Where does the scandal about NATO's possible declaration of war on Russia come from?

 From the politicking of people who cannot make such a decision. Only US President Biden can declare NATO war on Russia. French President Macron, the rulers of Poland and Lithuania are political dwarfs who cannot do anything here. By repeating the naive and dangerous slogans of inciting nuclear World War III, they know Biden is not going there. Therefore, they feel safe.
