A. Armonaitė spoke with Google's head of public policy about artificial intelligence

"Aušrinė Armonaitė, Minister of Economy and Innovation, and Giedrė Balčytytė, Chancellor of the Government, met on Monday with Google's public policy manager Karan Bhatia, who is visiting Lithuania. During the meeting, Lithuanian policy in the fields of artificial intelligence and security, its use and challenges were discussed.    

 

     The chancellor noted the importance of the Google platform and social networks for the dissemination of information, expression of opinion and civic activity.  

 

     The meeting drew attention to the problem of artificially promoted content, exploiting working algorithms, which makes identifying disinformation and responsible content moderation even more important.

 

     Google representatives introduced the activities in response to the events in Ukraine and the dissemination of related disinformation. G. Balčytytė presented Lithuania's actions in combating cases where disinformation activities have signs of acting against the state.   

 

     The need to expand the dialogue between governments and major platforms in order to deeply discuss and understand the changes brought about by the development of these technologies was discussed.

 

     A. Armonaitė and K. Bhatia discussed the use of artificial intelligence and related challenges.

 

     "I believe that Google's more active participation in the Lithuanian ecosystem can encourage even closer cooperation between business and science and further growth of the artificial intelligence sector," A. Armonaitė said in the ministry's announcement.

 

      The Ministry emphasizes that more than one project is being implemented in Lithuania, which will lay the foundations for the next generation of cyber, information and hybrid security. One of them is the National Information Impact Identification and Analysis System (NAAS), which is being developed by the General Jonas Žemaitis Military Academy together with other higher education institutions - an information monitoring, identification and detection system based on artificial intelligence.

 

     Also, since last year, the Communications Regulatory Authority has been using a solution based on artificial intelligence - an automated search tool that detects prohibited content on the Internet."

 

People waste their time in vain. Farts is the only topic that these representatives of Lithuania are interested in. In second place is the legalization of narcotics. Discussing artificial intelligence with them is like discussing the moon with pigs.

Susitikimo metu aptarta Lietuvos politika dirbtinio intelekto ir saugumo srityse, jo naudojimas ir iššūkiai.

 

Kanclerė pažymėjo platformos „Google“ ir socialinių tinklų svarbą informacijos sklaidai, nuomonės raiškai ir pilietiniam aktyvumui.

 

Susitikime atkreiptas dėmesys į dirbtinai skatinamo turinio problemą, išnaudojant veikiančius algoritmus, dėl kurios dezinformacijos atpažintis ir atsakingas turinio moderavimas yra dar svarbesni.


„Google“ atstovai supažindino su veikla reaguojant į įvykius Ukrainoje ir susijusios dezinformacijos sklaidą. G. Balčytytė pristatė Lietuvos veiksmus, kovojant su atvejais, kai dezinformacinė veikla pasižymi veikimo prieš valstybę požymiais.

 

Aptarta būtinybė plėsti dialogą tarp vyriausybių ir didžiųjų platformų tam, kad būtų giliai aptariami ir suprantami pokyčiai, kuriuos atneša šių technologijų plėtra.

 

A. Armonaitė su K. Bhatia aptarė dirbtinio intelekto naudojimą ir su tuo susijusius iššūkius.

 

„Tikiu, kad aktyvesnis „Google“ dalyvavimas Lietuvos ekosistemoje gali paskatinti dar glaudesnį verslo ir mokslo bendradarbiavimą ir tolesnį dirbtinio intelekto sektoriaus augimą“, – ministerijos pranešime sakė A. Armonaitė.

 

 Ministerija pabrėžia, kad Lietuvoje įgyvendinamas ne vienas projektas, padėsiantis pagrindus naujos kartos kibernetiniam, informaciniam ir hibridiniam saugumui. Vienas jų – Generolo Jono Žemaičio karo akademijos kartu su kitomis aukštosiomis mokyklomis kuriama nacionalinės informacinio poveikio atpažinimo ir analizės sistema (NAAS) –  informacijos stebėjimo, identifikavimo ir aptikimo sistema, pagrįsta dirbtiniu intelektu.

 

Taip pat Ryšių reguliavimo tarnyba nuo praėjusių metų naudoja dirbtiniu intelektu paremtą sprendimą – automatizuotą paieškos įrankį, kuris internetinėje erdvėje aptinka draudžiamą turinį."



Veltui žmonės švaisto laiką. Bezdalai yra vienintelė tema, kuria šios Lietuvos atstovės domisi. Antroje vietoje - narkotikų legalizavimas. Su jomis aptarti dirbtinį intelektą yra tas pats, kaip su kiaulėmis aptarti mėnulį.

European Union: In the future, consumers should be able to replace batteries in devices themselves

“From raw material extraction to manufacturing: the EU wants to make batteries more environmentally friendly. Recycled material should also be used more frequently.

Batteries in devices such as mobile phones or laptops must in future be installed in the EU in such a way that consumers can replace them themselves. This is provided for by new guidelines from the European Union, which, according to a communication, should be applied from 2027 at the latest.

The decision is based on a proposal by the EU Commission from December 2020. The aim of the regulation is therefore to make batteries more environmentally friendly, for example through a longer service life and compliance with ecological standards in the extraction of raw materials.

Steffi Lemke speaks of "milestone"

"The fact that environmental aspects now have to be included is a real milestone," said Germany's Federal Environment Minister Steffi Lemke (Greens). "With the Battery Ordinance, the European Union is focusing on the entire life cycle for the first time, and the sustainability of the production and waste phases will be considered together in the future."

According to the regulation, there will be a mandatory declaration and labeling of the carbon footprint of batteries from around 2024. In addition, strict targets are set for the collection of battery waste. From 2031, a minimum amount of recycled lead, cobalt, lithium and nickel must be used in the manufacture of batteries for electric vehicles and industrial batteries. This is intended to promote the use of valuable materials from recycled batteries and reduce the environmental impact.

In addition, central product information along the life cycle of batteries is to be digitally bundled and made available. The new regulation negotiated between Parliament and member states is intended to replace a directive from 2006. It will apply to all batteries. The regulation will now be signed by the Council of the European Union and the EU Parliament and will then be published in the Official Journal of the EU and will come into force."


Europos Sąjunga: ateityje vartotojai turėtų turėti galimybę patys pakeisti prietaisų baterijas

„Nuo žaliavų gavybos iki gamybos: ES nori, kad akumuliatoriai būtų ekologiškesni. Perdirbtos medžiagos taip pat turėtų būti naudojamos dažniau.

Įrenginių, pvz., mobiliųjų telefonų ar nešiojamųjų kompiuterių, baterijos ateityje turi būti įdėtos ES taip, kad vartotojai galėtų jas pakeisti patys. Tai numato naujos Europos Sąjungos gairės, kurios, anot komunikato, turėtų būti taikomos vėliausiai nuo 2027 m.

Sprendimas priimtas remiantis ES Komisijos pasiūlymu nuo 2020 m. gruodžio mėn. Todėl reglamentu siekiama, kad baterijos būtų ekologiškesnės, pavyzdžiui, ilgesnis tarnavimo laikas ir ekologinių standartų laikymasis, išgaunant žaliavas.

Steffi Lemke kalba apie „žingsnį pirmyn“

„Faktas, kad dabar turi būti įtraukti aplinkosaugos aspektai, yra tikras įvykis“, – sakė Vokietijos federalinė aplinkos ministrė Steffi Lemke (žalieji). „Dėl Baterijų potvarkio Europos Sąjunga pirmą kartą orientuojasi į visą gyvavimo ciklą, o gamybos ir atliekų fazių tvarumas ateityje bus svarstomas kartu."

Pagal reglamentą nuo maždaug 2024 m. bus privaloma deklaruoti ir ženklinti baterijų anglies pėdsaką. Be to, nustatyti griežti baterijų atliekų surinkimo tikslai. Nuo 2031 metų gaminant elektromobilių ir pramoninių akumuliatorių baterijas, turi būti naudojamas minimalus perdirbto švino, kobalto, ličio ir nikelio kiekis. Taip siekiama skatinti naudoti vertingas medžiagas iš perdirbtų baterijų ir sumažinti poveikį aplinkai.

Be to, pagrindinė informacija apie gaminį per visą baterijų gyvavimo ciklą turi būti skaitmeniniu būdu sujungta ir prieinama. Naujuoju reglamentu, dėl kurio susitarė Parlamentas ir valstybės narės, ketinama pakeisti direktyvą nuo 2006 m. Tai bus taikoma visoms baterijoms. Dabar reglamentą pasirašys Europos Sąjungos Taryba ir ES Parlamentas, o vėliau jis bus paskelbtas ES oficialiajame leidinyje ir įsigalios.“


Žemės ūkis: Europos Audito Rūmai kritikuoja dirvožemio apsaugos trūkumą ES

 


„Per daug trąšų ir netinkamas tvarkymas kenkia dirvožemiui. Europos Audito Rūmų teigimu, standartai ES „nėra itin ambicingi“.

Europos Audito Rūmai paragino gerinti dirvožemio apsaugos priemones ES. Specialioje ES institucijos ataskaitoje teigiama, kad 2014–2022 m. ES Komisija ir valstybės narės nepakankamai išnaudojo lėšų ir teisės aktų išteklių. Jame Audito Rūmai taip pat kritikuoja, kad standartai ES „dažnai nėra itin ambicingi“.

Remiantis ataskaita, 60–70 procentų Europos dirvožemio yra prastos būklės.

Tačiau ypač rimtų problemų turinčios vietovės būtų gavusios tik nedidelę dalį žaliosios kaimo plėtros finansavimo. ACA, kaip pavyzdį pateikia Žemutinės Saksonijos atvejį: Vokietija pranešė apie labai didelį azoto perteklių – nuo ​​120 iki 162 kilogramų hektarui federalinėje žemėje 2016–2019 m.

Pasekmės vandens kokybei ir biologinei įvairovei

Prasta būklė turi suneraminti ES ir paskatinti ją imtis veiksmų, kad dirvožemio kokybė vėl pagerėtų.

ES užsibrėžė tikslą iki 2050 m. atkurti visus užterštus dirvožemius. Praėjusią savaitę ES Komisija pristatė naują dirvožemio sveikatos įstatymo projektą, kurį artimiausiais mėnesiais svarstys ES valstybės ir Parlamentas."


Agriculture: European Court of Auditors criticizes the lack of soil protection in the EU

However, areas with particularly serious problems would have received only a small part of the support for green rural development. The ACA cites the case of Lower Saxony as an example: Germany reported a very high nitrogen surplus of 120 to 162 kilograms per hectare for the federal state in the years 2016 to 2019, but only provided one percent of the total budget to deal with this problem.

Consequences for water quality and biodiversity

The poor condition of the affected soils is due, among other things, to incorrect methods of soil management and excessive fertilization, the report goes on to say. This has a negative impact on water quality and the diversity of plants and animals. Germany, Ireland, Spain, France and the Netherlands were examined for the report.

The Court of Auditors does not expect any substantial changes as part of the EU's new common agricultural policy. Environmental regulations that farmers have to meet in order to receive EU subsidies often do not go far enough, The Court criticized. The poor condition must alarm the EU and prompt it to act so that the quality of the soil can improve again.

The EU has set a target of restoring all polluted soils by 2050. Last week, the EU Commission presented a new draft law on soil health, which is to be discussed by the EU states and Parliament in the coming months."
