China Is Chasing the US in the AI ​​Race: The challenger is catching up and increasingly developing technology that is incompatible with American providers. This also has far-reaching consequences for European companies.


“It was an expression of growing self-confidence. The Chinese AI founder wrote laconically that it "wouldn't take that long"—thereby challenging the world's richest person. Elon Musk had written on his platform, X, that it would take until the first quarter of next year for Chinese teams to develop an artificial intelligence as powerful as Anthropic’s celebrated and feared model. Tang Jie, however, predicted that such a model would emerge from China this year. For the West, this would be devastating news. After all, it would mean that all the security risks associated with Anthropic’s models would now originate from China.

 

Tang has every reason to be confident. He is an AI professor holding a chair at the elite Tsinghua University and is one of the field's most respected researchers. Recently, his company, Zhipu AI, unveiled a new model called GLM-5.2; it ranks just behind Anthropic and OpenAI in standard benchmarks and is proving highly popular among developers. The company’s stock has skyrocketed; the share price has increased sixteenfold since the IPO earlier this year, making it arguably the most successful AI stock in the world. Forbes currently estimates Tang’s net worth at around six billion dollars. The professor is now a billionaire.

 

While clear frontrunners like OpenAI and Anthropic have emerged in Silicon Valley, the AI ​​race in China remains comparatively open. Every few months, a new team makes headlines—a testament to the market's intense competition and reminiscent of other Chinese sectors, such as electric vehicles. First came DeepSeek, which put Chinese AI on the map. Then Moonshot AI rose to prominence, followed by Alibaba with Qwen; now, Zhipu AI is considered leading the way. Many other companies are in the race, such as the likewise publicly traded Minimax or ByteDance, whose AI app Doubao ranks among the most popular in China. "Ask Doubao" has already become something of a household phrase in the Middle Kingdom.

 

However, experts from the consulting firm BCG state in an analysis published this week that the US remains in the lead. Yet China is catching up rapidly and has built an increasingly independent AI ecosystem.

 

The authors examined six dimensions in this regard: capital, talent, intellectual property, data, energy, and computing power.

 

Accordingly, China is focusing increasingly on basic research, publications, and patents, as well as on domestic chip development and the application of artificial intelligence in the real economy.

 

In 2025, one-third of the most cited AI research papers originated in China—twelve percentage points more than from the United States.

 

China has also long held the lead in the number of AI patents.

 

The United States, meanwhile, continues to benefit from its pool of AI talent and, above all, from the massive capital it deploys to finance the best AI models and the necessary computing power.

 

Since 2023, American AI start-ups have raised a good $380 billion from venture capitalists—nine times more than their Chinese counterparts.

 

The 20 largest American tech companies—including Google, Amazon, and Meta—invested $439 billion last year, with a significant portion going toward artificial intelligence and data centers. Investments are expected to rise to more than $800 billion this year. By comparison, the $63 billion invested by the 20 largest Chinese technology companies seems almost modest. They invest 9 percent of their revenue, whereas their US counterparts invest 16 percent.

 

However, the Chinese state plans to invest around $295 billion in nationwide AI data centers over the next five years.

 

Yet China holds a decisive advantage in the data center race: while the US is already grappling with power grid bottlenecks in many areas, China is expanding its grid at record speed.

 

Some experts even consider overcapacity a possibility by 2030.

 

China already generates more than twice as much electricity as the US.

 

Part of the strategy involves building data centers in China’s less developed western regions, where there is already often a surplus of solar, wind, and hydroelectric energy. According to the Chinese government, 70 percent of all new data centers are currently being built there.

 

China remains competitive in the field of foundation models, according to BCG experts. The openness of the ecosystem has played a role here: unlike Anthropic, Google, or OpenAI, Chinese providers publish their architectures allowing other developers to build upon them.

 

However, the primary focus for Chinese players has been to offer AI at significantly lower costs while maintaining comparable quality. The latest version of the "Kimi" model from the start-up Moonshot AI costs approximately $1.71 per million tokens—the text units that AI models process and generate. By comparison, OpenAI’s latest model costs users $11.25 per million tokens. Consequently, many companies worldwide are opting to use Chinese AI models due to cost considerations.

 

At the same time, Beijing is driving the domestic adoption of its own models, thereby boosting demand. China is projected to account for more than half of global AI usage in the second quarter of this year—despite representing 17 percent of the world's population.

 

A more positive attitude toward AI—compared to the US—may play a role here: according to BCG data, 86 percent of Chinese people believe AI offers more benefits than drawbacks, whereas in the United States, that figure stands at just 41 percent.

 

In the People's Republic, this is reflected in the aggressive push by tech companies to bring AI agents to market. These agents can independently order food or book flights for users. Tencent is currently driving integration into WeChat—an app ubiquitous in China used for chatting, payments, travel bookings, and—via mini-apps—countless other daily functions. Alibaba has similar plans for its rival app, Alipay.

 

For its AI initiatives, China is increasingly relying on a supply chain independent of the US, particularly for model training. Although the US government is once again permitting more exports of advanced Nvidia chips to China, China’s largest Nvidia customer—TikTok parent company ByteDance—is barred from using the US-developed semiconductors. State-backed data centers are required to use domestic chips, with hopes pinned on advancements in Huawei’s chip technology.

 

The latest model from the Chinese AI company DeepSeek, for instance, was optimized to run on Huawei chips, even though it was trained—at least in part—on Nvidia chips.

 

"Lower-cost Chinese models running on cheaper Chinese chips could offer an attractive package for many countries," notes the BCG analysis—particularly for nations in the Global South that are favorably disposed toward China. However, interest could also emerge in Europe, given the skyrocketing costs of deploying American AI models and the uncertainty surrounding potential export controls on the most advanced models. By the end of 2025, open-source Chinese AI models had already surpassed American models in terms of download numbers.

 

At the same time, the growing incompatibility between Chinese and American AI means fewer options for Europe to mix technologies from both regions. Apple, for example, already partners with Alibaba for its iPhone AI in China, while working with OpenAI in the rest of the world. That said, BCG’s metrics rank Europe as the most advanced among "middle powers" in the field of artificial intelligence—though it still lags far behind the US and China.

 

French frontrunner Mistral, for instance, remains three to ten months behind top AI labs technically—an eternity in the AI ​​era.” [1]

„Karai atskleidžia nepatogias tiesas, ir karas su Iranu bei jo remiamomis grupuotėmis – ne išimtis.

 

JAV suprato, kad negali kariauti palyginti trumpo karo su regionine galia neišeikvodama svarbiausių šaudmenų atsargų.

 

Dėl sumažėjusios karinės pramonės bazės ir sudėtingų technologijų, naudojamų pažangiausiuose mūsų ginkluose, jų pakeitimo procesas pavojingai lėtėja.

 

Jei kada nors tektų kariauti didesnį karą su lygiaverčiu varžovu, privalėtume ištaisyti šią padėtį. Turėtume atkurti gynybos pramonės gamybos pajėgumus ir iš naujo įvertinti pusiausvyrą tarp nedidelio kiekio brangių aukštųjų technologijų ginklų bei didesnio kiekio paprastesnių ir pigesnių ginklų. Mūsų kokybinis pranašumas neturi didelės reikšmės, jei pritrūkstame pažangiausios ginkluotės.

 

Taip pat supratome, kad mūsų karinės pajėgos neatitinka mūsų įsipareigojimų pasauliniu mastu. Norėdami vykdyti operacijas prieš Iraną, turėjome atitraukti didelę dalį svarbių karinio jūrų laivyno pajėgumų iš Rytų Azijos. Jei Kinija būtų pasirinkusi šį momentą grėsmei Taivanui didinti, būtų buvę sunku veiksmingai reaguoti.

 

Kinijos laivų statybos tempai gerokai viršija mūsų pajėgumus, o dėl jų įgyto pagreičio artimiausiu metu bus sunku juos pasivyti. Šiuo metu Kinijai tenka 53 proc. pasaulinių laivų statybos pajėgumų, o jos civilinės ir karinės integracijos doktrina leidžia kariniam jūrų laivynui naudotis civiline gamybos infrastruktūra. JAV, kurių laivų statybos pajėgumai sumenko, negali susidoroti su šia užduotimi vienos.

 

Būtinos visapusiškos pastangos, įtraukiant Pietų Korėjos (kuriai tenka 29 proc. pasaulinių pajėgumų) ir Japonijos (13 proc.) gamybos pajėgumus. Tai reiškia nuoseklią, ilgalaikę politiką, kuri nesikeičia kaskart pasikeitus politiniam vėjui, ir sąjungininkų laikymą ne „kraują siurbiančiais parazitais“, o pajėgumų didinimo veiksniais.

 

Iš naujo supratome tai, ko niekada neturėjome pamiršti – kokios yra oro pajėgų galimybių ribos. Taip, mūsų bombardavimai sunaikino didelę dalį Irano karinių pajėgumų ir dalį civilinės infrastruktūros. Tačiau niekada nebuvome pasirengę siųsti sausumos pajėgų, ir iraniečiai tai žinojo. Pasitelkus strategiją, kai gamybos pajėgumai ir atsarginės dalys slepiami giliai po žeme, todėl Teheranui pavyko išsaugoti gebėjimą gaminti raketas, reikalingas grasinimams arabų kaimynėms ir laivybai Persijos įlankoje.

 

Nors mūsų bazės Artimuosiuose Rytuose yra būtinos norint šiame regione demonstruoti karinę galią, supratome, kad jos yra pažeidžiamos atakų atžvilgiu. Nuo vasario 28 d. Irano raketos ir bepiločiai orlaiviai padarė didelę žalą JAV bazei Bahreine; panašiai nukentėjo ir bazės Irake, Jordanijoje, Kuveite, Omane, Katare bei Saudo Arabijoje. Patyrėme šimtus nuostolių dėl nukentėjusių karių (įskaitant 18 žuvusiųjų), o pastatams ir įrangai padaryta žala siekė beveik 4 mlrd. JAV dolerių. Prieš išvestam personalui sugrįžtant (jei tai apskritai įvyks), kariuomenė privalo sustiprinti jų apsaugos pajėgumus.

 

Supratome, kad Iranas į mūsų puolimą gali atsakyti horizontaliosios eskalacijos strategija, pasitelkdamas savo įgaliotines pajėgas visame regione. Husių puolimas leido jiems perimti Bab el Mandebo sąsiaurio kontrolę, o iš Irako surengta su Iranu susijusios sukarintos grupuotės bepiločio orlaivio ataka laikinai sustabdė „Rytai–Vakarai“ naftotiekio veikimą – juo Saudo Arabija nukreipdavo didelę dalį savo naftos eksporto iš Įlankos regiono. Senkant pasaulinėms naftos atsargoms, tolesnis energijos kainų šuolis galėtų kelti grėsmę pasaulio ekonomikai. Dėl to dabartinė aklavietė santykiuose su Iranu taptų nebetvari.

 

Didėjant per Hormūzo sąsiaurį transportuojamos Saudo Arabijos naftos kiekiui, JAV karinė jūrų blokada daro didelį spaudimą Irano ekonomikai. JAV pamažu įgyja pranašumą šiame ekonominiame išsekinimo kare.

 

Vis dėlto neaišku, ar tai privers Irano režimą nusileisti. Irano valdantieji ne kartą įrodė gebantys atlaikyti nesėkmes, perkeldami jų naštą ant savo žmonių pečių ir negailestingai slopindami bet kokį nepritarimą. Ši padėtis nepasikeitė ir vargu ar pasikeis, kol visą valdžią ir ginklus savo rankose laikys Islamo revoliucijos gvardijos korpusas.

 

Tokiu atveju, kaip teigia Richardas Haassas ir Carolyn Kissane, JAV turės grįžti prie derybų stalo ir sutikti su tokiomis sąlygomis, kurios padėtų pašalinti grėsmę mūsų regiono sąjungininkėms bei pasauliniam energijos tiekimui, tačiau kartu paliktų mus prastesnėje padėtyje nei ta, kurioje buvome prieš prezidentui Trumpui pradedant šį konfliktą.

 

Tai Tai trečioji Amerikos nesėkminga avantiūra Artimuosiuose Rytuose per pastarąjį ketvirtį amžiaus ir, tikėtina, paskutinė. Ji žymi mūsų pastangų dominuoti šiame regione pabaigą ir gali paskatinti laipsnišką JAV pajėgų išvedimą. Jei taip nutiks, Persijos įlankos šalys ir kitos valstybės, kliaudavusios mūsų apsauga, bus priverstos ieškoti kitų sprendimų – šią realybę pabrėžia faktas, kad D. Trumpas atmetė Saudo Arabijos prašymą JAV kariuomenei prisidėti prie kovos su husiais. Mūsų sąjungininkėms teks rinktis: arba nusileisti Irano dominavimui regione, arba kurti oficialų prieš Iraną nukreiptą aljansą, į kurį ilgainiui galėtų įsitraukti ir Izraelis. Kad ir kas nutiktų, karas su Iranu visiems laikams pakeis Artimuosius Rytus.“ [1]

“Wars reveal inconvenient truths, and the war with Iran and its proxies is no exception.

 

The U.S. has learned that it can't conduct a relatively short war against a regional power without running down its stockpiles of critical munitions.

 

In combination with a shrunken military industrial base, the complex technology of our best weapons dangerously slows the process of replacing them.

 

If we ever face a larger war with a peer competitor, we need to remedy this situation. We should rebuild our defense production capacity and rethink the balance between small numbers of expensive high-tech weapons and larger numbers of simpler, cheaper ones. Our qualitative edge means little if we run out of our most advanced weaponry.

 

We have also learned that our forces aren't commensurate with our global commitments. To conduct operations against Iran, we had to withdraw a substantial portion of our crucial naval assets from East Asia. If China had chosen this moment to escalate its threat against Taiwan, it would have been difficult to respond effectively.

 

The pace of China's naval production dwarfs ours, and their momentum will make it hard to catch up anytime soon. China now accounts for 53% of global shipbuilding capacity, and its doctrine of civil-military fusion allows its navy to draw on civilian production infrastructure. The U.S., whose naval production capacity has withered, can't do the job on its own.

 

We need an all-hands-on-deck effort that includes drawing on the production capacity of South Korea, which has 29% of global capacity, and Japan, with 13%. That means steady long-term policy that doesn't shift with every passing breeze, and it means treating allies as force multipliers, not bloodsuckers.

 

We have relearned what we should never have forgotten -- the limits of air power. Yes, our bombing destroyed a substantial portion of Iran's military capacity and some of its civilian infrastructure. But we were never prepared to put boots on the ground, and the Iranians knew it. With a strategy of burying production capacity and spare parts deep underground, Tehran was able to preserve its ability to build the missiles it needs to menace its Arab neighbors and shipping in the Persian Gulf.

 

While our bases in the Middle East are essential for our force projection in the region, we have learned that they are vulnerable to attack. Starting on Feb. 28, Iranian missiles and drones inflicted major damage on the U.S. base in Bahrain, as did subsequent attacks on bases in Iraq, Jordan, Kuwait, Oman, Qatar and Saudi Arabia. We suffered hundreds of casualties, including 18 deaths, and losses to buildings and equipment amounting to nearly $4 billion. Before the personnel we withdrew can return (if they do), the military must improve its capacity to defend them.

 

We have learned that the Iranians can counter our assault with a strategy of horizontal escalation through its proxies throughout the region. The Houthis' offensive has brought the Bab al-Mandeb Strait under their control, and a drone attack launched from Iraq by an Iran-affiliated militia has temporarily disabled the East-West Pipeline, through which Saudi Arabia had diverted a large part of its oil exports from the Gulf. As global oil stockpiles are drawn down, a further spike in energy prices could imperil the global economy. That would make the current stalemate in Iran unsustainable.

 

As the quantity of Saudi oil flowing through the Strait of Hormuz has been increasing, the U.S. naval blockade is putting intense pressure on Iran's economy. The U.S. is gradually gaining the upper hand in the economic war of attrition.

 

Yet it isn't clear that this will force the Iranian regime to yield. Iran's rulers have repeatedly demonstrated their ability to absorb setbacks by imposing the costs on their people while ruthlessly repressing dissent. That hasn't changed, nor is it likely to while the Islamic Revolutionary Guard Corps holds the cards and the guns.

 

If so, as Richard Haass and Carolyn Kissane have argued, the U.S. will have to return to the bargaining table and accept terms for ending the threat to our regional allies and global energy supplies that will leave us worse off than before President Trump began this conflict.

 

This is America's third Middle Eastern misadventure in the past quarter-century, and likely the last. It signals the end of our effort to dominate the region, and it could set in motion a gradual drawdown of U.S. forces. If so, the Gulf states and others that have relied on our protection will be forced to make other arrangements -- a reality underscored by Mr. Trump's rejection of Saudi Arabia's request that the U.S. military join the fight against the Houthis. Our allies will have to choose between yielding to Iran's regional dominance and creating a formal anti-Iranian alliance that could eventually include Israel. Whatever happens, the war with Iran will change the Middle East forever.” [1]

Demokratai ir žvalgybos reforma


„Klausausi užsienio reikalų tinklalaidžių, kad jums nereikėtų. Nuolat kartojama, kad Bideno administracija įtikino sąjungininkus ir priešininkus, jog pirmoji Donaldo Trumpo prezidentūra buvo „nukrypimas“. Tada, po galais, Amerikos žmonės jį vėl išrinko.

 

Abejoju, ar mūsų sąjungininkai tokie naivūs. Juk būtent Nyderlandų žvalgyba 2016 m. perdavė abejotinos Rusijos žvalgybos atmintines, kuriomis FTB vadovas Jamesas Comey tuoj pat pasinaudojo, kad pateisintų netinkamus veiksmus, kurie netyčia padėjo išrinkti poną Trumpą. Britai matė, kaip jų išplautus agento diskredituotus kaltinimus apie poną Trumpą sąmoningai perėmė ir platino demokratai ir CŽV. Australai matė, kaip vieno iš jų diplomatų miglotas pasisakymas buvo paverstas Trumpo ir Rusijos tyrimu, kuris netrukus buvo propaguojamas visame Vašingtone.

 

Mūsų sąjungininkai matė, kaip 51 jų buvęs JAV partneris sąmoningai melavo JAV rinkėjams apie Hunterio Bideno nešiojamąjį kompiuterį, kad padėtų išrinkti Joe Bideną 2020 m. Per maždaug keliolika aukščiausiojo lygio susitikimų jie iš arti stebėjo pono Bideno nuosmukį, tačiau JAV isteblišmentas praktiškai kviečia pono Trumpo sugrįžimą, bandydamas vėl paskirti senatvinį poną Bideną į prezidento postą.

 

Praėjusį mėnesį gerbiamas Didžiosios Britanijos laikraštis „Financial Times“ išsamiai aprašė buvusių CŽV pareigūnų veiklą, kuria siekiama paveikti artėjančius vidurio kadencijos rinkimus, ir priminė jiems, kad panašūs pareigūnai slypi už sąmokslo ir nešiojamųjų kompiuterių epizodų.

 

„Liaukitės duoti demokratams idėjų“, – neseniai man el. paštu parašė Trumpo rėmėjas. Būtent. Nebūna dienos be liberalų dejavimo apie būtinybę atkurti tiltus su Trumpą palaikančia baltųjų darbininkų klase. Štai proga.

 

Paimkime Atstovų rūmų narį Ro Khanna. Jis laikėsi atokiau nuo sąmokslo kvailysčių. Jis priešinosi savo partijos teisinei sistemai. Kitą dieną po to, kai „New York Times“ pranešė apie pono Bideno reikalavimą patraukti Trumpą baudžiamojon atsakomybėn, jis skundėsi CNN: „Mes ketinome būti partija, kuri palaikys teisinės valstybės principus“.

 

Ambicingas ponas Khanna vietoj to bandė išsiskirti, mojuodamas po kiekvienos pro šalį einančios reklamos, pradedant Jeffrey Epsteinu ir baigiant mokesčių milijardierių turtui klausimais iki dirbtinio intelekto reguliavimo. Kodėl?

 

Po susitikimų su mūsų redakcine kolegija pastaraisiais metais aprašiau, kaip keli demokratai, dabar, regis, siekiantys prezidento posto, nutyla, ima gudrauti ir rodo baimę, kai jų paklausiama apie žvalgybos agentūras.

 

Tai baisu mūsų šaliai. Jei nerimą jaučia Rahmas Emanuelis, ką tuomet turi galvoti Atstovų Rūmų narė Ilhan Omar? Ji ir kiti demokratai tikrai supranta, kad dešimtmečius ne Donaldas Trumpas, o būtent tokie kairieji kaip jie patys buvo FBI ir CŽV piktnaudžiavimo taikiniai.

 

Spauda taip pat bijo – gerbiamas „Washington Post“ apžvalgininkas nuolat kalba apie netinkamą D. Trumpo kišimąsi į rinkimus, bet nė žodžiu neužsimena apie savo draugų iš CŽV veiksmus. PBS nuolat pristato žiūrovams teisininką Marcą Eliasą kaip rinkimų sąžiningumo gynėją, tačiau niekada neužsimena apie jo vaidmenį finansuojant ir platinant „Steele’o dosjė“.

 

Buvusi CŽV pareigūnė Julia Curlee, rengdavusi informacines suvestines viceprezidentui, pastaruoju metu visur giriama už drąsą viešai paskelbti apie savo translytiškumą. Ji pagrįstai kritikuoja prezidentą D. Trumpą už tai, kad šis, siekdamas diskredituoti 2020 m. rinkimus, naudojosi menkaverčiais įrodymais iš FBI bylų apie Kinijos kišimąsi. Tačiau bent jau D. Trumpas tų įrodymų nesuklastojo. J. Curlee prireiktų dešimteriopai daugiau drąsos pripažinti savo agentūros nuodėmes – ir ne tik dėl jų netinkamumo.

 

Pažvelkite į viešą CŽV terminų žodynėlį: „Blowback“ (grįžtamasis smūgis) – tai terminas, apibūdinantis situaciją, kai nesėkminga operacija sukelia „neigiamą poveikį JAV nacionalinio saugumo interesams“. Dažnai sakydavau, kad slapta prieš D. Trumpą nukreipta FBI ir CŽV operacija buvo pati nesėkmingiausia JAV žvalgybos operacija istorijoje, davusi visiškai priešingus rezultatus, nei buvo tikėtasi. Galbūt neskaitėte pusšimčio ataskaitų, kurias parengė Teisingumo departamento generalinis inspektorius ir JAV specialusis prokuroras. Tačiau galite neabejoti – užsienio vyriausybės jas atidžiai išstudijavo, siekdamos suprasti protinį ir moralinį chaosą, apėmusį JAV politinį elitą.

 

Jei įtakingas demokratas sudaužytų šį nesąžiningumo ledyną, tai ne tik pakenktų daugeliui partijos konkurentų, susikompromitavusių „susimokymo su Rusija“ istorijoje. Mūsų sąjungininkai, kai nesvarstydavo, ar D. Trumpas nėra išprotėjęs, dažnai klausdavo savęs, ar demokratai ir anti-Trumpo JAV isteblišmentas yra pamišę. Štai proga juos nuraminti.

 

Didi šalis nusipelno geresnio nei lyderio su mylios pločio geltona juostele, net jei niekas apie tai nekalba. Štai ką gaus amerikiečiai, jei kitas demokratas nenorės nutraukti tylos dėl pastarojo dešimtmečio žvalgybos agentūrų korupcijos.

 

Žinoma, slėpimas dažniausiai nepavyksta, bet dauguma jų nepavyksta taip, kad nepalieka jokių didvyrių, tik nuolatinį piktnaudžiavimo kvapą. Tegul tai būna išimtis. Tikras oro valymas pertvarkytų Demokratų partiją, atimdamas galią iš daugelio jos korumpuotų gerontokratų, leisdamas kitiems užimti tikrai atsakingas pareigas. Tada galbūt jų partija galėtų nustoti kvailioti dėl tokių 0,1 % klausimų kaip translyčiai asmenys, atviros sienos ir „policijos finansavimo nutraukimas“. Demokratai galėtų sutelkti dėmesį į tai, kad  amerikiečiams reikia valdančiosios partijos, į kurią jie galėtų sutelkti dėmesį.“ [1]
