„Izraelis turi nedaug
galimybių atsakyti už ataką Tel Avive, kuri aiškiai parodė jo oro gynybos
sistemos silpnumą prieš nepilotuojamus orlaivius ir padidino susirūpinimą dėl
Irano remiamų milicijos junginių grėsmės.
Izraelis susiduria su
strategine dilema, kaip geriausiai atsakyti už bepiločio lėktuvo ataką Tel Avive,
atsakomybę už kurią prisiėmė Jemeno husių milicija, kuri yra įsikūrusi už tūkstančių
mylių nuo pietinių Izraelio sienų.
Išpuolis, kuris
penktadienį anksti smogė daugiabučiame name netoli Jungtinių Valstijų
diplomatinio komplekso, per kurį žuvo vienas žmogus, o dar keli buvo sužeisti,
padidino Izraelio susirūpinimą dėl Irano grėsmės. Teheranas visame regione
finansuoja ir skatina Izraeliui besipriešinančias milicijas, įskaitant „Hamas“
Gazoje ir „Hezbollah“ Libane, be husių Jemene.
Techniniu lygmeniu
ataka išryškino Izraelio oro gynybos sistemos silpnumą prieš nepilotuojamus
orlaivius, kurie skraido mažesniu greičiu, skraido mažesniame aukštyje ir
skleidžia mažiau šilumos, nei didelio greičio raketos ir sviediniai. Pasak
karinių ekspertų, dėl šių veiksnių bepiločius orlaivius sunkiau sekti radaru ir
perimti raketomis „žemė-oras“.
Izraelio gynybos
ministras Yoavas Gallantas pažadėjo atkeršyti už išpuolį, tačiau analitikai šį
savaitgalį pareiškė, kad Izraelis turi tik keletą akivaizdžių pasirinkimų prieš
sukarintą grupuotę, kuri neturi bendros sienos su Izraeliu ir kurios, atrodo,
neatbaido ankstesni Vakarų valstybių jėgos demonstravimai.
Vienas iš
neatidėliotinų trumpalaikių atsakomųjų priemonių, anot kai kurių analitikų,
gali būti „Hamas“ ir Izraelio susitarimas dėl ugnies nutraukimo – žingsnis,
galintis sustabdyti „Hamas“ sąjungininkų, tokių kaip husių ir „Hezbollah“
atakas Libane. Nors husių opozicija Izraeliui buvo prieš karą Gazoje, grupuotė
retai atakavo Izraelio interesus, prieš jam prasidedant.
Buvęs Izraelio oro
pajėgų generolas Relikas Shafiras sakė, kad paliaubos Gazoje gali „tam tikrą
laiką sukelti ramybę“ Jemene ir Libane.
Tačiau nors
tarpininkai teigia artėjantys prie Gazos ruožo paliaubų uždarymo, esminiai
atotrūkiai tarp Izraelio ir „Hamas“ išlieka, o dalis B. Netanyahu dešiniosios
koalicijos nepritaria kompromisams dėl pagrindinių „Hamas“ reikalavimų.
Ilgainiui husiai taip pat tebėra įsipareigoję visiškai sunaikinti Izraelį ir,
greičiausiai, juos neilgam nuramins laikinos paliaubos Gazoje arba Izraelio
vykdomos Vakarų Kranto okupacijos pabaiga.
Husiai yra Jemeno
šiitų milicija, kuri per pastarąjį dešimtmetį užgrobė didelę Vakarų Jemeno
dalį, įskaitant jo sostinę Saną ir Raudonosios jūros pakrantę.
Solidarizuodamasi su palestiniečiais Gazoje, ji nuo lapkričio mėnesio
Raudonojoje jūroje atakavo prekybinius laivus, kurie, jos teigimu, turi ryšių
su Izraeliu. Šimtai laivų buvo priversti ilgai apsukti Pietų Afriką,
padidindami išlaidas.
Siekdamos atgrasyti
nuo tokių išpuolių, JAV ir Didžioji Britanija sausį pradėjo smogti husių
turtui. Tačiau pastangos neturėjo jokios naudos: husiai tęsė savo puolimą tiek
prieš civilinius, tiek prieš karinius laivus.
Analitikai teigia,
kad jei Izraelis prisidėtų prie keršto už husių ataką Tel Avive, mažai
tikėtina, kad tai būtų lemiamas veiksnys, keičiant husių elgesį.
"Kokia būtų
nauda?" – paklausė Izraelio arabų pasaulio analitikas Ehudas Yaari. „Jei
mes įeisime į sceną ir prisidėsime prie dešimčių ir dešimčių streikų, kuriuos
įvykdo JAV ir JK, tai neperkels tokio masto."
Kiti mano, kad tokios
milicijos, kaip husiai gali būti suvaržytos, jei Izraelis sutelks savo pyktį į
jų geradarį Iraną. Jie sako, kad Iranas galėtų suvaldyti savo pavaldinius, jei
jis būtų priverstas suprasti jo paramos jiems kainą.
Priešingu atveju
Iranas „ir vėl išsisuks“, sakė Miri Eisin, buvusi Izraelio žvalgybos pareigūnė
ir Tarptautinio kovos su terorizmu instituto, Izraelyje veikiančios, tyrimų
grupės, vyresnioji bendradarbė.
Tačiau Iranas
eskalavo savo veiksmus prieš Izraelį po ankstesnių Izraelio atakų prieš Irano
interesus.
Izraelis balandį
nužudė kelis aukšto rango Irano pareigūnus per išpuolį prieš Irano vyriausybės
pastatą Sirijoje iš dalies dėl to, kad aukšti Izraelio pareigūnai manė, kad
toks įžūlus puolimas atgrasys Iraną. Vietoj to, ataka buvo sutikta priešingai
ir paskatino Iraną nusitaikyti į Izraelį su viena didžiausių balistinių raketų
ir dronų užtvarų karo istorijoje.
Kad ir koks būtų
Izraelio atsakas į husių dronų smūgį, jam vis tiek liks techninis iššūkis
sustiprinti gynybą nuo, lėtai judančių, dronų.
Per pastaruosius
devynis mėnesius Izraelio oro gynybos sistema, iš dalies sukurta
bendradarbiaujant su Jungtinėmis Valstijomis, įrodė, kad gana gerai blokuoja
tūkstančius priešo raketų, nesvarbu, ar tai balistinės raketos iš Irano, ar
tūkstančiai iš Gazos paleistų raketų.
Tačiau sistema ne
kartą sunkiai stengėsi identifikuoti, sekti ir sunaikinti dronus, ypač „Hezbollah“
paleistus iš Libano. Birželio mėnesį „Hizbollah“ transliuota filmuota
medžiaga buvo ypač ryškus Izraelio oro gynybos silpnybių pavyzdys: nufilmuota
iš bepiločio orlaivio, kuris išvengė Izraelio oro gynybos, kadrai rodo jautrius
įrenginius Haifos mieste šiaurės Izraelyje.
Pasak buvusio oro
pajėgų generolo P. Shafiro, skraidančius nedideliu aukščiu ir greičiu,
bepiločius orlaivius sunku išskirti iš nedidelių privačių lėktuvų ir kitų
orlaivių „masės“.
„Negalime hermetiškai
uždaryti visų sienų“, – sakė ponas Shafiras. „Tai, ką dronai gali padaryti, yra
retkarčiais prasiskverbti per apsaugą. Ir štai rezultatas.“ [1]
