Conservatives and liberals do not understand this. Not
enough brainpower:
"The United States' (US) restriction on the export of
artificial intelligence (AI) chips, the terms of which will also apply to
Lithuania, does not indicate a deterioration in relations or the consequences
of an improperly implemented foreign policy, believes Viktorija
Čmilytė-Nielsen, the chairwoman of the Liberal Movement. According to the
politician, seeing that the restriction will also apply to Lithuania's
neighbors, it can be based on objective facts.
"Looking at the region, it is obvious that our closest
neighbors were not included (in the list of closest US allies - ELTA). In this
case, we do not stand out either for better or for worse. This may be related
to such objective things as the development capabilities of one or another
area," V. Čmilytė-Nielsen told Žinių radijus on Friday.
Due to the public debate about whether Lithuania's foreign
policy decisions that negatively affected relations with China were necessary,
the politician claims that relations with Beijing the deteriorating cooperation
with Taiwan was not an “attempt to please someone”.
“The decisions made in the last term, whether it was the
approval of the Indo-Pacific strategy or our actions in developing economic or
other relations with Taiwan, in my opinion, were not made to please someone. We
made them because we think it is important to strengthen cooperation between
democracies,” the politician assured.
“I think Lithuania has pursued a correct and active foreign
policy. And this is confirmed by the fact that this week in the Seimas we
approved a resolution on the continuity of foreign policy,” she reminded.
ELTA reminds that on January 13, the Joe Biden
administration announced that in order to protect its most advanced technologies
from falling into China or Russia, the US would limit the export of chips used
for the development of artificial intelligence. The exception will apply only
to 18 of the closest US partners, but neither Lithuania, nor the other Baltic
countries, nor Poland are on this list.
According to the Speaker of the Seimas Saulius Skvernelis
and the Deputy Speaker Juozas Olekas, such a US decision shows that the foreign
policy of the former Government was unsuccessful.
At that time, the US Ambassador to Lithuania Kara C.
McDonald said that the restrictions apply only when importing exceptionally
large quantities of chips. Therefore, this restriction should not practically
affect Lithuania.
According to the information published by the US White
House, after the application of the restrictions on AI chips, countries will be
divided into three categories. The first category, to which the export of AI
chips will not be regulated, includes the closest allies - Australia, Belgium,
Canada, Denmark, Finland, France, Germany, Ireland, Italy, Japan, the
Netherlands, New Zealand, Norway, South Korea, Spain, Sweden and the United
Kingdom.
The second category includes most of the world's countries,
which will be able to import chips with a capacity equivalent to 1,700 powerful
graphics processors at a time. The White House emphasizes that the majority of
chip orders placed in the world fall into this category. According to current
plans, Lithuania and the other Baltic states would also fall into this
category.
Meanwhile, countries in the third category, once the
restriction comes into effect, will be banned from importing any AI chips.
According to the White House, these are countries to which military technology
is already banned, such as Russia and China."
The US Ambassador to Lithuania Kara C.
McDonald is also wrong. You need many of these chips to develop effective and competitive economy, as many as you can pay for. With this decision Biden administration is leaving Lithuania for pauperization similar to the pauperization of the poorest countries in Africa.
