The Cruel Disappearance of U.S.-Flag Shipping.


"Seth Cropsey's "Build Up the Merchant Marine or Pay the Price" (Letters, July 3) is a timely reminder of a continuing problem in U.S. policy. From its post-World War II position of strength, U.S.-flag international shipping is today virtually nonexistent.

The crux of this difficulty is the controversial Jones Act, ostensibly designed to protect U.S. shipping, shipbuilding and seafarers but failing to do any of this. It has instead stultified investment in shipping, permitted lack of competition in an outdated shipbuilding sector and discouraged young Americans from a seagoing career. In other words, a century-old, reactionary, costly and protectionist piece of legislation has prevented the world's largest trading country from resuming its rightful place as a major international shipping force.

Over 90% of global trade is carried by sea in a global industry that depends on the freedom to build, trade, staff, insure and operate modern ships anywhere. Any state that attempts to restrict this will depend on nonnational-flag shipping for its international trading needs and its own flag fleet will wither away.

"President Biden is taking flak for sending cluster bombs to Ukraine, and over the weekend he blurted out the truth that both Kyiv and the U.S. are running low on firepower. So why doesn't the Commander in Chief unveil a new national effort to expand U.S. weapons production and stocks?

"The Ukrainians are running out of ammunition," Mr. Biden told CNN. "This is a conflict relating to munitions. And they're running out of that ammunition, and we're low on it." The U.S. has given Kyiv more than two million 155mm artillery rounds, and the Pentagon says Ukraine is burning through 3,000 shells a day.

The U.S. is ramping up to produce more than 20,000 shells a month this year and more in 2024, the U.S. Army says. But America's adversaries can do the math and understand the U.S. may struggle to support a long conflict. The Biden crowd has cited limited stocks as a reason to withhold the Army Tactical Missile System, which could help Kyiv strike deep into Russian positions. The Administration is now leaking that it might furnish the missiles as Ukraine's summer offensive becomes a slog.

Congress's supplemental cash for Ukraine is helping refill America's armory, but Mr. Biden has an obligation to make sure the U.S. never goes Winchester, as the saying has it, and not only for Ukraine. The lesson applies to the long-range missiles the U.S. may need if China decides to strike Taiwan.

In a war game for control of the island that the House Select Committee on China played this year, the U.S. ran out of long-range antiship weapons in three days. Retired Navy Rear Admiral Mark Montgomery says in most games the U.S. needs roughly 1,200 long-range antiship missiles, known as LRASMs. But U.S. inventories are in the low hundreds after years of small orders.

Mr. Biden's budget requested money for multiyear missile buys to exploit economies of scale. But his budget deal with House Republicans cramps defense spending for 2024 and 2025, and now Congress is squabbling over the fixed pie.

The House Appropriations Committee is declining to fund bulk buying of two crucial precision weapons -- the Standard Missile-6 and an air-to-air AMRAAM missile. GOP appropriator Ken Calvert told us the Pentagon didn't show sufficient savings and that contractors are struggling to fill their orders.

Yet capricious demand from Washington is one reason the industrial base is so brittle. Some manufacturers make a part or two for multiple missiles, and these subcontractors "have been living on the thin edge of profitability," says Mark Gunzinger of the Mitchell Institute for Aerospace Studies.

House appropriators are right that readiness accounts need more money for maintenance and training, which their bill offers, and the missile tussle is an example of the risks of insufficient defense spending. The ammo shortage will require presidential leadership that is so far missing in action.

Mr. Biden could announce he's asking Congress to fund a large expansion of U.S. weapons stocks.  He could explain how long-range missiles will reduce U.S. casualties in the terrible event the weapons are needed. America's munitions shortage is a disgrace that needs urgent fixing." [1]

Amerikoje baigiasi šaudmenys

   "Prezidentas Bidenas sulaukia daug priekaištų dėl kasetinių bombų siuntimo į Ukrainą, o savaitgalį jis išskleidė tiesą, kad Kijeve ir JAV trūksta šaudmenų. Taigi kodėl vyriausiasis vadas nepristato naujų nacionalinių pastangų plėsti JAV ginklų gamybą ir atsargas?

 

     „Ukrainiečiams baigiasi amunicija“, – CNN sakė J. Bidenas. "Tai konfliktas, susijęs su amunicija. Ir jiems baigiasi ta amunicija, ir mums jos trūksta." JAV davė Kijevui daugiau nei du milijonus 155 mm artilerijos šovinių, o Pentagonas teigia, kad Ukraina per dieną sudegina 3000 sviedinių.

 

     Pasak JAV kariuomenės, JAV šiemet gauna daugiau, nei 20 000, sviedinių per mėnesį. Tačiau Amerikos priešai gali apskaičiuoti ir suprasti, kad JAV negali palaikyti ilgą konfliktą. Bideno minia nurodė ribotas atsargas, kaip priežastį sulaikyti armijos taktinių raketų sistemą, kuri galėtų padėti Kijevui smogti giliai į Rusijos pozicijas. Administracija dabar skelbia, kad gali pateikti raketas, nes Ukrainos vasaros puolimas tampa slogus.

 

     Kongreso papildomi pinigai Ukrainai padeda papildyti Amerikos ginkluotę, tačiau Bidenas privalo užtikrinti, kad JAV niekada nepatektų į Vinčesterį, kaip sakoma, ir ne tik Ukrainai. Pamoka taikoma tolimojo nuotolio raketoms, kurių JAV gali prireikti, jei Kinija nuspręs smogti Taivanui.

 

     Karo žaidime dėl salos kontrolės, kurį šiais metais žaidė Atstovų Rūmų atrankos komitetas dėl Kinijos, JAV per tris dienas baigėsi tolimojo nuotolio priešlaiviniai ginklai. Išėjęs į atsargą karinio jūrų laivyno užnugario admirolas Markas Montgomery teigia, kad daugumoje žaidimų JAV reikia maždaug 1200 ilgo nuotolio priešlaivinių raketų, žinomų kaip LRASM. Tačiau po kelerių metų mažų užsakymų atsargos JAV siekia šimtus.

 

     Bideno biudžete buvo prašoma pinigų daugiamečiams raketų įsigyjimams, siekiant išnaudoti masto ekonomiją. Tačiau jo biudžeto susitarimas su Atstovų rūmų respublikonais sumažina išlaidas gynybai 2024 ir 2025 m., o dabar Kongresas ginčijasi dėl riboto pyrago.

 

     Atstovų rūmų asignavimų komitetas atsisako finansuoti dviejų itin svarbių tiksliųjų ginklų – standartinės raketos-6 ir raketos „oras-oras“ AMRAAM – pirkimą. GOP asignatorius Kenas Calvertas mums pasakė, kad Pentagonas neparodė pakankamai santaupų ir kad rangovai stengiasi įvykdyti savo užsakymus.

 

     Tačiau kaprizinga paklausa iš Vašingtono yra viena iš priežasčių, kodėl pramonės bazė tokia trapi. Kai kurie gamintojai gamina dalį ar dvi kelioms raketoms, o šie subrangovai „gyveno ant menkos pelningumo ribos“, sako Markas Gunzingeris iš Mitchell Aerospace Studies instituto.

 

     Kongreso apropriatoriai teisūs, kad parengties sąskaitoms reikia daugiau pinigų priežiūrai ir mokymams, o tai siūloma jų sąskaitoje, o raketų kova yra nepakankamų išlaidų gynybai rizikos pavyzdys. Dėl amunicijos trūkumo reikės prezidento vadovavimo, kurio iki šiol trūksta.

 

     Bidenas gali paskelbti, kad prašo Kongreso finansuoti didelę JAV ginklų atsargų plėtrą. Jis galėtų paaiškinti, kaip tolimojo nuotolio raketos sumažins JAV aukų skaičių siaubingu atveju, kai prireiktų ginklų. Amunicijos trūkumas Amerikoje yra gėda, kurią reikia skubiai ištaisyti." [1]

E-mobility: EU Parliament votes to expand charging infrastructure for e-cars

 "The EU Parliament has passed a law on the mandatory expansion of the charging infrastructure for e-cars in Europe. 

Public charging stations are to be available at least every 60 kilometers along the main roads of the European Union by 2026.

 A large majority of MEPs voted in favor of these regulations, which were agreed with the member states in March.

According to Parliament, charging stations for trucks are to be installed every 120 kilometers along the so-called TEN-T core network by 2028. In addition, by 2031 there should be hydrogen filling stations at least every 200 kilometers. Exceptions are therefore provided for very remote regions, islands and roads with very little traffic.

The new law also makes specifications for uniform payment options and information on price and performance at charging and petrol stations. For example, the price at e-car charging stations must be specified in kilowatt hours. It must also be possible to pay by card.

In July last year, the European Commission proposed expanding the alternative charging infrastructure for cars and ships as part of the new climate package. The expansion targets should help to ensure that at least 55 percent fewer greenhouse gases are emitted in the EU by 2030 compared to 1990. The Council of Member States has also yet to formally approve the law.”


E-mobilumas: ES Parlamentas balsuoja už elektroninių automobilių įkrovimo infrastruktūros išplėtimą

"ES Parlamentas priėmė įstatymą dėl privalomo elektroninių automobilių įkrovimo infrastruktūros išplėtimo Europoje. 

Iki 2026 metų viešosios įkrovimo stotelės pagrindiniuose Europos Sąjungos keliuose turėtų būti prieinamos bent kas 60 kilometrų. 

Didžioji dauguma Europos Parlamento narių balsavo už šiuos reglamentus, dėl kurių kovo mėn. buvo susitarta su valstybėmis narėmis.

Parlamento teigimu, iki 2028 metų sunkvežimių įkrovimo stotelės turi būti įrengtos kas 120 kilometrų palei vadinamąjį TEN-T pagrindinį tinklą. Be to, iki 2031 metų vandenilio degalinės turėtų būti bent kas 200 kilometrų. Išimtys taikomos labai atokiems regionams, saloms ir keliams, kuriuose eismas labai mažas.

Naujajame įstatyme taip pat nustatomos vienodos mokėjimo galimybės ir informacija apie kainą bei eksploatacines savybes įkrovimo stotelėse ir degalinėse. Pavyzdžiui, elektroninių automobilių įkrovimo stotelėse kaina turi būti nurodyta kilovatvalandėmis. Taip pat turi būti galimybė atsiskaityti kortele.

Praėjusių metų liepą Europos Komisija pasiūlė išplėsti alternatyvią automobilių ir laivų įkrovimo infrastruktūrą, kuri yra naujojo klimato paketo dalis. Plėtros tikslai turėtų padėti užtikrinti, kad iki 2030 m. ES būtų išmetama bent 55 procentais mažiau šiltnamio efektą sukeliančių dujų, palyginti su 1990 m. Valstybių narių taryba taip pat dar turi oficialiai patvirtinti įstatymą."


 

Antropoceno nuoroda: Kanados ežeras tampa tyliu žmonijos paminklu

  „Per pastaruosius septyniasdešimt metų žmonija pagaliau tapo geologine jėga planetoje. Vienišas ežeras Kanadoje dabar laikomas pagrindiniu liudininku.

Atsižvelgiant į tai, kad Crawford ežeras yra tik 240 metrų ilgio ir 120 metrų pločio, jis jau buvo gana gerai žinomas. Darbo dienomis prie nedidelio Kanados vandens telkinio penkiasdešimt kilometrų į pietvakarius nuo Toronto atvyksta mokyklos iš plačios vietovės, o savaitgaliais ten plūsta dienos keliautojai. Galite pasivaikščioti aplink ežerą ant polių ir sužinoti, kurioms gyvūnų rūšims regione gresia pavojus. Pagrindinės lankytinos vietos yra trys ilganamiai ir vietinis sodas, rodantys, kaip gyveno vietiniai irokėzai.

Tačiau nuo šio antradienio vakaro Crawford ežeras buvo ne tik regioninis, bet ir pasaulinis. Kaip mokslinis atskaitos taškas, jis skirtas reprezentuoti naują žemės epochą, pavadintą pagal žmonių įtaką žemei: antropoceną. Antropoceno darbo grupė (AWG), 35 žmonių, daugiausia sudaryta iš geologų, dabar pasisakė už tai.

Nuosėdų šerdis iš 24 metrų gylio

Šimtmečius ir tūkstantmečius ežero dugne 24 metrų gylyje formavosi unikalus mokslinis archyvas: kas nukrenta iš viršaus – pasėlių žiedadulkės, anglies degimo metu susidarantys lakieji pelenai, atominės bombos bandymų plutonis, azotas iš pramoninio žemės ūkio - dėl ypatingos vandens chemijos kiekvieną vasarą pasidengia plonu kalcito sluoksniu ir taip išsaugomas. „Nusėdos leidžia mums maksimaliai atstatyti žmogaus poveikį šiai vietai“, – sako Broko universiteto geologė Francine McCarthy, plačiai tyrinėjusi Krofordo ežerą (žr. interviu).

Šios ypatingos ežero savybės dabar turėtų padėti apibrėžti antropoceną ir įtikinti pirmaujančias geologų asociacijas oficialiai paskelbti naująją žemės epochą.

Nuo 2009 metų grupė Tarptautinės stratigrafijos komisijos (ICS), kuri stebi geologinių amžių ir epochų skirstymą, vardu tiria, ar žmonės tikrai jau taip iš esmės pakeitė žemę, kad baigėsi anksčiau galiojęs holocenas ir antropocenas prasideda. Atmosferos chemikas ir Nobelio premijos laureatas Paulas Crutzenas, dėstantis Maince, tokį pasiūlymą pateikė 2000 m. ir sulaukė didelio atsako.

Kaip originalus geologijos kilogramas

Grupės atsakymas yra aiškus: „Žemė ne tik pasiekė visiškai naują būseną dėl klimato kaitos, bet ir dėl daugybės tarpusavyje sąveikaujančių veiksnių, o tai iš esmės skiriasi nuo visos ligšiolinės žemės istorijos. “, – sako stratigrafas Janas Zalasiewiczius, dirbantis ICS, atsakingas už žemės istoriją nuo paskutinio ledynmečio pradžios prieš 2,6 mln. 

Kaip pavyzdžius jis nurodo biologinės įvairovės nykimą, žmogaus sukurtų medžiagų, tokių, kaip betonas ir plastikas, plitimą visame pasaulyje ir radioaktyviąsias liekanas po atominių bombų sprogimų.

 „Nėra kelio atgal į holoceną“, – sako britų geologas Colinas Watersas, vadovaujantis AWG, nurodydamas, kad dėl žmogaus sukelto visuotinio atšilimo ledynmetis, kuris natūraliai gali būti neįmanomas ateinančius 50 000–100 000 metų.

Tačiau norint užbaigti grupės pasiūlymą naujajai žemės epochai, vis tiek trūko svarbios galvosūkio dalies. Kaip pirminis metras ir originalus kilogramas buvo visų daiktų matas, o tam tikri gyvūnų ir augalų egzemplioriai gamtos istorijos muziejuose yra standartiniai rūšims apibūdinti, taip ir geologija reikalauja atskaitos taškų, žyminčių didžiuosius žemės istorijos skyrius.

Jau yra daug tokių pasaulinių ribų stratotipų sekcijų ir taškų, sutrumpintai vadinamų GSSP. Pavyzdžiui, 2010 m., po daugybės ginčų geologinėje bendruomenėje, Kuhjochas Tirolyje buvo pasirinktas, kaip atskaitos vieta prieš 201 milijoną metų vykstančiam Triaso į Juros periodą – perėjimą paženklino masinio išnykimo įvykiu.

2019 m. AWG paskelbė pasaulinį konkursą, skirtą GSSP nominuoti žmogaus Žemės epochai. Į finalą pateko devyni pasiūlymai – pelkė Lenkijoje, jūros dugnas Baltijos jūroje ir du koraliniai rifai prie Japonijos Kyushu salos, vandens užpildytas ugnikalnio krateris Kinijoje, gręžimo šerdis iš Antarktidos ir du ežerai Šiaurės Amerikoje. Tik trečiajame balsavime Crawfordsee surinko reikiamą balsų skaičių iš daugiau, nei 60 procentų, AWG dalyvių.

Kaip svarbiausias antropoceno žymeklis, Francine McCarthy ir kt. ir jos komanda moksliniame leidinyje, pridėtame prie jos pasiūlymo, apie staigų plutonio izotopų 239 ir 240 padidėjimą nuo maždaug 1948 m. Tai yra atominės bombos sprogimų, dėl kurių natūraliai itin retas elementas pirmą kartą cirkuliavo dideliais kiekiais, atneštas laikas žemės istorijoje.

 Crawford ežere „šis pasiūlytas pirminis antropoceno pradžios stratigrafinis žymeklis yra puikiai išsaugotas“, – teigiama tyrime. 

Tuo pat metu prasidėjo tai, ką antropoceno tyrinėtojai vadina „Didžiuoju pagreičiu“. Po Antrojo pasaulinio karo kilus ekonomikos pakilimui, taip pat labai išaugo CO2 emisija, plastiko gamyba, žemės ūkio paskirties žemės plėtra ir daugelis kitų parametrų. 

Šie gilūs žemės metabolizmo pokyčiai taip pat yra archyvuojami Crawford ežere.

Ankstyvieji vietinių gyventojų pėdsakai prie ežero

Vandens dugne esančios nuosėdos taip pat leidžia visiškai atkurti, kada čia gyveno žmonės: nuo XIII amžiaus čia apsigyveno irokiečių bendruomenių nariai, atpažįstami iš jų pasėlių žiedadulkių, įskaitant, tyrėjų nuostabai, Pietų Amerikos kukurūzus. XV amžiuje čiabuvių buvimas staiga nutrūko. Artimiausi žmogaus pėdsakai atkeliauja iš Europos naujakurių XIX a. Per tą laiką šeima, vadinama Crawfords, persikėlė prie ežero ir įkūrė lentpjūvę. Tada palikuonis 1960 m. pardavė žemę gamtosaugos organizacijai. Crawfords dabar galėtų būti įamžintas ypatingai, nes AWG nori pirmąją naujosios žemės epochos atkarpą pavadinti „Crawfordian“.

Tačiau ar Paulo Crutzeno hipotezė bus priimta ir ar tikrai bus oficialiai paskelbtas antropocenas, atsakymo dar reikia palauktti. Geologų pasiūlymas dar turi įveikti keletą kliūčių. Tada jie turi įtikinti Tarptautinės stratigrafijos komisijos institucijas, kurios taip pat turi griežtų kritikų. Tolimesniam balsavimui taip pat reikalinga 60 proc. Proceso pabaigoje Tarptautinė geomokslų federacija oficialiai paskelbs antropoceną ir paskelbs, kad tai yra vadovėlio žinios. Tai gali įvykti anksčiausiai 2024 m. vasarą Pasaulio geologijos kongrese Pietų Korėjoje."

 


Reference site for the Anthropocene : A Canadian lake becomes the silent monument of humanity

 "Humanity has finally become the geological force on the planet over the past seventy years. A lonely lake in Canada is now considered the key witness.

Considering that Lake Crawford is only 240 meters long and 120 meters wide, it was already quite well known. During the weekdays, school classes from a wide area come to the small Canadian body of water fifty kilometers south-west of Toronto, and day-trippers flock there at the weekends. You can walk around the lake on a stilt and learn which animal species are threatened in the region. The main attractions are three longhouses and an indigenous garden, which show how the local Iroquois used to live.

Since this Tuesday evening, however, Lake Crawford has not only had regional but also global prominence. As a scientific reference point, it is intended to represent a new earth epoch named after the influence of humans on the earth: the Anthropocene. The Anthropocene Working Group (AWG), a 35-strong body made up mainly of geologists, has now come out in favor of this.

Sediment core from 24 meters depth

For centuries and millennia, a unique scientific archive has been forming at a depth of 24 meters on the bottom of the lake: Whatever falls from above - the pollen from crops, the fly ash from coal combustion, the plutonium from atomic bomb tests, the nitrogen from industrial agriculture -, is covered with a thin layer of calcite every summer due to the special water chemistry and is thus preserved. "The sediments allow us to reconstruct the human impact on this site with maximum resolution," says Brock University geologist Francine McCarthy, who has extensively studied Lake Crawford (see interview).

These special properties of the lake should now help to define the Anthropocene - and to convince the leading geological associations to officially proclaim the new earth epoch.

Since 2009, the group has been investigating on behalf of the International Commission on Stratigraphy (ICS), which monitors the division of geological ages and epochs, whether humans have really already changed the earth so fundamentally that the previously valid Holocene have ended and the Anthropocene begins. The atmospheric chemist and Nobel Prize winner Paul Crutzen, who teaches in Mainz, made this suggestion in 2000 and received a great response.

Like the original kilo of geology

The group's answer is clear: "The earth has not only reached a completely new state as a result of climate change, but also as a result of a large number of interacting factors, which is fundamentally different from the entire history of the earth to date," says the stratigrapher Jan Zalasiewicz, who works at the ICS is responsible for the history of the earth since the beginning of the last ice age 2.6 million years ago. He cites the loss of biodiversity, the global spread of man-made materials such as concrete and plastic, and radioactive residues from atomic bomb explosions as examples. "There is no way back to the Holocene," says British geologist Colin Waters, who heads the AWG, pointing out that human-caused global warming will make an ice age that may naturally be imminent impossible for the next 50,000 to 100,000 years.

In order to complete the group's proposal for the new earth epoch, however, an important piece of the puzzle was still missing. Just as the original meter and the original kilo used to be the measure of all things and certain specimens of animals and plants in natural history museums are standard for the description of species, geology requires reference points that stand for the great chapters of earth's history.

There are already many such Global Boundary Stratotype Sections and Points, called GSSPs for short. In 2010, for example, after much wrangling in the geological community, the Kuhjoch in Tyrol was chosen as the reference site for the Triassic to Jurassic transition 201 million years ago - a transition marked by a mass extinction event.

In 2019, the AWG announced a global competition to nominate GSSPs for the human Earth epoch. Nine proposals made it to the finals - a bog in Poland, seabed in the Baltic Sea and two coral reefs off the Japanese island of Kyushu, a water-filled volcanic crater in China, a drill core from Antarctica and two lakes in North America. Only in the third ballot did Crawfordsee get the number of votes it needed from more than 60 percent of the AWG participants.

As the most important marker for the Anthropocene, Francine McCarthy et al. and her team, in the scientific publication accompanying her proposal, the steep increase in plutonium isotopes 239 and 240 from about 1948. This is the fallout from the atomic bomb explosions, which caused the naturally extremely rare element to circulate in large quantities for the first time in the history of the earth brought. 

In Lake Crawford, "this proposed primary stratigraphic marker for the beginning of the Anthropocene is preserved with excellent fidelity," the study states. 

At the same time, what Anthropocene researchers call the "Great Acceleration" began. With the economic boom after the Second World War, CO2 emissions, plastic production, the expansion of agricultural land and many other parameters also increased massively. 

These profound changes in the metabolism of the earth are also archived in the Crawford Sea.

Early traces of indigenous settlers at the lake

The sediments on the bottom of the water also make it possible to completely reconstruct when people first lived here: From the 13th century, members of Iroquoian communities settled here, recognizable by the pollen of their crops - including, to the astonishment of the researchers, South American corn. In the 15th century the presence of the indigenous people ended abruptly. The closest human traces come from European settlers in the 19th century. During this time a family called the Crawfords moved to the lake and established a sawmill. A descendant then sold the land to a conservation organization in 1960. The Crawfords could now be immortalized in a special way, because the AWG wants to name the first section of the new earth epoch "Crawfordium".

But whether Paul Crutzen's hypothesis will be accepted and whether the Anthropocene will really be officially proclaimed remains to be seen. The geologists' proposal still has to clear several hurdles. Next, they must convince the bodies of the International Commission on Stratigraphy, which also have harsh critics. A majority of 60 percent is also required for further votes. At the end of the process, the International Association of Geosciences would formally proclaim the Anthropocene and declare it to be textbook knowledge. This could come at the earliest in the summer of 2024 at the World Congress of Geology in South Korea.”
