"We have
achieved unprecedented results in the field of education. More than a third of
the graduates did not pass the mathematics matriculation exams. The Minister of
Education delayed the announcement of the results. But for the most impatient,
I present the likely future official reasons: almost a year of quarantine and
distance learning, in addition to the decline in students' abilities and
achievements across Europe. I repeat to those who did not understand: Covid and
the general abilities of European students are to blame. Certainly not
education policy leaders who brag about not having passed the matriculation
exams themselves.
Foreign affairs do
not lag behind education. Saving Belarus, we gave it to Russia. Lithuania's
long-cherished foreign policy of preventing Russia from taking over Belarus has
been buried. Just as the tension of the problems in the east was too low, we opened a
second front: we launched ourselves against China. We were the first of the
western countries to open a representative office of Taiwan. We suffocated by
huge losses - China's retaliatory sanctions. We tried to convince you that this
is not a representation of "Taiwan", but of "Taiwanese", as
if this would fundamentally change something.
The Russian army
is in Belarus, and Lukashenka began to directly threaten Europe with war. As if
that were not enough, we closed the transit of a large part of goods through
Lithuania to Kaliningrad. We beat our chests that it was not us, but the
railways. The same ones who "independently" transported Belarusian
fertilizers. Later we swore it wasn't us and not even the railways, but Europe.
It turns out that neither the railways, nor us, nor Europe honestly know how to
interpret that sanctions regulation.
We talked about
European sanctions without clarifying how Europe itself understands those
sanctions. In foreign affairs, as in other sensitive areas, the saying
"measure nine times, cut the tenth" is particularly appropriate. We
did the opposite - we did the surgery at the beginning, then we see if the patient will live.
Foreign policy is
headed by the President. Next to him is the entire ministry and a large group
of diplomats. Positions are adjusted and allies are sought in security issues
or decisions that may cause international tension. Maybe we heard about the
coordinated position? Where is the prior agreement with powerful European
allies? Russia is threatening that the response to Lithuania will be harsh and
very powerful. It repeats that retaliatory sanctions are already ready. I hope
they are not military. Are there guilty? No, stop it, I don't think so. The
question itself is Russian narrative and propaganda. You will soon receive from
the "patriots" a hit on the hat. Besides, there is no war in
Lithuania. And if it starts - then we will look for weapons to defend the
Motherland, not the guilty among our own. The culprit will become a common
enemy. And Lithuania will unite.
In health care, we
are moving steadily along the same trajectory. We continue to lead Europe and
the world in excess population deaths. We are still announcing the impending
Covid plague in the fall and the need for everyone to be exposed for the fourth
time. We asked the Department of Statistics to no longer publish
vaccinated/unvaccinated illnesses and deaths from Covid. We pay millions for
vaccines that other countries no longer want to accept as gifts. We do not talk
to doctors who still do not receive the promised money. We received money from
Europe to fight the pandemic, the money came to Lithuania, but they did not reach
the doctors. Those money transfers are a complicated matter: looking for the
culprits is pointless.
In internal
affairs, the defense capabilities of border guards, civil security and
problems of refugees are urgent. Allies have been warning of an impending military conflict in our
region for several years. And our border guards are still asking for weapons.
The Ministry promises to buy in the future. Maybe he will borrow from the army
- I wonder what the military will do without weapons? There is simply no civil
protection for the residents: for 30 years, there was talk of the
military threat, while destroying the hiding places for the residents, which
were installed during the Soviet era. But there are newly formed working groups
that have investigated the situation and determined what needs to be done. It
is necessary to prepare a Plan. Don't these work methods and the speed of their
execution remind you of anything?
Working groups,
meetings, plans and reports. It is true that several reports failed, for
example, the Seimas's inspectorate office on refugees. It also failed with the
decision of the EU Court of Justice. In one word, everyone emphasizes that we
are not handling refugees properly. Human rights defenders said that a year
ago.
Even formal
requirements are not ensured: the right to judicial defense, the right to
appeal. One famous and influential politician admitted last year: the
Lithuanian authorities deliberately let in those 4,000 migrants in order to
attract the attention of the EU and get help. We let in.
We got help. And
what did we do during the year? Maybe we ensured minimum living conditions,
maybe the right to defense? Or have we finished building the "Great
Lithuanian Wire Wall"? Looking for guilt? The refugees themselves, the
hybrid attack and all the politicians who ruled Lithuania until the 2020s are
to blame. True, Russian propaganda is also to blame.
In national
security, instead of consolidating under the threat of war, we divide. It is
proposed to remove the Riflemen's Union from the Ministry of Internal Affairs:
its statute would be approved, the commander would be appointed not by the
Minister of National Defense, but by the Government.
No one explains
what kind of logic is at work here: why did the Government need its own
paramilitary organization, which after the last amendments acquired extremely
broad functions: it can act both as the police and as the army? Maybe in this
way, without fully trusting the police, they are preparing for the possible
dissatisfaction of the population in the fall or winter?
Let's not forget
the "fresh" reprimand to the head of the public security service, R.
Pocius, who, it is announced, unconditionally did not follow A. Bilotaitė's
instructions. When the politicians and the military do not explain, we listen
to the wisdom of historians: they remind us of the 1926 coup d'état in
Lithuania, after the wrong President and the wrong Seimas were elected.
The state of
emergency has been extended. Positive - at least temporarily we do not announce
emergency situations. At the same time, part of the protection of the
leadership of the Government and the Seimas was waived: the state of emergency
restrictions for the public, and freedom for the leadership. Freedom during the
state of emergency and for vacations: almost all ministers during the state of
emergency, i.e. June, July or August. The holidays of the Ministers of National
Defence, Internal Affairs and Foreign Affairs seem to be the most interesting.
The Minister of National Defense will rest for three consecutive weeks during
the state of emergency, the Minister of Internal Affairs - two and a half.
An argument for
those who will justify the leave of the members of the Government. The state of
emergency is a special (and exceptional) legal regime, introduced only in
exceptional constitutionally justified cases, when there is a threat to the
constitutional order of the Republic of Lithuania or the seriousness of society
and it is impossible to eliminate this threat without introducing restrictions
on human rights and freedoms guaranteed by the Constitution.
Among other
things, the State Defense Council, which deals with the most important issues
of national security, sovereignty and defense, consists of only five persons,
including the Minister of National Defense, and no member of the State Defense
Council has the right to transfer his powers to another person. Perhaps
everything is regular: when the situation is so tense, it is risky both to work
as a security guard and to stay in Lithuania.
But what do I say
about that emergency situation: in two years, the ministers have already gotten
used to it, and that's why they are on vacation. Only we, the private people,
remained in the "position".
The Ministry of
Finance seems to be playing poker. One of the highest inflation rates in the
entire European Union. "Vatniks" are clapping their hands: according
to this indicator, we are after of Belarus and Russia, and together with
Estonia we are competing for the third place. Finance Ministry's 'must bets':
spending on pandemic 'publicity', vaccines, fences and shelters to counter
hybrid attack.
We are preparing
the "royal tax combination" of poker: from universal real estate tax,
increase in taxation of rental income for individuals to a new model of
taxation of individual activities. Flashback - "you will have nothing and
be happy". After catching a gamble, the Law on Charity and Support was
added, supposedly to fight the pandemic and help Ukraine. Why
"allegedly"? Because the real fight and aid must be transparent and
public, properly declared, it must be checked by the Ministry of Internal
Affairs, and the results of the checks made public.
And according to
the "pandemic" and later "aid to Ukraine" amendments to the
Law on Charity and Support, everything is the other way around. For example,
the only information you could get about "pandemic" support is the
reports of legal entities to the state tax inspectorate.
I'm revealing a
secret - not a single entity that provided support or charity during the
pandemic fulfilled this duty on time (by May 1). Maybe there was no support?
The same with aid to Ukraine? An open and public question: has the tax authority punished
any institution or company, maybe we heard about inspections? No, stop it, why?
You got charity and went abroad to play poker. Watch and win charity money...
The Ministry of
Agriculture disagrees with the farmers and their community so much that the farmers managed to persuade the entire opposition to move to another meeting hall. From
one Seimas, we had two Seimas per week. We restored Žečpospolita without the
Poles. It all started with the issue of the dismissal of the minister, and
ended with two seimas. You say that it is the fault of the Speaker of the Seimas
and the inability of those in power to listen and discuss? No, stop it, I don't
think so. Value politicians say that Russian propaganda is to blame. Because in
the last week of plenary sessions, the opposition and the position worked in
the same hall again.
Projects that
received special attention were adopted: Vytautas Landsbergis was recognized as
the head of state, the Seimas newly regulated elections - approved the Election
Code. The Constitutional Court has spoken about the status of the head of
state. Why did the Law Department of the Seimas question the Constitutionality
of it and the Election Code?
And the special
services have warned that the Election Code and accompanying legal acts create
conditions for corruption and questionable financing of parties from abroad.
When asked if they could control such party funding from abroad, the heads of
our special institutions replied that they had neither the resources nor the
power to do so.
It seems that
some of the members of the Seimas sent all that corruption and the Constitution
far away together with the Russian ship ... they voted. The President signed
all the projects, but vetoed the Election Code. I thought that because of
corruption, you will not create prosperity for everyone in a corrupt state.
Unless -
prosperity for the chosen ones. And really. The President vetoed because of the application date.”
