"Your editorial "John Kerry and CO2 Emissions Reality" (WSJ, Dec. 8) suggests to me that the debate on climate change is following the four-stage strategy defined by the mandarins of "Yes, Minister," the timeless BBC political satire.
The first stage -- "We say nothing is going to happen" -- was climate-change denialism, which had to be abandoned in the face of meteorological data. The second stage -- "We say something may be about to happen, but we should do nothing about it" -- is reflected in the claim that the cost of climate-change mitigation outweighs its benefits.
Your editorial criticizes Mr. Kerry's call for the end of fossil fuels because "China's emissions are set to rise by twice as much as the U.S. decline." This is the third stage of the strategy: "Maybe we should do something about it, but there's nothing we can do."
How long before we reach the fourth and final stage of the strategy: "Maybe there was something we could have done, but it's too late now"?
