Nobody wants to tax carbon dioxide emissions to the atmosphere. What about taxing them, then immediately returning the money back to the same person or company, who paid the tax? What about proceeding to give the money for, let us say, one more year on the level that was paid the year before, even if the person or the company stops the carbon dioxide emissions? Such a monetary reward has to be big enough to induce the person or the company to stop pollution and keep the money.
If this system would work in trials, we could remove all other green subsidies, and use the money saved in this manner for financing such new ways to quit polluting.
