The US offers Russia sanctions relief on condition of a permanent ceasefire


“The Trump administration has presented its allies with a plan to conclude a peace agreement between Russia and Ukraine. The US was to offer to ease sanctions against Russia on condition of a permanent ceasefire, Bloomberg has learned.

American diplomats met with European and Ukrainian leaders in Paris this week to discuss a plan to end the conflict in Ukraine. As Bloomberg reports, citing sources close to the matter, the US was to present an outline of the terms of the peace agreement on Thursday, in which it included the possibility of easing sanctions against Russia if a permanent ceasefire is reached.

It is precisely the sanctions, which have cost Russia a huge amount of money since the beginning of the conflict, that constitute the Kremlin's greatest pain - and therefore are a strong bargaining chip for Ukraine in talks on ending the conflict. The new proposal from the White House is surprising because a day later, representatives of American diplomacy spoke about the negotiations in a completely different tone.

On Friday, US Secretary of State Marco Rubio announced after a meeting with allies in Paris that the United States could suspend its efforts to negotiate a peace agreement between Russia and Ukraine within a few days if there are no clear signs of progress. Rubio stated that Trump is still interested in reaching an agreement, but has many other priorities around the world and is willing to focus on other matters if the talks do not yield quick results. "We do not intend to continue this endeavor for weeks and months," Rubio emphasized.

Also that day, US Vice President J.D. Vance declared in Rome that he is "optimistic" about the chances of ending the conflict.

According to Bloomberg, the proposal presented by the American side assumes maintaining the status quo. In practice, this means freezing the conflict, with the territories of Ukraine currently controlled by Russia remaining under Moscow's control. Ukraine would also not be able to join NATO."
