In the interview, Dulkys promises to appeal to the managers of medical institutions, so that they will increase the salaries of nurses.

 

What fairy tale did the minister live in for three years? There is still a year ahead, and the minister is already dead. He carried himself away. In order not to stand out in the background of the carried away system?

 

There are real bad people among the managers of medical facilities, but to imagine that they walk around with bags full of euros and do not maliciously raise nurses' salaries would be possible only after a blow to the head. Medical institutions are state-owned. As much as the state gives in wages, they spend. The minister also says between the lines that doctors' earnings may be to blame: "Specialist doctors are among the top five best-paid professions."

 

There was a shortage of nurses before Dulkys. Likewise doctors. Dulkys received a worn coat of system medical force. But he was invited so that there would be no more shortage of nurses, well, at least there would be less shortage than what do we have.

 

Dulkys tried to turn the coat he was wearing to the other side. He turned half the coat upside down - he revived the collective farms of hospitals and polyclinics that were abolished after independence. The other half remained worn. But the coat was not worn only here. In all state system. Only every third nurse who graduated from medical college works in medical institutions. The other two are emigrating. To abroad or another job.

 

The worst thing is that it is not even objectively estimated how many nurses are actually lacking. When measuring not de facto, but with European charges. There is a greater shortage of nurses than advertised.

 

On the one hand, because Lithuanian doctors, cf. with Germany, Norway, etc., doing a lot of nursing work. This increases their exhaustion and distances the patient from the doctor. There is also a shortage of doctors. Even more so than before Dulkys. The system is still spinning out of inertia, mainly at the expense of medical workers' health.

 

A few months ago, the Republican Šiauliai Hospital lacked 72 doctors. And how much would be missing if doctors worked only one full-time job? What if all the doctors of retirement age did not work tomorrow? In some hospitals, more than half of them are.

 

STRATA, which is the Government's own strategic analysis center, indicates that in six years the country will lack 3,163 nurses and 848 doctors.

 

Did only Dulkys live in outer space for three years? Not really. We read about bridges, roads, and especially railways. After leaving Vilnius in the morning by train to Klaipėda, you can still be somewhere near Šiauliai or Plunge in the evening. Obsolete tracks, broken brakes, poles falling on the tracks.

Those guys don't know how to plan, they only know how to show off. That's why they drive in Russian sanctioned way - they destroy one expensive piece of equipment to drive another.

 

Lithuania practically has no air defense, it does not have as many drones as military experience suggests, there are no border fortifications, the country does not have a single fighter jet, but they are desperate to buy 50 tanks. Weapons that both Russians and Ukrainians hide or use as cannons.

 

 

Will tear up the railroads go as long as the politicians who run the railroads let them? Until it breaks down? Can a Minister of Transport like Skuodis see it? Dulkys, compared to President Nausėda's scumbag Skuodis, is in space in a good way. Sad huh.

 

There was a shortage of police officers even up to Minister Bilotaitė. But now Vilnius lacks 400 of them. In Panevėžys county - over 150. In the Panevėžis town and district, two do the work of three policemen. There is no third. A total of 1,500 police officers are missing.

 

In Vilnius, the police have 30-40 priority (sic!) pre-trial investigations each. With administrative cases, complaints - up to 150. What does this mean for citizens? The fact that the state no longer performs the sacred police functions assigned to it.

 

There is a shortage of 400 border guards in the State Border Guard Service. Only after the migrants started to rush from Belarus did it become clear that most of the border guards do not have weapons that meet NATO requirements, they do not even get paper for formalizing documents, money for flashlights, other tools necessary for finding the hiding places of contraband goods, they work with outdated computers.

 

100 people are missing in the territorial customs office of Vilnius. There are 270 missing in the country. The rest work for everyone. Salary - better not to say. "Maxima" cashiers would not work for that much even if they were tortured by inquisitors. Workload - God help. But these are just the frames of the picture. Hundreds of customs officers travel a hundred kilometers or more to work. Thirteen packages of EU sanctions against Russia are the second workload for the customs officer compared to the pre-war years.

 

When will the customs, which is the responsibility of Finance Minister Skaistė, arrive? In the Department of Prisons, there is an even greater lack of people. Kaunas district court was missing 20 judges. The country lacks a tenth of judges and 150 assistant judges, of which 94 are in Vilnius. There are no people willing to work as assistant judges and secretaries of hearings. The work of the courts is at a standstill.

 

In September, there was a shortage of 600 teachers. In Vilnius, some poor mathematicians make a second round of gymnasiums. There is nothing to choose from. There are only 420 chemists and 555 physicists in the country, and even those are no longer young people.

 

Everywhere you look, there is a run down coat. It is not only the current Government that is responsible for it. And former ones. And the welfare president Nausėda - especially. How to create a welfare state without thousands of missing officials, teachers, doctors and nurses?

 

The state will soon no longer be able to perform the functions for which it was created. Management is outdated, permeated with nepotism. No reforms, no money.

 

With reforms in Lithuania since March 11, problems. Either imitation or one step forward, two steps back. However, what can be said about the necessary financing of functions, if the Ministry of Finance does not even love its own customs officers?

 

What do Mrs. Skaistė and the chairman of the Seimas Budget and Finance Committee Lingė care about when campaigning for the introduction of real estate tax? Do they say that it is necessary for policemen, border guards, nurses, to support their customs?

 

No. The Conservatoire sings in chorus that Brussels needs this, because the Minister of Finance made an agreement with Brussels under the table. Find a greater absurdity than this.

 

When will you start talking to people that public services are expensive, we can be left without police and medicine? Maybe when the Minister of Health stops blaming the doctors for the long queues at the doctors? Which, of course, we will not get either in the next or over the next term. In the face of this kind of conflict that is going on in Europe, we get only fog from the Cabinet of Ministers and the State Defense Council headed by the President about national defense against Russia.

The fifth article of NATO put that helmet on them, they think that the Americans will solve everything. This is an illusion, because if there are no Lithuanians on the border of Belarus, there will be no Americans either, Americans alone will not die for Lithuania."

 

Doing nothing is the easiest. The words of the defender of Ukraine are not only about national defense. About any state function. For politicians, the demonstration process has long become more important than the result. In the numerator - a public relations image, in the denominator - a worn state coat."

 


Kodėl mums reikia nusipirkti, pigių dronų laikais lengvai sunaikinamų, 50 tankų, kuriuos tiek rusai, tiek ukrainiečiai slepia arba naudoja, kaip pabūklus


Nes valstybę Lietuvoje mes nesukūrėme. Vadovaujami muziko Vytauto Landsbergio, sukūrėme spektaklį, kad apgautume patys save. 

 

"Sukako treji metai, kai trys partijos pasirašė koalicijos sutartį. Ta proga tautai lyg ir turėtų būti pateiktas sąrašas liberalių reformų bei datos, kada jos subrandins sultingų apelsinų ir papajų. Tik nėra ką pateikti. Prieš pat stuktelint metinėms trečdalis konservatorių ir liberalų balsavo prieš Vyriausybės pateiktą įstatymo projektą ir pravertė jį.

Vargo vakarienė. Bet jei matuotume vakarietiškos politikos taisyklėmis, tai – atsisveikinimo mišios su velioniu ministrų kabinetu.

Simboliška, kad sveikatos ministras Dulkys, matyt, pamiršęs trečiąsias metines (pats taigi derybose dėl koalicijos nedalyvavo, nes valdžios partijoms nepriklauso), davė pilną atodūsių interviu, kad su slaugytojomis – visiškos šakės.

Dulkys interviu pažada kreiptis į gydymo įstaigų vadovus, kad tie nevidonai algas slaugytojoms padidintų.

Kokioj stebuklinėj pasakoj trejus metus gyveno ministras? Prieš akis dar metai su uodega, o ministras jau susinešiojęs. Pats save sunešiojo. Kad neišsiskirtų sunešiotos sistemos fone?

Tarp gydymo įstaigų vadovų yra tikrų nevidonų, bet įsivaizduoti, kad jie vaikšto su pilnais eurų maišais ir piktybiškai nekelia slaugytojoms algų, reiktų būti gavus basliu per galvą. Gydymo įstaigos – valstybinės. Kiek valstybė duoda algoms, tiek jos išleidžia. Dar ponas ministeris tarp eilučių sako, kad kalti gali būti per geri daktarų uždarbiai: „Gydytojai specialistai patenka į penketuką geriausiai apmokamų profesijų.“



Kokioj stebuklinėj pasakoj trejus metus gyveno ministras? Prieš akis dar metai su uodega, o ministras jau susinešiojęs. Pats save sunešiojo. Kad neišsiskirtų sunešiotos sistemos fone?

Slaugytojų trūko ir iki Dulkio. Kaip ir gydytojų. Dulkys gavo sunešiotą sistemos gyvosios jėgos paltą. Bet buvo pakviestas, kad slaugytojų nebetrūktų, na, bent jau trūktų mažiau. Ką turim?

Dulkys pabandė išversti sunešiotą paltą į kitą pusę. Pusę palto išvertė – atgaivino po nepriklausomybės panaikintus ligoninių ir poliklinikų kolchozus. Kita pusė liko panešiota. Bet čia ne paltas susinešiojo. Valstybės sistema. Tik kas trečia medicinos kolegiją baigusi slaugytoja dirba gydymo įstaigose. Kitos dvi emigruoja. Į užsienį ar kitą darbą.

Lietuvos geležinkelis, kaip kažkada rašė XIX a. prancūzų ekonomistas F.Bastiat, virsta antigeležinkeliu.

Blogiausia, kad objektyviai net nėra įvertinta, kiek slaugytojų trūksta realiai. Matuojant ne de facto, o europiniais krūviais. Slaugytojų trūksta labiau nei skelbiama.

Viena vertus, todėl, kad Lietuvos gydytojai, plg. su Vokietijos, Norvegijos etc., daro daug slaugytojų darbo. Tai didina jų išsekimą ir tolina pacientą nuo gydytojo. Daktarų irgi trūksta. Irgi dar labiau nei iki Dulkio. Sistema iš inercijos dar sukasi, daugiausia medikų sveikatos sąskaita.

Respublikinei Šiaulių ligoninei prieš kelis mėnesius trūko 72 gydytojų. O kiek trūktų, jei gydytojai dirbtų tik vienu etatu? O jei dar visi pensinio amžiaus daktarai rytoj nebedirbtų? Kai kuriose ligoninėse tokių – daugiau nei pusė.

STRATA, o tai pačios Vyriausybės strateginės analizės centras, nurodo, kad po šešerių metų šalyje trūks 3 163 slaugytojos ir 848 daktarų.

Ar tik Dulkys trejus metus gyveno kosmose? Tikrai ne. Skaitom apie tiltus, kelius, o ypač gelžkelius. Išvažiavęs iš Vilniaus ryte traukiniu į Klaipėdą vakare dar gali būti kur nors ties Šiauliais ar Plunge. Pasenę bėgiai, neveikiantys stabdžiai, ant bėgių krentantys stulpai.

Lietuvos geležinkelis, kaip kažkada rašė XIX a. prancūzų ekonomistas F.Bastiat, virsta antigeležinkeliu.

Pasirodo, valstybinė įmonė „Lietuvos geležinkeliai“ ardo vienus lokomotyvus ir elektrovežius, kad sutaisytų kitus. Kaip kokia Rusija. Bet Rusiją smaugia ES ir JAV sankcijos, ji negauna detalių. Kokios sankcijos smaugia „Lietuvos geležinkelius“? Kodėl jie ardo traukinius, užuot nupirkę detalių?

Todėl kad naujo tipo vadybininkai sufeilino priežiūros ir remonto sistemą. Detales reikia užsakyti ne tada, kai kas sugenda, o iš anksto. Reikia planuoti. Tie vyrukai planuoti nemoka, jie moka tik gražiai pasirodyti. Todėl ir varo rusiškai – ardo vieną brangią įrangą, kad važiuotų kita.

Lietuva praktiškai neturi oro gynybos, neturi tiek dronų, kiek sufleruoja karo patirtis, nėra pasienio įtvirtinimų, šalis neturi nė vieno naikintuvo, bet jie užsikepė žūtbūt nusipirkti 50 tankų. Ginklų, kuriuos tiek rusai, tiek ukrainiečiai slepia arba naudoja kaip pabūklus.


Ardys gelžkelius tol, kol leis gelžkelį valdantys politikai. Kol suardys. Ar gali tai pamatyti toks susisiekimo ministras kaip Skuodis? Dulkys, palyginti su prezidento Nausėdos prakištuku Skuodžiu, yra kosmose gerąja prasme. Liūdnas cha.

Policininkų trūko ir iki ministrės Bilotaitės. Bet dabar Vilniuje jų trūksta 400. Panevėžio apskrityje – per 150. Panevėžyje ir rajone trijų policininkų darbą daro du. Trečdalio nėra. Iš viso trūksta trūksta 1 500 policininkų.

Vilniuje policininkai turi po 30-40 prioritetinių (sic!) ikiteisminių tyrimų. Su administracinėm bylom, skundais – iki 150. Ką tai reiškia piliečiams? Tai, kad valstybė nebevykdo jai priskirtų šventų policijos funkcijų.

Valstybės sienos apsaugos tarnyboje trūksta 400 pasieniečių. Tik migrantams pradėjus veržtis iš Baltarusijos paaiškėjo, kad dauguma pasieniečių neturi NATO reikalavimų atitinkančių ginklų, negauna net popieriaus dokumentams įforminti, pinigų žibintams, kitiems įrankiams, būtiniems ieškant kontrabandinių prekių slėptuvių, dirba pasenusiais kompiuteriais.

Vilniaus teritorinėje muitinėje trūksta 100 žmonių. Šalyje – 270. Likusieji dirba už visus. Alga – geriau nesakyti. „Maxima“ kasininkės už tiek net kankinamos inkvizitorių nedirbtų. Darbo krūvis – Dievuli, padėk. Bet tai tik paveikslo rėmai. Šimtai muitininkų į darbą važiuoja šimtą kilometrų ir daugiau. Trylika ES sankcijų Rusijai paketų – antras darbo krūvis muitininkui, palyginti su ikikariniais metais.

Kada susinešios muitinė, už kurią atsakinga finansų ministrė Skaistė? Kalėjimų departamente – dar didesnis žmonių stygius. Kauno apylinkės teisme trūko 20 teisėjų. Šalyje trūksta dešimtadalio teisėjų ir 150 teisėjų padėjėjų, iš jų 94 – Vilniuje. Norinčiųjų dirbti teisėjų padėjėjais ir posėdžių sekretoriais nėra. Teismų darbas stringa.

Rugsėjį trūko 600 mokytojų. Vilniuje kai kurie nevykę matematikai suka antrą ratą per gimnazijas. Rinktis nėra iš ko. Šalyje tik 420 chemikų ir 555 fizikų, o ir tie – nebe jaunuoliai.

Kur pažvelgsi, ten sunešiotas paltas. Už jį atsakinga ne tik dabartinė Vyriausybė. Ir buvusios. O gerovės prezidentas Nausėda – ypač. Kaip kurti gerovės valstybę be tūkstančių trūkstamų pareigūnų, mokytojų, gydytojų ir slaugytojų?

Valstybė greitai nebegalės atlikti funkcijų, kurioms ji sukurta. Valdymas pasenęs, persmelktas nepotizmo. Anei reformų, anei pinigų.

Su reformomis Lietuvoje nuo pat Kovo 11-osios striuka. Arba imitacija, arba žingsnis pirmyn, du atgal. Tačiau ką sakyti apie būtiną funkcijų finansavimą, jei Finansų ministerija net savo pačios muitininkų nemyli?

Ką urbi et orbi paisto ponia Skaistė ir Seimo Biudžeto ir finansų komiteto pirmininkas Lingė, agituodami už nekilnojamojo turto mokesčio įvedimą? Ar sako, kad jo reikia policininkams, pasieniečiams, slaugytojoms, savai muitinei išlaikyti?

Ne. Konservatorija choru gieda, kad to reikia Briuseliui, nes finansų ministrė taip su Briuseliu po stalu susitarusi. Raskite didesnį absurdą už šį.

Kada pradėsit kalbėti su žmonėmis, kad valstybės paslaugos kainuoja, galim likti be policijos ir medicinos? Gal tada, kai dėl ilgų eilių pas gydytojus sveikatos ministras nustos kaltinti gydytojus? Ko, žinoma, nesulauksim nei kitą, nei dar kitą kadenciją. 

Šitokio karo, koks vyksta Europoje, akivaizdoje iš ministrų kabineto ir prezidento vadovaujamos Valstybės gynybos tarybos sulaukiam tik miglos apie krašto apsaugą nuo Rusijos.

Lietuva praktiškai neturi oro gynybos, neturi tiek dronų, kiek sufleruoja karo patirtis, nėra pasienio įtvirtinimų, šalis neturi nė vieno naikintuvo, bet jie užsikepė žūtbūt nusipirkti 50 tankų. Kuriuos tiek rusai, tiek ukrainiečiai kare slepia arba naudoja kaip pabūklus.

„Kiek Lietuvos karininkų žino, kas yra „ПМН-3“, „ПМН-4“, „МЗУ“, „M/97“, „МЛ-7“… Kas iš jų gali pasakyti, kaip šita inžinerinė amunicija naudojama Ukrainoje? – klausia Ukrainos savanoris išminuotojas R.Armaitis. – Aš abejoju, kad Lietuvos kariuomenėje atsiras nors vienas karininkas, kuris sugebėtų aprašyti rusų minų laukų struktūrą. Kaip rusai daro šlagbaumus? Kaip užminuoja pastatus? Paliekamus apkasus? Kokius naudoja spąstus? Kodėl ukrainiečiai praranda tiek technikos puldami?“

Kitas Ukrainą ginantis savanoris A.Kumpis taip pat negaili karčių žodžių generolams: „Lietuvos karinei vadovybei aš esu nematomas žmogus. Jie atsitvėrė siena, mūsų ten nėra. Jiems gerai taip, kaip yra, o nedaryti nieko yra lengviausia. Važiuodamas dviračiu užsimauni šalmą ir manai, kad esi neužmušamas. Penktas NATO straipsnis jiems užmovė tą šalmą, jie mano, kad amerikiečiai viską išspręs. Tai iliuzija, nes jei Baltarusijos pasienyje nebus lietuvių, ten nebus ir amerikiečių, vieni amerikiečiai neis mirti už Lietuvą.“

Nedaryti nieko yra lengviausia. Ukrainos gynėjo žodžiai – ne tik apie krašto gynybą. Apie bet kurią valstybės funkciją. Politikams parodomasis procesas seniai tapo svarbesniu už rezultatą. Skaitiklyje – viešųjų ryšių vaizdelis, vardiklyje – sunešiotas valstybės paltas."


Vokiečių dviguba bėda

„Vokietija išgyvena struktūrinę ekonominę krizę ir kenčia nuo netinkamai valdomos socialinės politikos. Vien tik ištverti biudžeto deficitą – to neužtenka.

 

Jei daugėja bedarbių, didėja ir socialinės išlaidos – tai neišvengiamai drasko skyles valstybės ižde. Planuojant biudžetą, tai visada erzina. Tačiau yra skirtumų: jei ekonomikos nuosmukis padidina nedarbą, vis tiek pageidautina didinti socialines išlaidas – kaip vartotojų paklausos stabilizatorių.

 

Tačiau jei ekonomiką ištinka struktūrinė krizė, neužtenka vien išgyventi staigias skyles socialiniame biudžete. Tuomet reikia į pasiūlą orientuotos ekonominės politikos, kuri stiprina įmones, taigi ir augimo jėgas. Ir jei netikėtai išaugs išlaidos dėl netinkamo valdymo dėl neapgalvotų socialinės politikos įstatymų pakeitimų, tada padės tik socialinės politikos kurso korekcija.

 

Dabar iš tikrųjų yra taip, kad išlaidos piliečių pinigams netikėtai viršija biudžeto sąmatas. Taigi, kaip su tuo turėtų elgtis valdančioji, taip vadinama, šviesoforo koalicija? Deja, yra per daug įrodymų, leidžiančių manyti, kad Vokietija ilgą laiką buvo įklimpusi į dvigubą struktūrinės krizės ir klaidingos socialinės politikos bėdą." [1]

German Double Misery.

"Germany is in a structural economic crisis and suffers from mismanaged social policy. Simply enduring budget deficits - that's not enough.

 

If the number of unemployed increases, then social spending increases - which inevitably tears holes in public coffers. This is always annoying when it comes to budget planning. But there are differences: If an economic downturn increases unemployment, an increase in social spending is still desirable - as a stabilizer of consumer demand.

 

However, if the economy is heading into a structural crisis, then simply enduring sudden holes in the social budget is not enough. Then we need a supply-oriented economic policy that strengthens companies and thus growth forces. And if an unexpected increase in spending results from mismanagement as a result of ill-conceived social policy changes in the law, then only a social policy course correction will help.

 

It is now actually the case that the expenditure on citizens' money is unexpectedly exceeding the budget estimates. So how should the ruling so called "traffic light" coalition deal with this? Unfortunately, there is all too much evidence to suggest that Germany has long been mired in a double misery of structural crisis and misguided social policy." [1]
