Trump's Research Cuts Play Into China's Hands


“America has long been envious of China's advanced trains and factories. The high-speed train zipping from Shanghai to Beijing puts to shame the Amtrak Acela running half as fast between New York and Washington. The U.S. might have been at the forefront of the Second Industrial Revolution more than a century ago, but many now consider China to be the world's factory floor. While it's true that Beijing dominates manufacturing, Washington's fears of lagging behind miss a profound point: The real threat lies in other economic sectors.

 

Intent on ensuring that China leapfrogs the U.S. as the world's pre-eminent power, Xi Jinping recently made the gutsy and perhaps counterintuitive decision to invest massively in an arena of American strength -- basic research. While a variety of factors drove China to invest in research, the Covid pandemic was a wake-up call that accelerated these efforts. Having seen that Western researchers produced Covid vaccines with higher efficacy rates months before China, Mr. Xi directed his government to close the technological gap across the board.

 

Beijing over the past five years has directed significant money to quantum computing, fusion energy, military technology, artificial intelligence and other areas of research and development. Those investments are already paying off, as evident from American pharmaceutical corporations' increasing interest in buying Chinese life-sciences assets.

 

While Mr. Xi is investing in China's future, President Trump has proposed in his past two budgets to cut funding and cancel research. He has proposed slashing money for the National Science Foundation by more than half and for the National Institutes of Health by about 40% (later revised to about 12% after congressional pushback). He isn't giving the Energy Department's national laboratories or the Defense Advanced Research Projects Agency the resources they need to keep pace, let alone surge ahead. He has canceled or frozen more than 7,800 science and technology grants. The results are profound: Scientists from around the world used to compete to do their groundbreaking research in the U.S. Now, many look elsewhere, often across the Pacific.

 

Mr. Trump's policy of cutting R&D funding endangers America's competitiveness, imperiling the likelihood that the next Apple, Google or Amgen will be founded here. But he isn't the only one to blame. Business leaders have watched this disaster unfold largely without speaking out, in most cases because they didn't want to jeopardize the tax breaks and regulatory relief Mr. Trump was offering to deep-pocketed firms. The tech bros are complicit because Mr. Trump agreed not to regulate AI or crypto. Congressional Democrats have been so distracted in their whack-a-mole efforts to address each successive Trump outrage that they've forgotten to fulfill their most solemn duty -- to propose thoughtful, flexible alternative approaches. Here's how my party can turn things around.

 

First, to keep pace with the Chinese, Washington needs to finance a new public investment fund devoted exclusively to science and research. The source of funding should be clear, obvious and walled off. The industry that now enables online wagering for sports, games and predictions hit $400 billion in total trading volume last year, and it's poised to grow. If Washington imposed a 10% transaction fee on those bets, we would have about $40 billion to augment national investments in basic research, defense, life science and energy technology. These new resources wouldn't be used to supplant existing funding but rather to double funding for the NSF, NIH, Darpa and the Energy Department's national laboratories. We can either be a nation of gamblers or of entrepreneurs. I'm for entrepreneurs.

 

Then we should tighten the existing R&D tax credit, a benefit that is being gamed by firms that are no longer at the cutting edge. Washington could get more bang for its buck if it targeted incremental research, used AI to flag bogus applications, and awarded bonuses to investments in industrial campuses that cluster researchers, suppliers and manufacturing facilities. The tax credit should no longer be a grab bag for companies that are past the point of pioneering research.

 

For Democrats, this plan doesn't only represent good policy -- it's an opportunity to practice good politics. Mr. Trump has tried to have his cake and eat it too: During his campaigns, he claimed to be a tribune for the working class, yet he buddied up to industry titans at his inauguration. Since then, when forced to choose between the two, he has almost always sided with the elite. He has abandoned the MAHA moms for Big Ag. He has made it more difficult for states to regulate harmful uses of AI. He has shut down clean energy projects that could protect families against high oil prices. As a result, the economy in working-class communities hasn't improved -- it's gotten materially worse. Rarely has a president managed to alienate so much of his winning coalition in such a short period.

 

That provides Democrats with a target-rich environment heading into the midterms and 2028. But we'll squander our opportunity if we simply bang at the Trump administration's hypocrisy. Voters need us to convince them -- and show them -- that if they support Democrats, they won't get more of the agenda they didn't like last time we were in power. To become the party of economic growth again, we need to offer fresh ideas that keep America competitive as the global landscape evolves.

 

China's investments in science and technology pose a real threat, but by drawing new revenue from the prediction and online sports gambling industry and reforming our tax code, we can invest in our future. Democrats can take the lead on driving research forward and holding Beijing at bay. I'm tired of watching people win by betting against America, rather than betting on our nation's success. The ideas I've outlined are only the beginning -- pieces of a broader economic-growth strategy to ensure our country's global pre-eminence for generations to come.

“Reports of the death of the internal combustion engine have been exaggerated.

 

Electric vehicles were once poised to diminish the ubiquity of traditional engines, but automakers are booking huge losses and killing off one new model after another. Sales of new electric vehicles in the U.S. this past quarter were only half what they were at their peak in the third quarter of 2025, according to industry service provider Cox Automotive.

 

While there's still an overall trend toward electrification of the world's light-duty vehicles, gas power is now likely to remain the choice of most consumers for a while -- especially in the U.S., where gasoline remains cheaper than in the rest of the world. In defense and aviation, experts say, full electrification may never be an option.

 

That's prompted more companies to take a fresh look at old combustion tech, including the rotary engine. They're also figuring out new ways for gas power and battery power to work together.

 

Alexander Shkolnik is the founder of LiquidPiston, a company attempting a nearly impossible feat: developing a liquid-fuel-powered alternative to the traditional piston engine. He says his firm has cracked the problem, at least for limited applications.

 

The key is the rotary engine. Unlike a traditional gasoline or diesel engine, it has no pistons. Instead, it has an oddly shaped chunk of metal at its heart, spinning inside an oblong chamber in which the usual cycle of compression, combustion and exhaust takes place. LiquidPiston's engine can run on everything from diesel to jet fuel, while being a fraction of the size of a comparable diesel engine, and up to 30% more efficient than a comparable gasoline one.

 

Shkolnik and his team didn't invent this. The first rotary engines were pioneered in the late 1800s by French and American inventors and made their way into early motorcycles and airplanes. In the 1950s, German engineer Felix Wankel updated the concept to include the spinning triangular rotor. LiquidPiston calls its engine an "inside-out Wankel" to acknowledge the commonalities.

 

The U.S. Army and Air Force are both watching. Over the past decade, the Defense Department, including its cutting-edge research-funding body Darpa, has pumped tens of millions of dollars into the company. Whether LiquidPiston's engine is up to snuff as a portable power station for front-line troops will become evident by sometime next year. That's when the Army should have results from tests of the latest prototype, says Matthew Willis, director of Fuze, the Army's new venture-capital-style funding body.

 

LiquidPiston's rotary engine is also suited to powering long-range hybrid drones, says Shkolnik. The company built and flew a prototype of one such drone, in which batteries power the vertical takeoff and the rotary engine takes over for long-range horizontal flight. The company is now working on a second, updated version for the Air Force. The hope is that eventually such a drone could fly farther and run quieter than one powered by a piston engine.

 

Wankel's engine is legendary among engineers and gearheads, on account of its simplicity and elegance: It has far fewer parts than a typical piston engine. While General Motors spent years working fruitlessly to develop rotary engines, Mazda's efforts made it to the showroom floor. In 1967, the company released the Cosmo Sport 110S, a car legendary for its styling if not its reliability. Others, including France's Citroen, dabbled in rotary.

 

The rotary engine's last U.S. appearance was in the 2012 Mazda RX-8 sports car. The vehicle was beloved for the sound of its race-car-like engine, but its dirty emissions ultimately doomed it -- a chronic Wankel problem.

 

Mazda never gave up completely. In 2024, the company reconstituted its rotary engine research group. In 2025, the company unveiled a truly odd duck: the 510-horsepower plug-in hybrid Vision X-Coupe concept car with 100 miles of electric-only range, and up to 500 miles total with the car's rotary gas engine engaged.

 

In the X-Coupe, the vehicle's shaft is directly driven by a Wankel. "This direct propulsion delivers an evolved 'joy of driving' with significant range," says a company spokeswoman.

A new kind of hybrid could be a bridge technology to EVs, says James Turner, a professor of mechanical engineering at King Abdullah University of Science and Technology in Saudi Arabia.

 

Instead of battery-powered electric motors working to support the gas powertrain, as in many contemporary hybrids, the gas motor serves as a generator to charge the electric powertrain's battery. That's why they're called extended-range electric vehicles, aka EREVs. Nissan has said it would release an EREV version of its bestselling Rogue next year.

 

LiquidPiston's Shkolnik says that someday, his company's novel rotary engine could be ideal for providing range extension.

 

For the foreseeable future, the right answer will be the current style of hybrid with a traditional engine, says James Heywood, who literally wrote the textbook on modern internal combustion engines. If every new car were a hybrid, the U.S. could increase gas vehicle efficiency by 30% while raising the sticker price by a single digit percentage, he says.

 

Hybrid, plug-in hybrid and EREV tech works regardless of the engine style, and regardless of whether that vehicle drives, flies or swims. The entire world's personal-vehicle fleet will eventually be almost entirely electric, says Turner. The rising sales propelled strong quarterly results this past week for defense contractors like RTX, Northrop Grumman and Boeing. "The conflict with Iran has created a heightened sense of urgency," Northrop Grumman Chief Executive Kathy Warden said on an analyst call Tuesday. "We see high demand for products across the entire globe."

 

Yet profits at some contractors weren't strong enough for skeptical investors. Supply-chain snags hurt earnings at Lockheed Martin, while RTX shareholders reacted to broader macroeconomic worries. And heavy investments to bulk up production lines loom.

 

Shares of major aerospace and defense companies have ebbed since the drone war in Iran began Feb. 28. The selloff continued over the past week as most major contractors reported earnings.

 

The Dow Jones U.S. Select Aerospace & Defense Index is down 10% since the U.S. and Israeli strikes started, compared with a 3% gain for the S&P 500.

 

The road to war last year featured rising profits at the companies that supply the Pentagon with bombs, missiles and planes. Yet war itself has been a different story.

 

One reason: Investors worry that defense contractors will spend more cash chasing Pentagon business instead of returning funds to shareholders.

 

Even before the war in Iran started, demand for weapons helped buoy defense contractors. Fighting in Ukraine fueled demand for Patriot interceptors to knock down Russian missiles and drones. Last year's 12-day conflict between Israel and Iran burned through U.S. stockpiles of defensive missiles, adding pressure on Pentagon officials to order more interceptors.

 

The mounting orders -- some of the high-tech weapons take more than two years to make -- drove a year of higher missile sales that spilled over into the results companies recently posted.

 

Boeing on Wednesday reported a smaller-than-feared loss. Executives highlighted rising production of missile parts among the brightest spots in their first-quarter results.

 

Commercial jets like the 737 MAX drive most of the plane maker's sales in absolute terms, but Boeing's defense and space segment was the company's most profitable in the March quarter.

 

Likewise, revenue in RTX's Raytheon division grew 10% to $6.9 billion last quarter on the back of its Patriot and Standard Missile sales. Sales in the Lockheed Martin unit that makes defensive interceptors and tactical missiles grew 8% to $3.6 billion during its quarter.

 

Northrop Grumman said it has already doubled its capacity to make tactical solid rocket motors for more than a dozen missile types.

 

Yet brisk orders weren't always enough to move the needle on most companies' overall business.

 

Delays in Lockheed Martin's F-16 fighter and C-130 transport plane, partly due to supply-chain snarls, hurt the military supplier's bottom line. Big-ticket aircraft sales make up a bigger part of the company's revenue than its missile lines.

 

Companies are also expected to spend more to expand missile-production lines and to make other hardware like planes, helicopters and radar systems for the Pentagon.

 

Lockheed in January signed a seven-year agreement to more than triple its Patriot missile output and promised to spend more on machinery before the new contracts are issued.

 

Northrop Grumman plans to spend $200 million more to increase production of its B-21 stealth bomber, an investment that threatens to crimp near-term profits.

 

"There is a level of skepticism about what can get passed in Congress" this year, said Michael Wang, a defense and national security analyst at research firm Capstone. The biggest-budget programs like jets and large ships, could see funding increases, he said, "but they're incremental."” [1]

“About 80% of companies using AI agents, intelligent automation or autonomous technologies said they are cutting staff, according to a recent Gartner survey of 350 people in midlevel positions and above.” The rest of the companies pretend that AI is good for the workers. These companies are trying to muddy waters and to avoid AI regulation.

 

Regulatory Avoidance: Workers and activists are actively fighting back against tech companies trying to implement AI without oversight, notes Power At Work, with efforts focusing on strengthening regulations to protect workers from AI-enabled surveillance and job displacement.

 

“Coinbase CEO Brian Armstrong says his company is cutting 14% of its workforce as AI changes "how we work." PayPal plans to cut 20% of its staff over the next two to three years, part of plans to step up its AI adoption.

 

Then there is Axon Enterprise President Josh Isner, who recently emailed the Taser maker's more than 5,000 staffers and told them to essentially breathe: Artificial intelligence won't trigger layoffs anytime soon, he assured them.

 

"I am thinking of AI as the thing that allows our teams to do more, not the thing that replaces our teams," Isner wrote. Even if the technology lets staff be twice, or even three times, as productive, there will be additional problems to solve. So, he added: "Block out the noise and keep kicking ass."

 

The message arrived at a moment of extreme anxiety in Corporate America over how many jobs could be lost to AI's powers to speed up and supplant much of white-collar work. Among executives making such decisions, a split is emerging: Use AI to shrink the workforce, or stretch it?

 

Those diverging philosophies have been on display on earnings calls and in other recent announcements. Armstrong said Tuesday that Coinbase would eliminate hundreds of jobs as AI becomes more embedded in the cryptocurrency exchange's operations. Staff will manage agents to do more of the work, he said.

 

Bed Bath & Beyond's CEO told investors last week that with AI, "we're going to experience significant reduction in head count." Meta's chief financial officer, Susan Li, questioned how many employees the social-media company would eventually need as AI is able to do more.

 

"We don't really know what the optimal size of the company will be in the future," she told investors last Wednesday.

 

At the other end of the spectrum are companies that say they can keep head counts flat -- not necessarily hiring, but not firing, either -- by achieving more with existing teams.

 

Spotify co-CEO Gustav Soderstrom puts the choice companies face like this: They can translate productivity improvements right away into cost savings by trimming staff. Or, "The other thing you could do is to say we're going to be roughly the same amount of people -- we're just going to do more."

 

Spotify is doing the latter: "We're keeping our head count roughly flat and just doing much more shipping, more value to consumers," he said.

 

Business leaders risk missing out if their use of AI is overly focused on efficiencies, said Nickle LaMoreaux, chief human resources officer at International Business Machines.

 

"In your leadership discussions, are you having this idea of moving from AI to productivity to AI to growth?" she said in a recent interview. Though it's hard to predict how many people IBM will employ three years from now, "if I had a crystal ball," LaMoreaux said, it would be "more."

 

Yet some companies have more room to maneuver than others. At Meta, massive investments in data centers and other AI infrastructure are driving plans to lay off 8,000 people -- about 10% of the workforce -- CEO Mark Zuckerberg has said. Mass layoffs are also a swift way to boost the bottom line, and a flagging stock price. Block and Snap shares both jumped following AI-related job cuts.

Coinbase's Armstrong told employees that though there would be fewer staff, AI would allow them to get more work done. Getting leaner was necessary in a down crypto market, he said. Plus, the restructuring would better position the company for future growth.

 

"Over the past year, I've watched engineers use AI to ship in days what used to take a team weeks," he wrote to staff. "This is a new way of working."

 

Justin Briley, who was laid off Tuesday from his content-strategy and technical writing role at Coinbase, questioned whether fewer staff would enable growth. "We were already pretty bare bones," the 39-year-old said of his team.

 

Briley said he used AI to find efficiencies while working on the back-end of the company's help website, and the technology allowed him to do more.

 

"AI has been marketed as a solution to labor," he said, though he predicts the technology will ultimately create "more work, not less."

 

At companies that have said they are committed to keeping staffers, change is still coming. Many positions will look much different or combine the responsibilities of a few roles at once, human-resources specialists said.

 

At Synchrony Financial, which issues credit cards on behalf of companies like PayPal, Sam's Club and Lowe's, HR chief DJ Casto said he is already coaching employees to prepare not for layoffs, but for "redeployments" to new assignments. In some cases, they might be permanent shifts; others could be just for a few months.

 

"We're going to have to be a lot more agile," Casto said. "I talk about this openly in our workforce: We're going to have to be a lot more comfortable that it's not going to be so black and white."

 

At Axon, some managers said their teams have anxiety about potential job cuts, Isner said. Axon makes software in addition to security products such as Taser and body cameras, and its shares have fallen about 30% this year on investor jitters that AI could fuel a software apocalypse.

 

In his note to staff, Isner said the company's business remained strong and people would still be necessary even in an AI world. "My guess is we will still need a bunch of hires," he wrote.
