiky"
It reminds me of
the old saying "If you want peace, prepare for war". Therefore,
according to the expert, our preparations will not go unnoticed not only by
Russia, but also by other members of the collective security organization -
NATO. Unfortunately, according to him, the Western countries still haven't
learned the lesson after a couple of years of hype and their military industry
is still not able to work at full capacity, and the politicians are not making
the necessary decisions.
"If we, the
border state, sleep peacefully, we will also infect our strategic
partners." Our ardor must ignite certain feelings and actions in the West
as well," said reserve colonel V. Malinionis.
"Deterrence
is all about actions: what we acquire and how we prepare to defend ourselves,
showing that we are 'spiky'." It is also very important who our allies
are, how they are ready to help us, how they communicate it."

advises politicians to listen closely to military and intelligence advice,
because during war it is important to follow them."
