"U.S. intelligence agencies learned from a European ally that the Ukrainian military had planned an attack on the Nord Stream pipelines, three months before saboteurs bombed the underwater network, The Washington Post reported on Tuesday.

American officials had previously told The New York Times that they believed pro-Ukrainian groups were responsible for the Nord Stream attack. More recently, American officials have said that groups loosely directed by Ukraine’s government were responsible for a series of covert attacks, including on the Nord Stream pipelines.

But an intelligence summary posted on a Discord server and obtained by The Washington Post showed that U.S. and European allies had reason to believe even before the September attacks that Ukraine viewed the pipelines as a tempting sabotage target — and had specific details about a planned operation using divers and deepwater equipment.

Why It Matters: Support for Ukraine could be at risk.

While some U.S. officials are becoming more comfortable with Ukraine’s covert attacks on Russia, concerns remain about the possibility of miscalculation by Ukraine while conducting such operations. 

 

Sabotaging the Nord Stream pipelines was exactly the kind of operation that would concern the United States — a symbolic attack with little military value that carries a high risk of fracturing the alliance supporting Ukraine.

 

So far, that has not happened. Even as Germany and other European countries have learned of Ukrainian involvement in the pipeline attack, they have nevertheless increased their military aid.

American officials insisted on Tuesday there has been no determination about who within the Ukrainian government may have planned or authorized the attack. If it is eventually pinned on senior officials, European attitudes about support for Ukraine could change.

Background: Ukraine’s control over covert action groups is murky.

The Post withheld some details of the intelligence, including the name of the European country giving the report to the United States, to protect the sources of the information.

U.S. officials have long acknowledged they were aware of a warning that came from a European ally about a potential attack on the pipelines, but for months after the attack they maintained they were unsure who conducted it.

While officials acknowledged there was some early intelligence pointing to Ukraine, they said it was contradicted by other material, in essence saying they did not believe the European warning was a smoking gun.

As the investigation continued, U.S. and allied officials became more convinced that pro-Ukrainian groups carried out the attack and parts of the Ukrainian government were somehow involved.

 

The Post reported that the European intelligence report said the Ukrainian operatives involved in the plot to destroy the pipelines reported to Gen. Valeriy Zaluzhnyi, Ukraine’s senior military officer.

 

American officials have still not confirmed General Zaluzhnyi’s involvement. But they said again on Tuesday that they do not believe President Volodymyr Zelensky knew about it. 

 

Officials have previously described a system created by Ukraine’s government that insulates Mr. Zelensky from covert action programs.

 

That allows parts of the Ukrainian government to use pro-Ukrainian groups or sympathizers in Russia to conduct covert attacks, and for Mr. Zelensky to deny responsibility for such actions.

 

What’s Next: Europe is still investigating.

The C.I.A. declined to discuss the document or the attack investigation. John F. Kirby, a spokesman for the National Security Council, said he would not discuss intelligence matters, highlighting that the document was “one that The Washington Post even said was not corroborated by U.S. intelligence agencies.”

Mr. Kirby said the United States was still awaiting the results of three ongoing investigations of the Nord Stream sabotage.

Officials say the United States is unlikely to place any public blame for the destruction of the pipelines on Ukraine until after those investigations are done.

„Bideno administracija per CŽV buvo įspėta, kad Ukrainos kariuomenė planuoja slaptą ataką prieš povandeninį „Nord Stream“ dujotiekį likus trims mėnesiams iki sabotažo, teigiama antradienio pranešime.

Anot „Washington Post“, buvo atsakinga elitinė šešių žmonių narų komanda, kuri buvo tiesiogiai pavaldi vyriausiajam Ukrainos ginkluotųjų pajėgų vadui. Jie pasinaudojo frachtuota jachta, gauta su padirbtais pasais, ir paliko Vokietijos uostą, prieš pasodindami sprogmenis, kurie nutraukė vamzdynus.

Ataskaitoje, kurią parengė Shane'as Harrisas ir Souadas Mekhennet, teigiama, kad žvalgybos informacija buvo plačiai dalijamasi Baltuosiuose rūmuose ir už jų ribų. Joje teigiama:

     Europos žvalgybos pranešimais pokalbių platformoje „Discord“ pasidalijo, kaip įtariama, oro nacionalinės gvardijos narys Jackas Teixeira. „The Washington Post“ gavo kopiją iš vieno iš Teixeiros draugų internete.

„Post“ istorija tęsiasi ir nustato daugiau informacijos nutekėjimo šaltinių, kurie paaiškino, kaip Ukraina sabotavo Rusijos ir Vokietijos gamtinių dujų projektą.

Jie grindžiamas dar vasario mėnesį pareikštais tvirtinimais, kad nėra įrodymų, kad Maskva buvo susijusi su „Nord Stream 1“ ir „2“ dujotiekio sunaikinimu, kaip pranešė „Breitbart London“.

Juose teigiama, kad žvalgybos ataskaita buvo pagrįsta informacija, „gauta iš asmens Ukrainoje“, ir priduriama: „Šaltinio informacija negali būti iš karto patvirtinta, tačiau CŽV praėjusį birželį pasidalino ataskaita su Vokietija ir kitomis Europos šalimis, teigia keli pareigūnai, susipažinę su klausimu, kuris kalbėjo su anonimiškumo sąlyga, kad aptartų jautrias žvalgybos operacijas ir diplomatines diskusijas.

Iškart po rugsėjo sprogimų Vakarų veikėjai, tokie, kaip JAV energetikos sekretorė Jennifer Granholm ir Vokietijos ekonomikos ministras Robertas Habeckas, teigė priešingai ir parodė pirštu į Rusiją.

Kremlius savo ruožtu anksčiau kaltino britus, tvirtindamas, nepateikdamas įrodymų, kad Karališkasis laivynas dalyvavo „planuojant, rengiant ir įgyvendinant teroristinį išpuolį Baltijos jūroje“, siekiant sunaikinti dujotiekius.

Didžiosios Britanijos vyriausybė atmetė siūlymą dėl britų dalyvavimo kaip „melagingus epinio masto teiginius“.

Pareigūnai nuo tada sakė, kad vamzdynų remonto išlaidos sieks šimtus milijonų dolerių."


Report: CIA Was Warned of Ukraine Plan to Sabotage Nord Stream Pipeline

 

“The Biden administration was forewarned through the CIA that the Ukraine military planned a covert attack on the undersea Nord Stream pipeline a full three months before the sabotage took place, a report Tuesday claims.

According to the Washington Post an elite six-man team of divers who reported directly to the commander in chief of the Ukrainian armed forces was responsible. They used a chartered yacht gained through fake passports and left a port in Germany before planting explosives that severed the pipelines.

The report, compiled by Shane Harris and Souad Mekhennet, claims the intelligence information was widely shared within the White House and beyond. It states:

    Details about the plan, which have not been previously reported, were collected by a European intelligence service and shared with the CIA in June 2022. They provide some of the most specific evidence to date linking the government of Ukraine to the eventual attack in the Baltic Sea, which U.S. and Western officials have called a brazen and dangerous act of sabotage on Europe’s energy infrastructure.

    The European intelligence reporting was shared on the chat platform Discord, allegedly by Air National Guard member Jack Teixeira. The Washington Post obtained a copy from one of Teixeira’s online friends.

The Post story goes further to pinpoint more sources for the leak that set out how the Russia-to-Germany natural gas project was sabotaged by Ukraine.

It builds on claims made back in February that no evidence exists that Moscow was involved in the demise of the Nord Stream 1 and 2 pipelines, as Breitbart London reported.

It states the intelligence report was based on information “obtained from an individual in Ukraine,” adding “The source’s information could not immediately be corroborated, but the CIA shared the report with Germany and other European countries last June, according to multiple officials familiar with the matter, who spoke on the condition of anonymity to discuss sensitive intelligence operations and diplomatic discussions.”

The highly specific details including numbers of operatives and methods of sabotage show “for nearly a year Western allies had a basis to suspect Kyiv in the sabotage. That assessment has only strengthened in recent months as German law enforcement investigators uncovered evidence about the bombing that bears striking similarities to what the European service said Ukraine was planning,” the Post report summarises.

In the immediate aftermath of the September explosions, Western figures such as U.S. Energy Secretary Jennifer Granholm and German economy minister Robert Habeck argued the opposite and pointed the finger at Russia.

The Kremlin, for its part, previously cast blame on the British, claiming — without presenting evidence — the Royal Navy took part in the “planning, provision and implementation of a terrorist attack in the Baltic Sea” to destroy the pipelines.

The British government rebutted the suggestion of British involvement as “false claims of an epic scale”.

Officials have since said the cost of repairing the pipelines will run into the hundreds of millions of dollars.”

Monthly gross salary - 1.9-2.5 thousand euros. In addition to working in hotels in the Netherlands, there is also the possibility of farm work this season. Fruit (pears), berry (cherries), vegetable (cabbage, celery, etc.) farms are looking for workers, who are offered an hourly wage of 12-14 euros. We are also looking for strawberry and raspberry farm workers in Finland. In Norway, we are looking for production workers in a crab factory, and we also want cooks.
