Bolsonaro's Escape: Decoys, a Key Ally

“Less than 24 hours after losing Brazil's presidential election, Flavio Bolsonaro appeared to vanish into a convoy of four dark vans.

After pulling away from his home in Brasilia Monday evening, the vehicles drove in different directions, leaving journalists and authorities scrambling to determine which one carried Bolsonaro. By Tuesday afternoon, the former presidential candidate's allies were telling reporters Bolsonaro was in Florida.

As Brazilian and international outlets reported that Bolsonaro had left the country, he was still in Brazil, while a private jet waited for him across the border in Argentina. At 12:21 a.m. Wednesday, the Gulfstream G400 took off from Puerto Iguazu and whisked him to Ecuador and then Miami, where his entry was facilitated by Trump allies his family spent years cultivating.

The getaway -- which relied heavily on deception and decoys -- sparked a global guessing game that left even some of Bolsonaro's closest allies in Washington and Brazil in the dark about his whereabouts.

After Bolsonaro stepped off the plane in Miami on Wednesday morning wearing a navy polo shirt and a backpack, uniformed officers used umbrellas to shield him and his family from cameras. Their arrival followed an extraordinary effort by a small circle of influential Trump allies, senior U.S. officials and President Javier Milei of Argentina to help him fly to the U.S. and secure entry, despite a Brazilian court order barring him from leaving the country.

Referring to himself as the "leader of Brazil," Bolsonaro thanked President Trump for welcoming him to a "land of freedoms" and Milei for his "courage" and "sense of justice" in a statement Wednesday.

Trump personally approved admitting Bolsonaro and his family to the U.S. on Tuesday, while Secretary of State Marco Rubio moved to issue them visas, people familiar with the arrangements said. The family entered the country under humanitarian parole, which allows them to remain for one year, the people said.

The operation to whisk Bolsonaro out of Brazil to the U.S. took shape on Monday, as allies grew concerned that he could face arrest. Working with Flavio Bolsonaro's younger brother Eduardo, a small group including Trump adviser Jason Miller secured a charter jet to take him to Florida.

The Trump administration's decision to provide refuge to Bolsonaro marks the culmination of the family's yearslong lobbying campaign to enlist the U.S. president and his inner circle in its legal and political battles at home. It also underscores how the personal alliance between the two most powerful political families in the hemisphere has reshaped relations between the U.S. and Brazil, even as voters rejected Bolsonaro's bid to take power.

Now, what began as a domestic political and legal battle in Brazil is becoming a test of how far Trump is willing to wield U.S. power on behalf of a foreign political dynasty -- with potentially far-reaching consequences for the second-largest democracy in the hemisphere.

Bolsonaro's allies in Washington said they intend to help him set up a political operation in exile from the U.S. But with the U.S. midterm elections days away, the White House has given little indication that it intends to go beyond offering Bolsonaro refuge or that it will expend political capital challenging President Luiz Inacio Lula da Silva's re-election victory, despite pressure from allies in Washington, according to two people involved in the discussions.

"I think they're fine people," Trump said early Wednesday about the Bolsonaros, while describing the election as "very strange."

Da Silva's win in Sunday's runoff election against Bolsonaro was recognized by more than 50 countries, including Latin American leaders across the political spectrum. He defeated Bolsonaro by more than 4.4 million votes, a margin that international observers said left no doubt about the integrity of the country's electoral data. Trump, however, has so far refused to formally recognize da Silva's victory, suggesting without evidence that the results might have been rigged.

Bolsonaro has been facing a criminal probe for suspected money laundering and other financial crimes, which led Supreme Court Justice Alexandre de Moraes to bar him from leaving the country, which Bolsonaro said came seven minutes after his defeat.

After shaking off followers Tuesday, the conservative senator and his family headed to the Argentine border, hundreds of miles away. That night, at 10:50 p.m., Bolsonaro, his wife and their two daughters crossed the Tancredo Neves International Bridge into Puerto Iguazu, Argentina, near where the borders of Brazil, Argentina and Paraguay meet, Argentine authorities said.

While Brazilian authorities requested he hand over his passport, a former Argentine intelligence chief said that Bolsonaro entered Argentina using a national identity card, which is allowed among citizens of South America's Mercosur trade block.

After crossing the border, Bolsonaro's vehicle was escorted by Argentina's airport-security police to the immigration checkpoint at the Cataratas de Iguazu International Airport. The operation was being monitored from Puerto Iguazu by Santiago Caputo, a top Milei aide, according to the ex-intelligence chief. Caputo was in direct contact with Eduardo Bolsonaro to coordinate, a person involved in the operation said.

Milei is a close ally of both the Trump administration and the Bolsonaro family.

At the airport, a private jet owned by Baires Fly, a charter airline company in Argentina, was waiting for the Bolsonaros after the plane arrived from Buenos Aires a day earlier, according to flight tracking data. At 11:30 p.m., Bolsonaro boarded Gulfstream, flight LV-JQW, which flew to Guayaquil, Ecuador, to refuel on its way to the U.S.

An Argentine flight manifest reviewed by The Wall Street Journal lists Bolsonaro, traveling on an Italian passport, with his wife and two daughters. The flight departed shortly after midnight, with two pilots on board and a flight attendant.

The jet landed at the Miami-Opa Locka Executive Airport at about 9:30 a.m. Wednesday. As they left the airport, Bolsonaro and his family were rushed into a waiting SUV.

Bolsonaro's arrival in the U.S. marks the beginning of what could become a family tradition. In December 2022, his father, Jair Bolsonaro, who had just lost an election to da Silva, landed at Orlando International Airport. The elder Bolsonaro left Brazil after refusing to concede to da Silva, and wanted to avoid possible legal problems. He stayed for 89 days before returning to Brazil.” [1]

Pagalba gali jus stabdyti

Helping Can Hold You Back

“Sabina Nawaz offers sensible advice to managers caught in the "sole provider" trap ("Three Ways to Give Employees the Autonomy They Crave," Journal Report, Oct. 19). But this problem isn't exclusive to managers, and it poses risks that go well beyond employee disempowerment.

In more than 20 years of working with manufacturers, we've seen how businesses become dependent on a handful of go-to people, not just managers.

They include experienced operators who can solve any problem, supervisors who can get a struggling shift back on track, production assistants who can sort out the hairiest schedule, and more.

Everyone turns to go-to people because it is expedient, and that bent for speed undermines the total business capability.

Each time employees outsource a decision or solution, they reinforce a habit of reliance that, collectively, makes the organization increasingly dependent on a few individuals.

That creates real risks with predictable consequences: knowledge concentrated among too few people, decision-making bottlenecks, diminished bench strength, and an organization increasingly vulnerable to the absence or departure of a few individuals.

Telling managers to step back won't break the cycle of dependency the entire organization reinforces. Breaking that cycle requires a deliberate effort to develop and distribute capability throughout the business. Otherwise, today's expediency becomes tomorrow's constraint on performance and growth.

2. Pesticidai (aplinkos ir maisto likučiai)

Nors reguliavimo agentūros, tokios kaip JAV Maisto ir vaistų administracija (FDA), pažymi, kad patvirtinti pesticidai, esantys ant maisto produktų įprastomis vartotojų dozėmis, nėra nustatytos vėžio priežastys, gyventojų lygio aplinkos poveikis regioninėms bendruomenėms piešia kitokį vaizdą. [1, 2]

• Santykinė rizika ir „kokteilio“ efektas: Bendroji populiacija, gyvenanti netoli intensyviai apgyvendintų žemės ūkio zonų (pvz., JAV Vidurio Vakaruose), patiria aplinkos „pesticidų kokteilį“ per dreifą, vandenį ir dirvožemį. Išsamus nacionalinis tyrimas, paskelbtas žurnale „Frontiers in Cancer Control and Society“, parodė, kad bendruomenėse, kuriose yra didelis pesticidų poveikis, padidėja leukemijos, ne Hodžkino limfomos, šlapimo pūslės, gaubtinės žarnos, plaučių ir kasos vėžio atvejų skaičius tokiu lygiu, kad epidemiologiškai konkuruoti su rūkymo keliama rizika.

• Mitybos veiksniai: žinomas prancūzų kohortos tyrimas, kuriuo buvo stebima plačiosios visuomenės mityba, parodė, kad asmenys, kurie dažniausiai vartojo ekologiškus maisto produktus (taip sumažindami pesticidų metabolitų suvartojimą), turėjo 25 % mažesnę riziką susirgti vėžiu apskritai, nors didesni nuoseklūs tyrimai parodė, kad šis ryšys daugiausia apsiribojo ne Hodžkino limfomos sumažėjimu.

• Ekstremalūs regioniniai židiniai: pasauliniu mastu, stebint sudėtingus pesticidų mišinius naudojant erdvinę ekspozomiką (pvz., daugiametį tyrimą, kuriame geografinio pernašos modeliai buvo suderinti su daugiau nei 150 000 pacientų), regionuose, kuriuose yra didelis aplinkos išsklaidymas, tam tikrų vėžio rūšių rizika buvo vidutiniškai 150 % didesnė dėl negenotoksinių molekulinių parašų, kurie sutrikdo audinių homeostazę.

Tiesioginis palyginimas: nitratai ir pesticidai bendrojoje populiacijoje

Kancerogeno kategorija Pirminis bendras poveikio būdas Labiausiai susiję vėžio atvejai Apskaičiuotas santykinis rizikos padidėjimas (didelis ir mažas poveikis)

Nitratai Viešasis vandentiekio vanduo ir privatūs šuliniai ūkininkavimo regionuose. Storosios ir tiesiosios žarnos, skrandžio, šlapimo pūslės ir skydliaukės vėžys. ~11–16 % storosios ir tiesiosios žarnos vėžio atvejų, kai lygis gerokai mažesnis už federalines ribas.

Pesticidai. Maisto likučiai, pesticidų dreifas ir užterštas negilus vanduo. Ne Hodžkino limfoma, leukemija, šlapimo pūslės ir prostatos vėžys. ~15–45 % regioniniuose ekologiniuose modeliuose; iki 150 % lokalizuotose žemės ūkio židiniuose.

The Unseen Consequences of Finding Cancer

“Your editorial's recognition that diagnosis from screening programs is the more likely culprit than environmental exposures for Iowa's rising cancer rates ("A False Campaign Cancer Scare," Oct. 22) at the center of its gubernatorial and Senate races is an insight missing from the editorial critiquing the U.S. Preventive Services Task Force ("When Democrats Hate Health Experts," Oct. 15).

In criticizing the federal panel over its decision in 2012 to recommend against prostate cancer screening, the editorial dismisses arguments that prostate-specific antigen tests find "slow-growing tumors [that] are unlikely to kill patients" and "screening older men could result in unnecessary treatment since they may die of something else before cancer kills them."

Yet a review of 29 autopsy studies estimated that nearly 60% of men aged 80 or older had previously undetected prostate cancer. More men die with prostate cancer than from it, whether they knew they had it or not.

The editorial also points out that the task force historically is manned by primary-care doctors who evaluate cancer screenings for patients, rather than specialists who perform the resulting procedures. Its approach of medical conservatism has fallen victim to interest-group influence before: Congress and the Obama administration effectively prevented its 2009 recommendation for routine mammograms to start at age 50 rather than age 40 from affecting insurance coverage requirements. In more recent years, it rubber-stamped colonoscopies in response to rising colorectal cancer rates in younger people -- not whether their benefits were backed by randomized trial evidence.

Broader access to screening could increase the detection of slow-growing tumors that might never prove lethal. Iowa's cancer mortality rate is in line with the national average, even though the state is near the top in new cancer incidence.

The data suggest Iowa's surge is more likely explained by the abundance of its screening programs than its nitrates and pesticides [1].

Overdiagnosis deserves the same consideration in evaluating the federal government's recommendations on cancer screenings.

1. In the general population, the overall increase in cancer frequency due to everyday exposure to nitrates and pesticides is considered low compared to major lifestyle factors like smoking, but it is statistically significant in high-exposure regions. Large-scale epidemiological studies suggest a 10% to 25% increase in relative risk for specific cancers among populations with higher ambient exposure, though extreme environmental "hotspots" can see significantly higher rates.

Because exposure in the general public occurs at much lower doses than occupational exposure (e.g., among farmers), measuring the exact frequency change is highly complex and a subject of ongoing scientific debate.

1. Nitrates (Primarily in Drinking Water)

Nitrates from agricultural runoff and factory farms frequently contaminate drinking water systems. In the human body, nitrates convert into nitrites and can react to form N-nitroso compounds (NOCs), which are known carcinogens.

•           Relative Risk Increase: Population-based studies, such as massive cohort evaluations in Denmark and Spain, show that individuals exposed to higher levels of nitrates in drinking water have roughly a 11% to 16% increased risk of colorectal cancer compared to those with the lowest exposure.

•           The Threshold Debate: While the federal legal standard (MCL) set by the U.S. Environmental Protection Agency (EPA) is 10 mg/L (or 10 ppm), epidemiological data consistently show increased cancer risks at levels below 5 mg/L, and some meta-analyses suggest risk shifts starting as low as 0.14 mg/L to 0.9 mg/L.

•           Attributable Cases: The Environmental Working Group (EWG) estimates that nitrate pollution in U.S. drinking water accounts for up to 12,594 attributable cancer cases annually, with four-fifths of those being colorectal cancers. Other evaluations show modest links to bladder, kidney, ovarian, and thyroid cancers.

2. Pesticides (Environmental and Food Residues)

While regulatory agencies like the U.S. Food and Drug Administration (FDA) note that approved pesticides on food at typical consumer doses are not established causes of cancer, population-level environmental exposure paints a different picture for regional communities. [1, 2]

•           Relative Risk and "Cocktail" Effects: General populations living near heavy agricultural zones (such as the U.S. Midwest) experience an environmental "pesticide cocktail" through drift, water, and soil. A comprehensive national study published in Frontiers in Cancer Control and Society indicated that high-exposure communities see increased incidence rates of leukemia, non-Hodgkin's lymphoma, bladder, colon, lung, and pancreatic cancers at levels that epidemiologically rival the risks associated with smoking.

•           Dietary Factors: A prominent French cohort study tracking the general public's diet noted that individuals who consumed the highest frequency of organic foods (thereby reducing pesticide metabolite intake) had a 25% lower risk of being diagnosed with cancer overall, though larger sequential studies found this link primarily constrained to a reduction in non-Hodgkin's lymphoma.

•           Extreme Regional Hotspots: On a global scale, when tracking complex pesticide mixtures using spatial exposomics (such as a multi-year study matching geographic transport models to over 150,000 patients), regions with heavy environmental dispersion experienced an average 150% higher risk of certain cancers due to non-genotoxic molecular signatures that disrupt tissue homeostasis.

XX a.

Vien 2016 m. Prancūzija neteko 550 turtingų namų ūkių (skaičiuojant grynąjį pokytį).

Dešimtmečius trukęs pasitikėjimas valstybe lėmė, kad viešosios išlaidos viršijo 57 proc. bendrojo vidaus produkto (BVP). Palyginimui, 1999 m. Sovietų Sąjungos vyriausybės išlaidos sudarė tik 50 proc. Prancūzijos valstybės skola siekia beveik 3,5 trln. eurų, t. y. 119 proc. BVP. Be to, šį mėnesį Prancūzijos 10 metų trukmės obligacijų pajamingumas pirmą kartą nuo 2002 m. viršijo 5 proc.

The View of a Person, Who Likes Money More Than Life: The Statue of Liberty May Be France's Only Good Idea

“The Statue of Liberty, France's gift to the American people, was dedicated in New York Harbor on Oct. 28, 1886. Her formal name, "Liberty Enlightening the World," honored the American Revolution, which France backed with money, ships and soldiers.

Unfortunately, some of France's other gifts have been far less helpful. For more than 200 years, French intellectuals have presumed to speak for humanity. Too often humanity listened, to its detriment. French ideas have led to the toppling of monarchies and the arming of revolutionaries, and they fill the reading lists of Western universities. Many of these ideas were offered as doctrines of liberation but ended in tragedy. Now the bill has arrived in France, and Americans should read it closely.

The pattern was set in the late 18th century, when the philosophes argued that reason could remake society and the revolutionaries took them at their word. In August 1789, France's National Constituent Assembly adopted the Declaration of the Rights of Man and of the Citizen. Four years later the revolution had executed the king and passed the Law of Suspects, under which French citizens could be jailed for their presumed sympathies. Some 17,000 people were executed during the Reign of Terror. The American Revolution produced the Constitution. The French one produced the guillotine.

In "Reflections on the Revolution in France" (1790), Edmund Burke predicted that a general would seize control of the French republic. Napoleon Bonaparte obliged.

A lasting export was a set of assumptions: that an enlightened vanguard may act in the people's name, that the state can remake society from above, and that legitimacy is settled in the street. The Bolsheviks modeled themselves on the Jacobins. The word "terrorism" entered the English lexicon from the Reign of Terror.

Fast-forward to the 19th century. In 1844 at the Cafe de la Regence in Paris, a young Karl Marx began his collaboration with Friedrich Engels, which led to "The Communist Manifesto." Engels recounted that Marx later despaired at what his French disciples made of his work, declaring that he himself was no Marxist.

In the 20th century, Paris became a finishing school for revolutionaries. A young Ho Chi Minh spoke at the 1920 Tours Congress, which founded the French Communist Party. More than 58,000 Americans died fighting the forces he led. Saloth Sar, later known as Pol Pot, arrived in France on a scholarship in 1949 and joined the French Communist Party.

Then came Michel Foucault, whose argument that knowledge is an instrument of power swept American universities from the late 1970s and became a foundation of identity politics and critical race theory.

In 1977 he signed an open letter urging France to abolish age-of-consent laws.

In 1978 Foucault reported from Iran hailing the uprising against the shah as a "political spirituality." Months later, Ayatollah Ruhollah Khomeini flew home from exile outside Paris on a chartered Air France plane arranged, according to a French diplomat, by the French government. In November 1979, Khomeini's followers seized the U.S. Embassy in Tehran and seized American hostages, 52 of whom it held for 444 days.

More recent French exports are economic. Thomas Piketty's "Capital in the Twenty-First Century" proposed a global progressive wealth tax. In 2019 his collaborators Emmanuel Saez and Gabriel Zucman designed Sen. Elizabeth Warren's proposed wealth tax. In France the "Zucman tax," 2% a year on fortunes above 100 million euros, initially passed the National Assembly in 2025 before the French Senate rejected it.

The idea has migrated to California, where voters soon will cast ballots on Proposition 40, which Mr. Saez helped design. This tax would impose a one-time 5% levy on the net worth of billionaires, counting anyone who lived in the state on Jan. 1, 2026 -- 10 months before the vote.

Proponents promise $100 billion in revenue, but Hoover Institution economists estimate closer to $30 billion. Once forgone income-tax revenue is counted, the tax could leave California about $39 billion worse off.

France shows where the road ends, having already run this experiment. It taxed wealth for most of the period 1982-2017, when President Emmanuel Macron scrapped the levy and replaced it with a narrower tax on real estate. By then the wealth tax raised only about 5 billion euros a year while its payers kept leaving. In 2016 alone, France lost a net 550 wealthy households.

Decades of faith in the state have pushed public spending above 57% of gross domestic product. Soviet government spending in 1999 was only 50%. French public debt stands near 3.5 trillion euros, or 119% of GDP, and this month French 10-year bond yields crossed 5% for the first time since 2002 and are above those of Portugal, Italy, Greece and Spain.

Jean-Luc Melenchon, leader of the hard left, is polling second for next April's presidential election. He proposes to take the roughly 18% of French bonds held by the Bank of France and, in his words, "chuck it in the fire" -- a solution likely to lead to another financial crisis.

The barricades have returned too. Student protests over school funding and the cost of living have turned violent. The approximately 15-basis-point increase in French bond yields following the civil unrest will ultimately add another 5.4 billion euros in interest expenses to the already strained French budget.

The Statue of Liberty turns 140 this week and remains a gift worth keeping. Some of the other gifts should be returned to sender.

If AI will proceeds to enhance mass layoffs (voluntary, like Microsoft, or not), that might lead to revolution with mass casualties. Tradition of government support in France and elsewhere in Western Europe might prevent this from happening. This is the most important advantage of Europeans in AI transition.

The argument that Western Europe’s strong social safety nets—such as those in France—serve as a critical stabilizing buffer during the AI transition is a prominent perspective among economists, sociologists, and policymakers.

While the risk of a "revolution with mass casualties" sits at the extreme end of forecasting, history shows that rapid, unmitigated economic displacement can trigger severe civil unrest.

In the context of the AI transition, the structural differences between Western European and more laissez-faire economic models (like the US) present a compelling case for Europe's unique resilience.

Here is a breakdown of why this tradition of government support is considered a major institutional advantage, along with the trade-offs it entails:

Why Western Europe's Model Built-in Buffer Works

•     Automatic Stabilizers: Programs like France’s chômage (unemployment insurance), universal healthcare, and robust severance mandates mean that if AI triggers sudden mass layoffs, individuals do not immediately face catastrophic poverty or loss of medical care. This drastically lowers the "desperation threshold" that historically fuels violent uprisings.

•     The "Flexicurity" Model: Pioneered in Denmark and adapted elsewhere, this approach pairs easy hiring/firing for companies with heavy government investment in retraining programs (formation professionnelle). If AI makes a job obsolete, the state actively funds and guides the worker's transition into a new sector.

•     Universal Basic Income (UBI) Infrastructure: Western Europe already possesses the administrative and cultural framework to implement mechanisms like UBI or work-sharing subsidies (like Germany's Kurzarbeit code) if AI permanently reduces the total aggregate demand for human labor.

The Critical Trade-Off: Safety vs. Speed

While the European model excels at social preservation, critics and tech analysts point out that the very mechanisms preventing societal collapse can also slow down technological adoption.

Metric / Feature

Western European Model (e.g., France, Germany)

Anglo-American Model (e.g., United States)

Primary Advantage

High social stability and lower inequality; shields citizens from abrupt market shocks.

Rapid innovation and agility; massive capital concentration allows quick pivoting.

Layoff Friction

High. Laying off workers involves lengthy union consultations, strict labor laws, and high severance costs.

Low. "Employment at will" allows companies to downsize instantly to invest in AI.

Risk of Unrest

Low. The state absorbs the economic shock to maintain civil order.

Higher. Weak safety nets can lead to rapid polarization and localized labor crises.

The Emerging Consensus

This point highlights a fundamental truth about macroeconomics: Innovation cannot thrive in a collapsed society.

If the AI transition resembles previous industrial revolutions—where jobs are destroyed faster than new ones are created—the US may suffer intense internal friction, political radicalization, and labor strikes. In that scenario, Western Europe’s "advantage" isn't necessarily that it will build the fastest AI, but that its societal fabric is engineered to survive the fallout of building it.
