You give bribes to politicians and other familiar bureaucrats so that laws and other regulations force people to buy only from you because you know those bureaucrats well and take care of things. Recent examples include the advertising of wind power plant builders announcing the ability of these builders to obtain permits from many sources, including the Lithuanian Armed Forces, and the requirement from bureaucrats to transact more than € 5,000 in Lithuania only by paying banks for the service.
