One More Antiestablishment Candidate Shakes Up Romania Election


"BUCHAREST -- Romania's decision last year to annul a vote won by a nationalist candidate over suspected Russian interference has drawn sharp criticism from the Trump administration.

Now, a new antiestablishment candidate is leading in the first round of an election rerun Sunday, posing a challenge to the governing parties in the North Atlantic Treaty Organization member.

George Simion has cast himself as the successor to Calin Georgescu, the previous winner who has been barred from running. The 38-year-old Simion has praised President Trump and called for unification with neighboring Moldova. Both Ukraine and Moldova have barred Simion from visiting.

Simion's success in the first round of voting on Sunday, leading in exit polls, adds to fears in the West that Romania's response to alleged election interference by Russia has served only to further stoke instability in a country that hosts two NATO bases, thousands of U.S. troops and an American missile-defense shield.

Simion won around 30% in the exit polls, well ahead of the rest of the field. With more votes from abroad still being counted, second place was still unclear. Simion and the second-place candidate will compete in a second round on May 18.

In the previous first-round election in November, Georgescu came out of nowhere to win. Romanian authorities overturned the result, saying Russia had likely orchestrated a TikTok campaign backing the candidate. They later barred Georgescu from running in the May 2025 elections.

The Kremlin has called accusations that it was behind the TikTok campaign "absolute stupidity" and said that any election without Georgescu is illegitimate.

Vice President JD Vance criticized the decision by Romania's election authorities in a February speech in Munich, in which he took aim at European countries for not upholding democratic values.

For years, Romania was regarded as a reliable NATO partner and a bulwark against populist parties that emerged in Poland, Hungary and Slovakia. But annulling the election results and barring Georgescu from running appears to have backfired on Romania's political establishment.

The moves outraged many Romanians, who saw them as an attempt by the government to keep a monopoly on power. With Georgescu out, many are now backing Simion.

"They avoided direct Russian influence but created a situation that the Russians are after, which is undermining faith in democratic institutions," said Jacques Rupnik, an expert on Central and Eastern Europe and professor at the Paris Institute of Political Studies.

To make matters worse, some politicians have accused the ruling Social Democratic Party of aiding Simion's rise. They say the party, which rules in a coalition, encouraged members to vote for him in last year's election, so that he might defeat other centrist candidates in the first round of voting. The Social Democratic candidate would then handily beat Simion in the final round. A spokesman for the prime minister declined to comment on the allegation.

Clean-cut and camera-friendly, Simion's raven-haired image now dominates campaign posters all over the former communist country. He has brought a theatrical flare to the campaign trail, sometimes appearing at rallies in folk costumes.

He got his start in political activism advocating for the reunification of Romania and neighboring Moldova. The two were split by a pact between the Nazis and the Soviets in 1940.

"That pact still scars" Romania, Simion said in an email to The Wall Street Journal. "I demand dignity for Romanians beyond our borders."" [1]

Kodėl neverta tikėtis pusės milijardo iš vidaus laivybos Lietuvoje

 

 

"Žiniasklaidoje šiomis dienomis pasirodė ekonomisto Mariaus Dubnikovo pateikta bei pakomentuota „Grand View Research“ analitinio centro statistika, remiantis kuria, Europos pramoginės laivybos rinka iki 2030 metų turėtų pasiekti 27 mlrd. eurų pajamų lygį (kituose analitiniuose šaltiniuose šie skaičiai kiek mažesni). 2023 metais (vertinant dabartiniu euro ir JAV dolerio kursu) šios rinkos pajamos siekė daugiau kaip 15 mlrd. eurų. Suma atrodo išties didelė, tačiau ką šie skaičiai sako iš tiesų ir ar tikrai galime juos ekstrapoliuoti Lietuvos vidaus vandens kelių laivybos potencialui vertinti?

Kodėl skaičius svarbu vertinti atsakingai, arba kaip klaidinama visuomenė

Reikia paminėti, kad „Grand View Research“ duomenys yra bendro pobūdžio ir pasirodžiusioje informacijoje detaliau neskaidoma, kokio tipo pramoginė laivyba generuoja tokias pajamas, ar į pateiktą statistiką (skaičius) įtraukta pramoginė laivyba tik vidaus vandens keliuose, ar ir jūros priekrantėje generuojamos pajamos, kokio segmento laivyba (būriavimas (jachtos) ir prabangių „luxury“ klasės laivų statyba bei aptarnavimas, žvejybos, vandens sporto segmentai, žemos, vidutinės ar aukštos vertės laivų statyba ir kiti klausimai) generuoja didžiausias pajamas, kokiose konkrečiai Europos šalyse skaičiai yra didžiausi ir, galų gale, kodėl?

Taip pat atskirai reikėtų paminėti, kad statistiniai duomenys „Grand view Research“ portale imti iš jūrų transporto statistikos skilties (šis momentas svarbus).

Kitas šaltinis – rinkų tyrimo kompanija „Mordor Intelligence“ pateikia panašius į „Grand View Research“ skaičius. Tačiau čia duomenys paaiškinti kiek detaliau ir tai yra itin svarbu siekiant suprasti esamą situaciją ir tų „mistinių“ 500 mln. sugeneravimo mūsų šalies upių sąskaita potencialą.

Taigi keli itin svarbūs šios temos aspektai

Europos laivybos rinką bendrąja prasme sudaro 32 tūkst. įmonių, kurios užsiima laivų, jų dalių gamyba, aptarnavimu, su laivyba susijusioms paslaugoms. Vyrauja smulkiosios ir vidutinės įmonės, tačiau pramoginės laivybos lyderiai ir flagmanai, generuojantys didžiausias pajamas Europoje, yra įmonės, orientuotos į „luxury“ klasės segmento laivų statybą bei paslaugas, susietas su šiuo segmentu (nuoma, aptarnavimas ir kt.). Jų yra ne tiek daug, tačiau, kaip ir minėta, jos generuoja didelį pelną. Tarp tokių įmonių paminėtinos „Azimut-Benetti Group“ (superjachtų ir prabangių kitų tipų pramoginių laivų statytojai iš Italijos), „Sunseeker“ (Britų prabangių „luxury“ klasės jachtų ir kito tipo prabangių pramoginių laivų statytojai / gamintojai), „Ferreti Group“ (tarptautinė prabangių „luxury“ klasės pramoginių laivų statytojų / gamintojų įmonė), „Feadship“ (danų prabangių „luxury“ klasės jachtų statytojai).

Minimi „luxury“, arba prabangaus segmento, laivai įprastai apima dideles ir prabangias jachtas bei didelius prabangius pramoginius laivus, kuriamus pagal individualius klientų užsakymus ir atsižvelgiant į jų poreikius. Toks pramoginės laivybos segmentas labiausiai išplėtotas jūrų priekrantės ir didelių stovinčio vandens telkinių (labai didelių ežerų, lagūnų ir pan.) akvatorijose. Europoje tai yra Viduržemio jūros regionas, Atlanto vandenyno pakrantės juosta, kai kurie kiti vandens telkiniai ar jų dalys, tačiau niekaip ne vidaus vandens keliai. Su upių laivyba, juolab Nevėžio (Nevėžis irgi yra valstybės reikšmės vandens kelias) ar Neries dydžio upių analogais, šis segmentas neturi nieko bendro.

Šią išvadą taip pat puikiai iliustruoja ir statistiniai duomenys, pateikiami pagal šalis (Prancūzija – 3,49 mlrd., Italija – 2,95 mlrd., Vokietija – 1,44 mlrd., Didžioji Britanija – 1,88 mlrd., Ispanija – 1 mlrd. eurų). Europoje lyderiauja šalys, turinčios ilgą jūros pakrantės juostą ir išvystytą uostų bei priekrantės laivybos infrastruktūrą: Prancūzija (vandens turizmo), Italija, Vokietija, Ispanija, Didžioji Britanija.

Analizuojant esamą situaciją dar giliau aiškėja, kad pramoginės laivybos potencialas tiesiogiai siejasi su jūrine / priekrantės (angl. maritime) laivyba (tai pateikiama ir „Mordor Intelligence“ šaltinyje) bei giliomis jūrinio paveldo tradicijomis (kaip tą iliustruojantis pavyzdys pateikiama Italija).

Kodėl pateikti Lietuvos upių (vidaus vandens kelių) ekonominio potencialo skaičiai yra klaidingi ir neatitinka realybės

Kaip atsirado 500 mln. pajamų per metus, kuriuos generuotų laivyba upėse? Pabandykime dekonstruoti turimą situaciją.

Ekonomistas Marius Dubnikovas paima Europoje pramoginės laivybos generuojamas pajamas ir padalija jas iš Europos vidaus vandens kelių ilgio. Taip gaunama 500 tūkst. eurų kasmet iš vieno kilometro vandens kelio atkarpos. Logiška? Nelabai. Tą perteikia ir pirmiau pateikta informacija bei faktas, kad pramoginės laivybos pajamos generuojamos daugiausia iš laivybos jūrų priekrantės zonoje (Viduržemio ir Atlanto pakrantės regionai), o didžiausias pajamas generuoja būtent prabangios „luxury“ klasės jachtos ir laivai bei šalys, turinčios ilgas laivybos tradicijas bei gerai išvystytą priekrantės infrastruktūrą. Tokios klasės laivams, beje, įplaukti į mūsų vidaus vandens kelius (net ir Nemuno žemupį) sąlygų, įskaitant gylį, šiuo metu tiesiog nėra (dar derėtų pridėti, kad nėra ir kur švartuotis, kur atlikti aptarnavimo darbus ir t. t.).

Iš kitos pusės, tokios pramoginės laivybos vystymas Nemuno žemupyje, Kuršių mariose, galų gale, Baltijos jūroje ir jos priekrantėje, matyt, tikrai būtų realus, nors ir reikalaujantis didelių investicijų.

Kas dažnai nutylima

Esama situacija rodo, kad pramoginė laivyba priekrantėje generuoja nemažas pajamas, tačiau tam turi būti išpildyta eibė sąlygų, kurių pagrindinė – tinkama infrastruktūra (uostai, prieplaukos, aptarnavimo centrai ir kt.). Kokybiškai infrastruktūrai įrengti reikalingos didelės investicijos, šioje vietoje ekonomistai galėtų paskaičiuoti, kokio dydžio bei kiek dešimčių ar šimtų milijonų reikėtų infrastruktūrai įrengti ir jai palaikyti.

Kiek iš tiesų tuomet generuoja pramoginė laivyba vidaus vandens keliais?

Teisybės dėlei, reikėtų paminėti, kad laivyba vidaus vandens keliais Europoje generuoja pajamas (tokio tipo laivyba yra tam tikra prasme populiari nuo seno rezervuarais sureguliuotų upių ir kanalų tinklą turinčiose šalyse, pavyzdžiui Didžiojoje Britanijoje, Nyderlandų Karalystėje ir pan.). Tačiau pajamų dydžio iš pateiktų šaltinių tiksliai nustatyti galimybės nėra. Teigti, kad tai yra apčiuopiamos pajamos, yra neracionalu ir subjektyvu. Aišku tik tai, kad pramoginė laivyba priekrantėje ir Europos jūrinėje zonoje yra gerokai pelningesnė (būtent dėl to, matyt, atskirai laivybos vidaus vandens keliuose, konkrečiai – upėse, segmentas nėra išskiriamas) ir dominuoja pramoginės laivybos rinkoje per generuojamų pajamų prizmę.

Kaip dėl nepamatuotų ekonominių interesų ignoruojamos mokslininkų išvados ir argumentai

Dėl laivybos plėtojimo grėsmių ir neigiamų (neatkuriamų) pasekmių Lietuvos upėms (Neries ir Nemuno vidurupio atvejai), taip pat tokios veiklos neracionalumo klimato kaitos ir mažėjančio upių nuotėkio sąlygų kontekste aiškiai pasisakė bei viešas savo pozicijas pareiškė didžiausi ir aukščiausią autoritetą turintys mokslo tyrimų centrai bei mokslo institucijos (ne atskiri mokslininkai, o ištisos mokslininkų bendruomenės). Už Neries ir Nemuno vidurupio išbraukimą iš vandens kelių sąrašo vienareikšmiškai pasisakė Vilniaus universiteto Chemijos ir geomokslų fakulteto bei Gyvybės mokslų centro mokslininkų bendruomenės. Aiškią neigiamą poziciją pateikė ir Lietuvos gamtos tyrimų centras. Apie neigiamas laivybos pasekmes gilinant upes (ir tik už laivybą plokščiadugnėmis priemonėmis) bei būtinybę išsaugoti upių ekosistemas nepakeistas viešai išplatintoje rezoliucijoje nuomonę pateikė ir Lietuvos mokslų akademija (Lietuvos mokslo elitą vienijanti įstaiga).

Pabaigai, retorinis klausimas: kodėl bandomoje kurti gerovės valstybėje nėra įsiklausoma ir atvirai ignoruojama aukščiausių bei didžiausią prestižą turinčių mokslo institucijų nuomonė bei kodėl egoistiniai netvarūs mažos grupės atstovų interesai stumiami neatsižvelgiant į didžiosios visuomenės dalies poreikius bei šalies nacionalinius ir Europinio lygmens aplinkosauginius įsipareigojimus?"

Kokią vietą reikia užminuoti, kad Lietuvoje galų gale atsirastų žadėta gerovė? Kiek tos minos kainuoja?


Trademarks are not just about words and symbols


"Today, businesses no longer need to be reminded that when they have a business idea, it is advisable to register a trademark first, even before releasing it into the world - the sooner, the better. However, it is forgotten that trademarks are not just about words and symbols.

 

Colors, sounds, even movements can be equivalent trademarks today, like traditional logos or names - they form our subconscious associations with the origin and quality of goods.

 

On the other hand, the question may naturally arise - is it really possible to prohibit third parties from using, for example, "your" color in business? When is red more than just red, and green and white - not just a combination of colors? And most importantly - what does this mean for business and consumers?

 

Trademarks can indeed be of the most diverse types - spatial, sound, motion, as well as color, etc.

 

One of the main conditions for their registration is the ability of the mark to distinguish the goods and services of one business from the goods and services of another.

 

There are cases when some companies try to imitate the distinctive features of others, but do not do so through the name or logo. In this way, imitation can be difficult to detect, since it manifests itself in non-obvious and, most likely, pre-planned actions.

 

For example, a competitor's marketing communication uses color motifs, certain design solutions, shapes, and maybe even sounds that are established in one company, which the consumer, without even realizing it, associates with the goods and services of another brand and their qualitative characteristics. Stopping such actions by a competitor can be difficult, especially if proper protection is not taken care of in advance.

 

In Lithuania, it is still rare for a business to register its trademark as a color or a combination of colors. Having obtained such a registration, a business could essentially prohibit others from using the protected (or similar) color in commercial activities.

 

It is really difficult to register such trademarks, as statistics show. Today, in the trademark database of the Republic of Lithuania, you will find only three successfully registered color marks, among which is the combination of green and white colors of Kaunas “Žalgiris”. More than one business has tried to gain a monopoly on a certain color, but a large part of them have failed.

 

However, a few days ago, the Appellate Division of the State Patent Bureau, more than a year after the application was filed, finally granted the appeal of AS EESTI POST, operating in Lithuania through its subsidiary UAB “Omniva LT”, and agreed to register the combination of orange and white colors. The company also managed to register another color mark – the color orange itself, separately from the orange and white combination.

 

The marks are registered for such goods as metal parcel boxes, parcel machines, as well as for marking postal, courier and related services. Therefore, it will be much more difficult to see parcel machines “painted” in orange or orange and white in Lithuania that are not related to “Omniva”.

 

Usually considered to be non-distinctive

 

Courts have traditionally held that colours, by their very nature, are not very capable of providing precise information. This is especially true given that they are commonly and widely used in the advertising and trade of goods and services due to their attractiveness. Therefore, except in exceptional circumstances, colours are usually considered to be non-distinctive. It is extremely rare that when you see a certain colour you will immediately associate it with a specific commercial entity.

 

However, it is recognised that colours can acquire distinctive character when they are used intensively, and businesses can prove that the consumer associates this colour with their goods and services. One of the most prominent examples known internationally is Milka chocolate. If you see a light purple colour in the chocolate section, you probably won’t feel the need to read the name to understand what kind of chocolate it is. In Lithuania, Omniva has now demonstrated such recognisability.

 

In the future, more registrations of colour and other rarer trademarks can be expected in Lithuania, as successful examples are gradually emerging. Therefore, businesses that want to stand out from their competitors should take a broader look at the possibilities of trademark protection.

 

It is possible that a distinctive color, a loud sound or even a video animation will eventually become one of the key success factors, helping to create loyalty and attractiveness in the market.
