"Regarding "Judge Blocks FTC on Noncompete Ban" (Page One, Aug. 21): The argument that a ban on noncompete agreements would have created a disincentive for employers to provide training reminds me of the following maxim. To the question, "What if we provide training and the employees leave?", the smart answer is: "What if we don't -- and they stay?"
