"SpaceX, which is controlled by billionaire Elon Musk, has
taken steps to prevent the Ukrainian military from using Starlink's satellite
Internet service to control drones.
"The service was never meant to be a weapon," said
Gwynne Shotwell, president and chief operating officer of SpaceX, at a conference
in Washington. "However, the Ukrainians used it in a way that was not
agreed and was not part of any agreement," she said, as quoted by Reuters.
Ukraine effectively uses unmanned aerial vehicles to detect
enemy positions, direct long-range artillery and drop bombs.
“There are things we can do to limit their ability to do
that. And there are some that we've done," she said. Shotwell declined to
say what measures SpaceX had taken.
She explained that the use of Starlink went beyond the scope
of the agreement SpaceX has with the Ukrainian government, which was related to
humanitarian goals, such as providing broadband internet to hospitals, banks
and families.
"We know the military uses them for communication, and
that's fine," she said. “But our intention was never for them to use it
for offensive purposes."
SpaceX has privately sent trucks with Starlink terminals to
Ukraine, enabling the country's military to communicate by connecting them to
the nearly 4 000 satellites that SpaceX has launched into low Earth orbit so far.
Governments including the United States and France paid extra for other
terminal deliveries.
Russia tried to jam Starlink signals in the region, to no
avail.
At the end of last year, however, these services were
discontinued. When asked if these failures were related to SpaceX's efforts to
limit offensive use of terminals, the CEO replied: "I don't want to answer
that because I'm not sure I know the answer.""
