Head of Milsa, which will build an explosives factory: it is harmful to wait 12-14 months for land use change


The purpose should be changed within 12 hours and the factory should be allowed to be built near the glass house of Lithuanian President G. Nausėda. The cool tradition of the Lithuanian military complex to encroach on places intended for nature, such as the Kapčiamietis forests, would be continued. After all, Mr. Nausėda's house is in reality illegally built in the territory of the park [1]. In the event of a long-term peace, this would compensate for the problem of cancelled funding. We could take the bosses of the Western military complex hunting, maybe something will break through here.

“Mantas Makulavičius, head of Milsa, a shareholder of Eksplosita, which won the competition for the production of anti-tank mines last year, but received a lawsuit for termination of the contract, says that the huge money allocated to the country's defense budget must be evaluated transparently and clearly. The company is awaiting approval from the authorities regarding the status of its future factory in Northern Lithuania.

 

Eksplosita, owned by Milsai and the Estonian explosives manufacturer Nitrotol, received a lawsuit from the Defense Resources Agency on January 23, seeking to terminate a €22.8 million tender for the production of anti-tank mines through judicial proceedings. The company is currently waiting for the court to assess the situation.

 

“On the one hand, throughout the second half of last year, we proved to the Defense Resources Agency that we have strong partners – an Estonian company that already produces this type of product in Estonia. We presented them with the project plan, implementation deadlines, and final production samples. They had various questions, and we answered them in principle. We won the tender, signed the contract. The same institution is now questioning the fact of our ability to continue implementing the contract,” M. Makulavičius said in the VŽ podcast. “On the other hand, since Lithuania has allocated significant funding to the defense sector, it must be as transparent and clear as possible. We certainly support any investigations and legal proceedings so that all questions are answered.”"

 

1. Formally, but not in reality, Gitanas Nausėda’s house in Pavilniai Regional Park is not considered illegal, because its construction was legalized by a final court decision. However, this object has been causing public debate and criticism for many years due to the exceptional conditions in the protected area.

 

Here are the main reasons why this house is in doubt:

 

Location in a protected area: The house is located in Pavilniai Regional Park, near the Pūčkoriai outcrop. According to general laws, new construction in such areas is strictly limited or prohibited in order to preserve the landscape.

 

Judicial legalization: The park administration initially refused to approve the design of the modern house, claiming that it contradicted the legislation on protected areas. However, after a long legal process, the court ordered the administration to approve the design, thus providing a legal basis for the construction.

 

Architectural controversy: Critics emphasize that the glass, modern architecture building does not fit into the environment of the historic Pūčkoriai Manor and the aesthetics of the regional park.

 

Public reaction: Due to this situation, the president has repeatedly been criticized for potentially abusing his status or applying “double standards”, when construction in reserves is practically impossible for ordinary citizens.

 

Although the house formally has all the necessary permits, it remains one of the most frequently cited examples in discussions about how legal loopholes or illegal court decisions allow construction in the most valuable natural areas of Lithuania.

 

The fight continues. And such is the youthful Lenin, and the young October in the heart of the communist G. Nausėda.
