The plan provides for an amnesty for all war crimes:
"And this is an even broader concept than just crimes committed by Russian
soldiers."

According to the source, Ukrainian President Volodymyr
Zelensky is expected to meet with US generals on Thursday afternoon.
The interlocutor assured that, based on available
information, the main topic of the conversation will be pressure on the
Ukrainian president to agree to the provisions set out in the plan.
“Later, this will probably be discussed with the Russians,”
the interlocutor said.
A delegation of Pentagon generals, led by U.S. Secretary of
the Army Daniel Driscoll, arrived in Kyiv on Wednesday. Zelensky’s aide, Dmytro
Lytvyn, told reporters that the Ukrainian leader planned to meet with them. The
delegation had already met with Ukrainian Defense Minister Denys Shmyhal on
Wednesday night.
U.S. generals have been rare visitors to Ukraine since Trump
returned to power in January.
U.S. media reported that Washington and Moscow were secretly
drafting a plan to end the nearly four-year conflict.
A Ukrainian source familiar with the draft proposals told
AFP that the plan would require Kyiv to give up territory and more than halve
the size of its military, which would essentially amount to capitulation.
The Kremlin said it had nothing to say about the reports.
Washington and Kyiv have not commented publicly on the proposals.
Speculation roils Washington and European capitals
Washington and European capitals were rocked on Wednesday by
speculation about a purported US-Russian peace plan that would give Moscow full
control of eastern Donbas and force Ukraine to halve its military. But
politicians on both sides of the Atlantic are trying to distance themselves
from it and are refusing to confirm whether anything like the proposal even
exists, the Ukrainian news portal Kyiv Post reports.
Late Wednesday, US news portal NBC News reported that,
according to an unnamed senior US administration official, Donald Trump had
already approved the peace plan that has attracted much media attention this week,
but did not elaborate on its points.
According to the Kyiv Post, another senior U.S. official,
speaking off the record, dismissed the plan as a “maximalist Kremlin fantasy” —
a wish list that Washington believes Moscow is using to test the patience of
Western politicians and diplomats.
Other Trump administration officials contacted by the Kyiv
Post on Wednesday remained diplomatically silent, refusing to confirm or deny
that such a plan had ever been prepared, let alone disseminated.
In Europe, the Kyiv Post reported, skepticism has turned to
outright contempt.
Several Western diplomats described the rumor as another
attempt by Moscow to create the illusion that it was moving toward a deal that
Kyiv would never accept and the West would never support.
The mood in Brussels, Berlin and Paris, according to the
Kyiv Post, was more like irritation than concern, with diplomats calling all
these rumors “a familiar Russian trick.”
White House tries to calm passions
The White House, according to the Kyiv Post, has been trying
to calm passions without closing the door to diplomatic maneuvers.
Asked whether the US presidential administration was
considering or preparing a peace plan for Donbas, Deputy Chief of Staff Stephen
Miller spoke cautiously, saying that there was “no news or announcement” he
could share. However, he also reiterated that ensuring “peace in Europe”
remains the main US priority.
US Secretary of State Marco Rubio spoke not about any plan,
but about the process.
In a late-night tweet on social media, he said that ending a
conflict of this magnitude “requires a thorough discussion of serious and
realistic ideas.” This formulation, according to the Kyiv Post, is intended to
justify the generation of ideas without acknowledging whether a concrete
proposal exists.
Experienced US diplomat Daniel Fried called such words of
the Secretary of State an attempt at damage control. According to him, Rubio’s
speech was more like a retreat than a preparation to present an already
prepared negotiation plan.
Moscow’s shadow?
European diplomats, according to the Kyiv Post, claim that
in all this confusion they immediately recognized the trace of Kremlin figure
Kirill Dmitriev.
They note that rumors about the peace plan have a familiar
structure: a proposal created by Russia, which is “washed” through the Western
media and individuals from Trump’s entourage. In this case, the presidential
envoy, former real estate magnate Steve Witkoff, has tried unsuccessfully
several times to formulate the main points of the peace plan.
European diplomats told the Kyiv Post that
the current version looks like “another Witkoff and Dmitriev creation” designed
to create the impression of negotiations, although no negotiations are actually
taking place."
